MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 18 JULY 1978
Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Stinnett was absent.

City Attorney stated that on page one paragraph five the minutes should
reflect that the acceptance of the letter of credit would be subject to
the approval of the City Attorney and the Commissioners. Comm. Crawford
moved to accept as corrected, seconded Comm. Lyle. Unanimous.
ZONING BOARD DID NOT MEET
REQUEST TO ABANDON TWO (2) CITY RIGHTS-OF-WAY
City Manager stated he had requests to abandon the following rights-of-way:
(1) 16' alley running north and south between Floral & Ohio Streets.
(2) 16' alley running east and west between Cumberland & Kissimmee Avenues.
Comm. Crawford moved to table request #2 in order for council to take a
look at the site. Comm. Crawford withdrew his motion. Comm. Lyle moved to
instruct the City Manager to proceed with the necessary ordinances and
advertising to enact the two requests, seconded Comm. Crawford. Unanimous.
BIDS - CONSTRUCTION OF TWO (2) UNDERGROUND FUEL TANKS
Don Wood = $10,500.00 and Pieco Corp. = $10,320.30. City Manager recommended
accepting the bid of $10,500.00. Comm. Crawford moved to accept the City
Managers recommendation, seconded Comm. Whitehead. Unanimous.
CITY MANAGER REPORTS/INFORMATION
City Manager reported the following:
The Zoning Board will hold a Public Meeting at 7:30 P.M., 20 July 78 for
citizen input on the revision of the zoning ordinance.
City Limits of Ocoee/Clarcona Highway: South = S.W. corner of section seven,
(just north of the mobile homes on Mobile Lane) and the west side is at
the end of the old Theisen property.
The PERC Hearing Officers reported that the voting unit should be the seven
basic firemen ( all below rank of Lieutenant) .Date has not been set.
Concession stand at Senior League Field has been secured.
MAYOR/COMMISSION REPORTS/INFORMATION
Mayor made the following statements:
All Board Members should be given a list of the members and their terms of
appointment.
Board of Adjustment terms should be staggered.
Should consider reducing the number of Zoning Board members.

Mayor statements continued:
There will be a Tri-City Airport Authority meeting downstairs at Ocoee City
Hall on 20 July at 7:30 P.M.
There will be a noon meeting of the West Orange Chamber of Commerce on
20 July at Quality Inn. Public invited - dutch treat.
Comm. Crawford stated he wanted a definite date as to when the county
intended to finish work on the drainage project at the cemetery. Council
agreed that the City Manager should write a letter to Tom HastingS in
reference to this and that the Mayor should call County Comm. Fischer.
CITY MANAGER GAVE 3RD QUARTER 77/78 BUDGET BRIEFING
Council agreed to the following:
After sidewalk project on Mona Avenue is completed sidewalks on the north
side of Orlando Avenue from Hamlin Street to Sleepy Harbor entrance are to
be constructed.
Water and sanitation rates are to remain the same.
Fire contracts for Windermere, West Orange County, Lake Butler and Harvey
Pitts Ford would be renewed for another fiscal year.
Work Session on July 26, 1978, to discuss 1978/79 city bud~et,
Install two street lights in the cemetery.
City Manager recommended that effective immediately the Zoning Board members
no longer be paid. Comm. Lyle moved to accept the recommendation, seconded
Comm. Crawford. Unanimous.
City Manager requested a delay until the work session to make a recommen-
dation on the millage rate for the city. Request granted.
Comm. Crawford moved that the Ocoee Rescue/Ambulance vehicle no longer be
used outside of the city or used to provide back-up services for West Orange
Ambulance, effective immediately, seconded Comm. Whitehead. Unanimous.
Comm. Crawford directed the City Manager to find out why lots were still
being rented in Pioneer Key Park.
City Manager recommended giving all eligible City Employees and all eligible
CETA Six Employees a 5% across the board raise retroactive to 1 April 78.
Comm. Lyle moved to accept the recommendation, seconded Comm. Crawford.
Unanimous.
