HomeMy WebLinkAbout05-02-1978 II I II MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 2 MAY 1978 Mayor Breeze called the meeting to order at 7:33 P.M. and the meeting was opened with prayer by Mr. Payne, followed by the Pledge of Allegiance to the Flag. Present were Comm. Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm. Lyle was absent. 18 APRIL 78 COMMISSION MEETING MINUTES Comm. Whitehead moved to approve minutes as presented, seconded Comm. Stinnett. Unanimous. ZONING BOARD DID NOT MEET ZONING CHANGE ORDINANcE-Rl TO R3-1ST READING-FRAZIER PROPERTY ANNEXATION ORDINANCE-1ST READING-OCOEE ELEMENTARY SCHOOL SITE ANNEXATION ORDINANCE-1ST READING-EZRA AND CLARE GRAHAM PROPERTY ZONING ORDINANCE-R1A-1ST READING-EZRA AND CLARE GRAHAM PROPERTY Comm. Whitehead moved that the City Manager read ordinances by title only, seconded Comm. Crawford. Unanimous. City Manager read the ordinances by title only. Second Reading and Public Hearing will be held on all of the above ordinances on 6 June 78. BIDS-BLUFORD AVENUE PROJECT Only one bid was submitted = Orlando Paving $38,165.00. Comm. Crawford moved to accept the bid and proceed with the project, seconded Comm. Whitehead. Unanimous. OLD FIRE STATION BUILDING-DAVID HOLLEY Mr. Holley stated he would like to rent the building with an option to purchase for a unholstering business. The City Attorney stated the title to the property was not clear and council could rent the property on a month to month basis. Council agreed that the rent should be at least $150.00 per month and suggested that Mr. Holley contact the City Manager concerning the details of the rental. CITY FOOTBALL LEAGUE-LEON TERRY Mr. Terry requested a donation for the Ocoee Football League. Comm.Crawford moved to donate $400.00, seconded Comm. Stinnett. Unanimous. ZONING ORDINANCE REVISION - JACK GLATTING Mr. Glatting explained some of his proposed changes on Mobile Home Park zoning.Council agreed that there would be no more mobile homes or Mobile Home Parks in the city and stated that possibly the Mobile Home Zoning should be deleted from the revised zoning ordinance. Council agreed that the City Manager, City Building Inspector, City Attorney and Mr. Glatting should work together on the rough draft presented by Mr. Glatting. II II I MAYOR/COMMISSION/CITY MANAGER REPORTS AND INFORMATION There will be a joint work session at Apopka City Hall, 7:30 P.M. 10 May 78, of the Commissioners of Apopka, Winter Garden, and Ocoee and the members of the Tri-City Airport Authority. Comm. Crawford moved to pay Glenda Butler Keoppen five weeks severance pay, seconded Comm. Whitehead. Comm Crawford and Whitehead voted yea, Comm. Stinnett voted nay. Motion carried. City Manager reported that Mr. Thomas had completed his survey of the Flewelling Avenue Sidewalk Project area. It was agreed that the City Manager and Council would meet at 1:00 P.M. tomorrow and go over the site. City Manager reported that each councilman had a copy of a letter in their file from the City of Winter Garden opposing the Fire Contract the City of Ocoee has with Harvey Pitts Ford. The City Manager was instructed to draft a reply. In appreciation of everything the Ocoee Lions Club has done for the City comm. Crawford moved that a letter be written and presented to them by the Mayor, seconded Comm. Whitehead. Unanimous. Comm. Stinnett moved to pay Tri-County League dues of $475.00 from General Government #3076, seconded Comm. Whitehead. City Manager stated that each commissioner had a letter from the county stating they would pave Bowness Road if the city would obligate itself to pay 25% of the total cost. Comm. Stinnett moved to commit the City up to 25% of the total cost not to exceed $25,000.00, seconded Comm. Crawford. Unanimous. Comm. Stinnett stated that at the intersection of Cumberland Street and Franklin Street the street was deteriorating. City Manager will take care of this problem. Comm. Crawford requested that the Mayor try to find out what the old Ocoee Elementary School will be used for after the new school is completed. City Attorney stated that the old Pin Ball Machine Ordinance #408 was omitted from the new City Code and therefore there will be no need to rescind it. ADJOURNMENT Meeting adjourned at 9:15 P.M.
