Present were Comm. Lyle, Stinnett, Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 16 MAY 78 COMMISSION MEETING MINUTES Mayor Breeze stated that on page two paragraph two eye sight should be one word. Comm. Whitehead moved to accept minutes as corrected, seconded Comm. Stinnett. Unanimous. 23 MAY 78 ZONING BOARD MEETING MINUTES Minutes of 23 May 78 Zoning Board meeting were read into the record for information only. 2ND READING-PUBLIC HEARING-ANNEXATION ORDINANCE-OCOEE ELEMENTARY SCHOOL SITE Comm. Lyle moved to table pending information from School Board regarding paving of Lakewood Street, seconded Comm. Crawford. Unanimous. 2ND READING-PUBLIC HEARING-ANNEXATION ORDINANCE-GRAHAM PROPERTY 2ND READING-PUBLIC HEARING-ZONING ORDINANCE-GRAHAM PROPERTY-R1A City Manager read the ordinances by title only. No one wished to speak for or against the ordinances. Comm. Lyle moved to approve both ordinances, seconded Comm. Whitehead. Unanimous. Ordinances adopted. 2ND READING-PUBLIC HEARING-ZONING CHANGE ORDINANCE-FRAZIER PROPERTY-Rl TO R3 City Manager read ordinance by title only. No one wished to speak for or against the ordin~nce. Comm. Stinnett moved to approve the ordinance, seconded Comm. Crawford. Unanimous. Ordinance adopted. 2ND-READING-PUBLIC HEARING-ZONING CHANGE ORDINANCE-112 TAYLOR ST.-Rl TO I2 City Manager read ordinance by title only. No one wished to speak for or against the ordinance. Comm. Whitehead moved to approve the ordinance, seconded Comm. Stinnett. Unanimous. Ordinance adopted. ZONING BOARD RECOMMENDS ZONING CHANGE Rl TO CiON BUZLEA PROPERTY City Manager read zoning change ordinance by title only for the first reading. REQUEST FOR ANNEXATION AND Rl-A ZONING-EDWIN POUNDS PROPERTY City Manager read a letter from Mr. Pounds requesting annexation of his property with Rl-A zoning. Comm. Stinnett moved to approve the request and proceed with annexation, seconded Comm. Crawford. Unanimous. TRI-CITY AIRPORT AUTHORITY DISCUSSION Mayor briefed council on the recent meeting of the Airport Authority and stated that each councilman had a written report explaining the cost to each city. Comm. Lyle moved to table for council review, seconded Comm. Whitehead. Unanimous. I II II COMMISSION MEETING MINUTES 6 JUNE 78, OONTINUED PAGE TWO "701" COMPREHENSIVE PLANNING ASSISTANCE City Manager stated that due to lack of funds the Oity's application for a grant had been denied. City Manager further stated that Mr. Wanstall had applied for another grant (matching funds), if this grant is refused the city will have less than a year to complete the Comprehensive Plan which will cost approximately $10,000 for Mr. Wanstall to do. City Manager recommended waiting until the grant was refused or accepted before making any further decisions. Council agreed. GROUP HEALTH INSURANCE - RENEWAL DATE 1 JULY 78 City Manager explained that Prudential had given the City an extension on group health insurance from April 1, 1978 to July 1, 1978. Prudential Representative Anthony Greco stated that he had requested another extension at the current rates until August 1, 1978, and the extension had been approved. RECREATION PROPOSALS City Manager recommended hiring Jim Beech as Recreati-on Director for the summer at $150.00 per week beginning 5 June 78, and hiring Nancy Hardy to assist Mr. Beech at $75.00 per week beginning 12 June 78. Lifeguards will be supplied by CETA. Comm. Whitehead moved to accept the recommendations, seconded Comm. Stinnett. Unanimous. CITY MANAGER/MAYOR/COMMISSION REPORTS AND INFORMATION Bluford Street project will be completed 15 June. Flewelling Street sidewalk project will be completed 9 June. Sleepy Harbour sidewalk project is completed. Lake Lotta drainage project estimated completion date 1 July 78. City Manager has appointment with Brownie Septic Tank representative on Wednesday morning concerning the installation of a septic tank at the Senior League Field. Comm. field Lyle moved to replace twenty eight (28) lights at the Senior League (approximate cost $500), seconded Comm. Whitehead. Unanimous. Comm. Comm. Stinnett moved to replace the lights at the tennis court, seconded Whitehead. Unanimous. City Manager stated that July 4th was on the first Tuesday of July and recommended that the council meeting be changed to Wednesday, July 5th. Council agreed. AUDIENCE Ed Fox of 324 Sabinal Street stated that when traveling west on Geneva Street and stopping at the stop sign and looking north a bush blocked the view of on-coming traffic.
