Present were Comm. Crawford,Lyle,Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 4 APRIL 78 COMMISSION MEETING MINUTES Comm. Whitehead moved to approve minutes as presented, seconded Comm. Stinnett. Unanimous. 11 APRIL 78 ZONING BOARD MEETING MINUTES Zoning Board meeting minutes of 11 April 78 were read into the record for information only. ANNEXATION ORDINANCE-2ND READING-PUBLIC HEARING-VICTORY BAPTIST CHURCH ANNEXATION ORDINANCE-2ND READING-PUBLIC HEARING-DAVIS PROPERTY ANNEXATION ORDINANCE-2ND READING-PUBLIC HEARING-BRAMLETT PROPERTY ZONING ORDINANCE-2ND READING-PUBLIC HEARING-DAVIS PROPERTY ZONING ORDINANCE-2ND READING-PUBLIC HEARING-BRAMLETT PROPERTY Comm. Whitehead moved that the City Manager read ordinances by title only, seconded Comm. Lyle. Unanimous. City Manager read the ordinances by title only. No one wished to speak for or against the ordinances. Comm.Whitehead moved to approve all five ordinances, seconded Comm. Lyle Unanimous. (Due to a conflict of interest Comm. Crawford abstained from voting on the Victory Baptist Church Annexation Ordinance. All five ordinances were adopted. There was discussion as to what charges would be levied in the future to property owners requesting annexation whenever additional water lines have to be laid. ANNEXATION REQUEST - EZRA LAWRENCE AND CLARE GRAHAM Comm. Whitehead moved to instruct City Manager to proceed with necessary steps to annex, seconded Comm. Stinnett. Comm. Lyle,Stinnett and Whitehead voted yea, due to a conflict of interest Comm. Crawford abstained from voting. Motion carried. MAIL DELIVERY TO PIONEER KEY TRAILER PARK City Manager stated that the residents of Pioneer Key Park want. to know why they cannot have home mail delivery. The mail is presently delivered to individual boxes in a privately owned building. Mr. Fields (postmaster), explained several alternatives and stated he would talk with the property owners of Pioneer Key Park to determine their preferences. SOUTH SPRINGDALE - APPROVAL OF PLANS - JEFF FUQUA Comm. Whitehead moved to approve preliminary plans, seconded Comm.Stinnett. Unanimous. I I II II SOUTH SPRINGDALE - CONTINUED: Comm. Stinnett moved to accept stub outs and valves on water portion of plans, seconded Comm. Whitehead. Unanimous. Posting of Performance Bond was deferred until a later date. ANNEXATION REQUEST - NEW ELEMENTARY SCHOOL - ELMER KAUFFMAN Comm. Stinnett moved that necessary steps be taken to annex property, seconded Comm. Crawford. Unanimous. Comm. Lyle moved to provide fire protection until annexation is completed, seconded Comm. Whitehead. Unanimous. City Manager was instructed to provide Mr. Kauffman with a letter to the Orange County School Board stating the city request that they pave Oak Street and that portion of Lakewood Street that isn't paved. PINBALL MACHINE ORDINANCE #408 Comm. Stinnett moved that necessary steps be taken to rescind Ordinance #408, seconded Comm. Whitehead. Unanimous. CITY MANAGER/MAYOR/COMMISSION/REPORTS AND INFORMATION Comm. Lyle moved to pay Norman Burke for legal fees $2,532.98 from General Gov't #3010, seconded Comm. Crawford. Unanimous. Comm. Lyle moved to pay Mathis Concrete $7,421.40 from Federal Revenue Sharing Funds, seconded Comm. Stinnett. Unanimous. Comm. Stinnett moved to have a surveyor establish the right of way on Flewelling Street from Spring Street to Jay Street, seconded Comm.Crawford Unanimous. Comm. Stinnett moved to obtain bids to widen Bluford Avenue from Silver Star Road to the railroad tracks with curbs and gutters, seconded Comm. Lyle Unanimous. 2nd Quarter Budget Review was given by the City Manager. City Manager recommended promoting Grady Smith to Supervisor of the Water Department and increasing his salary to $12,750.00 yearly, promoting Jesse Bruse to Supervisor of Sanitation Department and increasing his salary to $11,000.00 yearly. Comm. Whitehead moved to accept the City Managers recommendations, seconded Comm. Stinnett. Unanimous. compl~ance Audit has been completed on Anti Recession Funds and Federal Revenue Sharing Funds and are in accordance with generally accepted audit standards. City Manager requested permission to do necessary paving at City Shop and to install 10,000 gallon gas drum. Comm. Crawford moved to grant permission, seconded Comm. Lyle. Unanimous.
