A RESOLUTION OF THE CITY OF OCOEE, FLORIDA RECOMMENDING PRIORITIZING THE WESTERN BELTWAY WITHIN THE FIVE- YEAR FINANCIALLY FEASmLE PLAN OF THE METROPOLITAN PLANNING ORGANIZATION AHEAD OF THE PROPOSED SOUTH- CENTRAL CORRIDOR TRANSPORTATION MEDIATION ALTERNATIVES. WHEREAS, the Metropolitan Planning Organization has conducted a series of mediation sessions (South-Central Corridor Transportation Mediation Forum) through the Florida Growth Management Conflict Resolution Consortium since October 1994; and WHEREAS, the purpose of the mediation sessions is to determine what, if any, transportation improvements may be needed and justified within the study area and, if needed, to define alternative transportation modes for the south-central area of the Orlando Metropolitan Statistical Area; and WHEREAS, the general study area (Exhibit 1) is bounded on the north by Colonial Drive (SR 50); on the south by the southern boundary of the Orlando International Airport; on the east by the Eastern Beltway; and on the west by 1-4; and WHEREAS, the Metropolitan Planning Organization invited the City of Ocoee to participate in the mediation sessions and the City of Ocoee has participated in the South- Central Corridor Transportation Mediation Forum; and WHEREAS, a draft South-Central Corridor Technical Assessment has been prepared for the mediation participants which provides a preliminary assessment of the identified alternatives; and . WHEREAS, the Metropolitan Planning Organization is responsible for evaluating regional transportation problems and prioritizing regional transportation improvement projects; and WHEREAS, the Eastern Beltway is nearly completed and the Beltway is designed to form a perimeter by-pass around the Orlando Metropolitan Area to alleviate congestion in the downtown area and local roadway network; and WHEREAS, the Eastern Beltway, 1-4, the Beeline, the Florida Turnpike, and the Western Beltway, when completed, will provide a system of access points to the Orlando International Airport for area residents and visitors; and . WHEREAS, the Florida State Legislature has funded initial right-of-way acquisition for the Western Beltway. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA that the City Commission of the City of Ocoee, Florida, hereby recommends that the Western Beltway be established by the Metropolitan Planning Organization as a priority regional transportation improvement and rank the Western Beltway in priority ahead of any local improvements including any South Central Connector Alternatives identified by the South-Central Corridor Transportation Mediation participants; and BE IT FURTHER RESOLVED, that the City Commission of the City of Ocoee does hereby support and endorse the prioritization of the Western Beltway on the Five-Year Financially Feasible Plan to ensure the completion of the Western Beltway.
