HomeMy WebLinkAbout04-04-1978 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 4 APRIL 1978 I I I Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was opened with prayer by Reverend Pace, followed by the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Stinnett, Crawford and Whitehead; City Manager, Vignetti; City AttorneYI Rhodes; and City Clerk, Gann. 21 MARCH 78 COMMISSION MEETING MINUTES Comm. Whitehead moved to accept minutes as presented, seconded Comm. Stinnett. Unanimous. ZONING BOARD DID NOT MEET ZONING ORDINANCE REVISION PROGRESS REPORT - JACK GLADDEN Mr. Gladden came before council with a brief report on the progress of the revision of the Zoning Ordinance. Mr. Gladden presented draft copies of the revision for staff and commission review. Council, City Manager, City Attorney and Building Inspector will study the draft and make recommendations at a later date. Before final approval of the revision a Public Hearing will be held. "701" PLANNING &..PARK GRANTS - PROGRESS REPORT - DONALD WANSTALL Mr. Wanstall stated that the City had received an invitation from the Department of Community Affairs to submit an application for the "701" Planning & Park Grant and his association was proceeding with the application. Mr. Wanstall further stated that the County had verbally approved a $25,000. grant for Boating & Park Improvements. At a later time Mr. Wanstall plans to submit a total park site plan to council and if approved he will proceed with application thru the Department of Natural Resources for additional money. SENIOR LEAGUE - CONCESSION STAND Bob Sorenson came before council requesting clarification as to who is to pay for materials and provide labor for the concession stand building. Comm. Lyle moved to re-affirm that the City would pay for all materials and install the septic tank, water line, plumbing and electrical for the building, seconded Comm. Whitehead. Unanimous. REQUEST TO HOLD A PARADE IN CITY - JOHN TORRES Mr. Torres came before council requesting permission to hold a parade in the city on Saturday, 8 April 78, at 3:00 P.M. Comm. Lyle moved to grant the request, seconded Comm. Stinnett. Unanimous. City Manager will coordinate traffic control with the Police Department. Council requested that the parade line up on Lafayette Street. REQUEST FOR FIRE PROTECTION - HARVEY PITTS FORD, INC. Rudy Bowen came before council on behalf of Harvey Pitts Ford, Inc. re- questing fire protection. City Manager stated that there were no lakes, wells or fire hydrants near this property, the only water avail~bLd'_iri I I I FIRE PROTECTION REQUEST CONTINUED caseof fire would be what out pumpers carried. City Manager recommended providing the limited protection available. Comm. Stinnett moved to grant request based on the recommendation of the City Manager, effective immediately for $450.00 per year on a year to year basis, seconded Comm. Whitehead. Unanimous. SOUTH SPRINGDALE SUB-DIVISION PLANS - WALTER KUHRT City Manager explained that Mr. Kuhrt could not be present and that he had ~equested a work session. Council agreed to hold a work session, date to be coordinated with Mr. Kuhrt. FENCE COMPLAINT Burton Smith and Gil Dodd of Bel Aire West appeared before council complaining about the fence regulations in the City. Mr. Smith and Mr. Dodd feel that all fences should be standard thru out the entire city (pre- ferably 4' chain link). Council explained that the present Zoning Ordinance was being revised and before its final adoption a public hearing would be held and suggested that the men be present at that time. CITY MANAGER REPORTS/INFORMATION Special Referendum election to be held 25 April 78, request permission to hold election downstairs. Council granted request and stated a sign should be erected stating that parking was available in back of City Hall. Comm. Whitehead moved to pay Mathis Concrete $8,421. from Federal Revenue Sharing Fund, seconded Comm. Crawford. Unanimous. Comm. Whitehead moved to pay Orlando Paving $22,415.07 from Street Dept. #7048 for Flewelling Street re-surfacing, seconded Comm. Stinnett. Unanimous Comm. Stinnett moved to pay $9,695.76 to Clark Chrysler Plymouth from Police acct#4048 for the purchase of two police vehicles, seconded Comm. Whitehead. Unanimous. Comm. Whitehead moved to construct sidewalks from Ocoee Hill Road on south side of Flewelling Street west to Hill Avenue, seconded Comm.Crawford. Unanimous. MAYOR/COMMISSION REPORTS AND INFORMATION Comm. Crawford directed the City Manager to contact the owners of the old Nathan Reese house and instruct them to either destroy it or put it in liveable condition. Mayor reported that at the recent County Public Hearing, the County had proposed to pave 1st, 2nd, 3rd, Whitter and Center Streets. However the residents of 1st, 2nd 3rd, and Whitter Streets had objected to the paving, therefore only Center Street is to be paved. The street will be paved with no city involvement. Mayor proposed that the city install street lights on Center Street. Comm Lyle moved to approve the Mayors proposal, seconded Comm. Crawford. Unanimous. Comm. Lyle stated there was a letter from Dick Fischer, County Commissioner stating that the owner of the sewer facility in Industrial Park proposes to give the facility to the county. Comm. Lyle questioned their right to do so. City Attorney will research legal status of facility. I I I GLENDA BUTLER KEOPPEN Glenda Butler Keoppen appeared before council and questioned the City policy of employing relatives. Council refused to change the policy.
