MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 5 JULY 1978
Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann.

Comm. Whitehead moved to accept the minutes as presented, seconded Comm.
Stinnett. Unanimous.
ZONING BOARD DID NOT MEET
ORDINANCE-PUBLIC HEARING-2ND & FINAL READING-ZONING CHANGE Rl TO Cl
242 TAYLOR STREET PROPERTY
Comm. Whitehead moved that title only be read, seconded Comm. Crawford.
Unanimous. City Manager read title only. No one wished to speak for or
against the ordinance. Comm. Whitehead moved to approve, seconded Comm.
Crawford. Unanimous. Ordinance adopted.
ZONING ORDINANCE REVISION - JACK GLATTING
Mr. Glatting requested guidance in having the revision enacted. Mayor
recommended that the Planning & Zoning Board hold a public meeting for
citizen input and after that a joint work session of council and zoning
board members. Council agreed. Council directed Mr. Glatting to add a
new zoning classification to be called RCE, this zoning would allow a
minimum size home of 1200 square feet to be built on at least one acre of
land.
SOUTH SPRINGDALE-JEFF FUQUA
Mr. Fuqua requested that the developer be allowed to post an irrevocable
letter of credit in lieu of a performance bond and also be allowed to
develop the project in two phases (75 lots to be developed in phase one
and 65 lots in phase two). Comm. Stinnett moved to approve both requests,
seconded Comm. Crawford. Unanimous.
REQUEST FOR SIDEWALK CONSTRUCTION
City Manager stated he had a request to construct sidewalks on Orlando Ave.
from Hamlin Street to Sleepy Harbor entrance. Comm. Crawford moved that
this request be considered when the city receives the next funds for side-
walk construction, seconded Comm. Whitehead. Unanimous.
S.C.L. RAILROAD REQUEST FOR EASEMENTS ON BLUFORD STREET CROSSING
Comm. Crawford moved to table until a clarification of the request is
received, seconded Comm. Whitehead. Unanimous.

CITY MANAGER REPORTS AND INFORMATION
City Manager reported the following:
A Community Development drainage project in the City of Ocoee costing
approximately $186,000.00 has been approved by Orange County.
City will probably receive State Grant of $8,200.00 for "701" Comprehensive
Planning.
Sidewalk project on Ursula to Mona to Lady Avenue is underway and will take
approximately 30-45 days to complete at 859 per square foot.
Community Development is ready to put out bids on Lakewood Ave. project.
Comm. Crawford moved that a surveyor be hired to determine if a portion
of the house on Lakewood Avenue owned by Mr. Blackburn is on city property
and also to determine if the right-of-way on Lee Street has been abandoned
or not, seconded Comm. Whitehead. Unanimous.
Comm. Crawford moved that the City Manager determine where the city limits
on Lakewood to Clarcona Road begins and ends, seconded Comm. Stinnett.
Unanimous.
City Manager stated that Chief Vandergrift had retired from Southern Bell
and was working full time for the City as of 1 July and he recommended
a pay raise for him. Comm. Lyle moved to raise Chief Vandergrifts pay to
$14,000.00 per year effective as of 1 July 78, seconded Comm. Stinnett.
Unanimous.
Street lights on Center Street and Wurst Road are completed.
MAYOR/COMMISSION REPORTS AND INFORMATION
Mayor requested a list of the Zoning Board members and when their terms
expire.
Comm. Crawford stated that Comfort Control said they could fix the air
conditioner at the youth center for approximately $550.00. City Manager
verified this statement.
Comm. Stinnett directed the City Manager to lock the gate on the north side
of the cemetery.
Comm. Stinnett stated that driveways along Franklin Street had washed out
and needed to be repaired.
Council agreed that if the new concession building at the Senior League
field was not secured by 12 July the City would take over and finish it.
