MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 21 MARCH 1978

Mayor Breeze called the meeting to order at 7:32 P.M. and the meeting
was opened with prayer by Reverend King, followed by the Pledge of
Allegiance to the Flag. Present were Comm. Lyle, Stinnett and Whitehead;
City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann.
Commissioner Crawford was absent.

Bomm. Whitehead moved to accept minutes as presented, seconded Comm.
Stinnett. Unanimous.
ZONING BOARD DID NOT MEET

comm. Whitehead moved that the City Manager read the ordinances by title
only for the first reading, seconded Comm. Stinnett. Unanimous. City
Manager read the ordinances by title only and stated that the Davis property I
and the Bramlett property would be zoned RIA. Public Hearing and second
reading of all ordinances will be held on 18 April 78.
WATER SERVICE REQUEST - MR. SAMUEL
Mr. Samuel came before council requesting water service to his property
located on the south east corner of the Bank of West Orange property on
the Old Winter Garden Road. Council explained that there is a 1" line
running to the Bank of West Orange Branch but that was not sufficient for
adequate water for fire service. When the 1" line to the Branch was in-
stalled Mr. Kennedy, President of Bank of West Orange promised that when
the area developed the Bank would bear the expense of installing a 10" line.
Comm. Whitehead moved to waive the City Policy and allow Mr. Samuel to put
down a well and a under ground tank for fire service, seconded Comm.Stinnett.
Unanimous. City Manager was directed to contact Mr. Kennedy and remind him
of his commitment.
EMPLOYMENT OF NORMAN BURKE TO ASSIST CITY ATTORNEY-UNION RELATED PROBLEMS
City Manager explained that the City Attorney had requested the assistance
of Mr. Burke with union related problems and he recommended that the request
be granted. Comm. Whitehead moved to accept the recommendation of the
City Manager, seconded Comm. Stinnett. Unanimous.
CITY MANAGER REPORTS/INFORMATION
Comm. Stinnett moved to pay Mathis Concrete $5,460.00 from Federal Revenue
Sharing Account for the Lady Avenue sidewalk project, seconded Comm.
Whitehead. Unanimous.

CITY MANAGER REPORTS/INFORMATION CONTINUED
County Road Program meeting at 7:30 P.M., 23 March 78, at the Orange
County Service Building.
Flewelling Street paving will be completed 23 March 78.
Sidewalk Project: Wurst Road will be completed 24 March 78. Kimball Street
will be the next street.
MAYOR/COMMISSION REPORTS AND INFORMATION
Mayor stated that Dick Fischer had informed him that Bowness Road was
on the 78/79 County Road Program.
Comm. Stinnett stated that Mr. Allen of Community Development and a
County Engineer would be at City Hall on Thursday to look into his suggestion
pertaining to the repairing of the existing sidewalks from the rail road
to Silver Star Road instead of constructing new sidewalks on the opposite
side of the street.
Comm. Stinnett stated that he wanted the Ocoee Rescue truck recertified as
an ambulance for the use of Ocoee residents only. Comm Lyle requested that
the City Manager contact the Winter Garden City Manager and explain to him
that council would like an answer in writing as to whether or not they
intend to fulfill their agreement in providing rescue service.
Comm. Lyle moved that the "OV65" program be amended as follows, Upon proof
of eligible age and social security proof free water and sanitation services
be provided, tax refunds remain the same, seconded Comm. Whitehead.
Unanimous.
