MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 16 MAY 1978

Mayor Breeze called the meeting to order at 7:32 P.M. and the meeting was
opened with prayer by Mr. Payne, followed by the Pledge of Allegiance to the
Flag. Present were Comm. Lyle, Stinnett and Whitehead; City Manager,Vignetti;
City Attorney, Rhodes; and City Clerk, Gann. Comm. Crawford was absent.
2 MAY 78 COMMISSION MEETING MINUTES
Comm. Whitehead moved to approve minutes as presented, seconded Comm.Stinnett.
Unanimous.
9 MAY 78 ZONING BOARD MEETING MINUTES
Minutes of 9 May 78 Zoning Board Meeting were read into the record for in-
formation only.
FIRE STATION RENTAL AGREEMENT - MRS. HOLLEY

Mrs. Holley stated she was only renting the downstairs of the old fire
station building and she felt that the following portions of the agreement
were unfair: (5) "The City assumes no maintenance responsibilities for the
building" and (7) "Fire & Liability Insurance for the entire building will be
the responsibility of the renter." Comm. Stinnett moved that the City be
responsible for maintenance of the second floor and the Renter be responsible
for maintenance of the first floor, seconded Comm. Whitehead. Unanimous.
Comm. Stinnett moved that the City pay fire and liability insurance on
entire building, seconded Comm. Whitehead. Unanimous.
ORDINANCE - 1ST READING - ZONING CHANGE - RI TO I2- 110 &112 TAYLOR STREET
Comm. Whitehead moved that the City Manager read ordinance by title only,
seconded Comm. Stinnett. Unanimous. City Manager read the ordinance by title
only. Second reading and public hearing will be held on June 6, 1978.
REQUEST FOR TRAFFIC SIGNAL - INTERSECTION STORY/KISSIMMEE
City Manager explained that each Councilman had a copy of a petition signed
by the employees of FMC petitioning the City for a traffic light at the
intersection of Story Road/Kissimmee Avenue. The City Manager pointed out
that only one accident had occurred at this intersection since the caution
light had been installed. Comm. Lyle directed the City Manager to request
that the county make another traffic study of the area.
OV 65 PROGRAM - SMITH BRANCH

Mr. Branch requested that a maximum be put on the free water usage of the
OV 65 users. Comm. Stinnett Istated that a c'lose accounting wasktept 'on free
water usage and if persons were abusing the system the City Manager visited
them and most times the usage would drop. Comm. Stinnett further stated that
the water rates have not increased in five years and they would not increase
because of the OV 65 Program. Based on Comm. Stinnetts comments Mr. Branch
withdrew his request.
Mr. Branch stated that there was approximately 180' section on Lakeshore Dr.
with no sidewalks and he was requesting that the city construct one.
Comm. Stinnett moved that a sidewalk be constructed on that section of
Lakeshore Drive where there are none, seconded Comm. Whitehead. Unanimous.
MR. BRANCH - CONTINUED:
Mr. Branch invited council to a School Advisory Board Meeting to be held
on Thursday at 7:30 P.M. at Ocoee School.
II EUGENE SEVERANCE
Mr. Severance stated that he was hired in September of 1976 and had taken
a physical in June of 1977 at this time his vision rating was noted on his
application and now a year later he had been terminated because of it.
Mr. Severance requested that he be granted a waiver and reinstated in his
position as a Fire Fighter. Chief Vandergrift explained that Mr. Severance
had been working under a waiver since September 1976, however in Apr~l of
this year he had received notice that the State Fire College was cleansing
their records and had notified him that they could not certify Mr.Severance
because of his 3~yesite. City Manager stated that Mr. Severance had been
offered another position with the city but had refused it. Mr. Severance
stated that if the city would not re-instate him he was requesting two
weeks severance pay. Comm Lyle stated that based on Mr. Severances' refusal
to accept another position with the city he would not vote for the severance
pay.
CITY MANAGER/MAYOR/COMMISSION REPORTS AND INFORMATION
Bluford Avenue project is ready to begin. City will have to pay for nearly
5' of railroad crossing extension. Bluford Avenue will have to be closed
until the project is complete.

Flewelling Street Sidewalk Project is again in progress. The sidewalks on
that street will all be 4', with the exception of that area by Larry Walls
property and there they will be 3'.
Lake Lotta Drainage Project is in progress.
We have gone as far as we can on the Brentwood Water Improvement Project
until the boring and jack under the railroad is done.
Each Commissioner has a copy of a letter from the county stating they
would require $25,000.00 from the city for the Bowness Road Paving project,
this is the amount council agreed upon at the last meeting.
Orange County School Board has requested that the City construct sidewalks
on the North side of Wurst Road from Peters Ave. to Willow Creek Road and
on SR438 between Bluford Avenue and Woodson Street. Council instructed
City Manager to make a study and report at next meeting.
City Manager and Building Inspector ~e~ with Mr. Gladding on the Zoning
Ordinance revision. Mr. Gladding will meet with the Zoning Board and then
appear before council with final draft
Comm. Whitehead stated there was a problem with the lights at the ball
field. The Building Inspector stated it was his opinion the problem was
being caused by low voltage. City Manager is to contact Mervin Lee of
Florida Power and request that he check the voltage.

City Attorney stated he was sending an application to obtain a road-right-
of-way release on the old Fire Station property. City Attorney feels
property should be surveyed. Comm. Stinnett moved to have the survey made,
seconded Comm. Whitehead. Unanimous.

REPORTS AND INFORMATION CONTINUED:
City Hall will be closed on 29 May 78 for Memorial Day, sanitation and
shop will follow their regular schedule.
AUDIENCE
Tom Snow stated the lights at the tennis court have been out for some
time. City Manager will check into this problem.
