Mayor Breeze called the meeting to order at 7:36 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Crawford was absent.

Comm. Stinnett moved to accept minutes as presented, seconded Comm.Whitehead.
Unanimous.
ORDINANCE-ABANDONMENT OF ALLEY RUNNING EAST & WEST BOUNDED BY FLORAL, OHIO,
CUMBERLAND AND KISSIMMEE STREETS - 1ST READING
City Manager read ordinance in its entirety. Public Hearing and 2nd and
final reading will be held on August 15, 1978.
ORDINANCE-ABANDONMENT OF ALLEY RUNNING NORTH & SOUTH BOUNDED BY BLUFORD,
OHIO, CUMBERLAND AND FLORAL STREETS - 1ST READING
Comm. Whitehead moved that City Manager read title & legal description only,
seconded Comm. Stinnett. Unanimous. City Manager read title & legal descrip-
tion only. Public Hearing and 2nd and final reading will be held on August
15, 1978.
DAMAGE CLAIM - MR. GEORGE PHILLIPS
City Manager stated that Mr. Phillips was recently visiting here from
North Carolina and he claimed he hit a drainage culvert on Floral Street
after which he had to purchase a new tire and hub cap at a cost to him of
$97.00 and he had requested that the City reimburse him. City Manager stated
that the culvert was covered. Mayor stated that due to a lack of a motion
there would be no reimbursement.
"701" COMPREHENSIVE PLAN
Mayor recommended that the City formally engage Briley, Wild & Assoc. to
complete the "701" Comprehensive Plan. comm. Stinnett moved to accept the
recommendation, seconded comm. Whitehead. Unanimous.
REPORTS/INFORMATION - CITY MANAGER
City Manager reported the following:
The 78/79 Budget Proposals will be made on 15 August 78.
Requested permission to purchase fireworks for Labor Day at a cost of
approximately $1,500.00. Comm Lyle moved to grant request, seconded Comm.
Stinnett. Unanimous.
The State will contribute $7,558.00 and the City portion will be $4,115.00
to complete the "701" Comprehensive Plan. Commission has to appoint a
citizens advisory group for the plan.
CITY ATTORNEY
City Attorney stated a letter had been received from the Fire Standards

CITY ATTORNEY CONTINUED
Board indicating that Fire Chief Vandergrift was not certified for his
position. City Attorney stated he intended to answer the letter and he
was requesting permission to quote the council in reporting that they have
no intentions of firing the Chief. Comm. Whitehead moved to grant permission,
seconded Comm. Stinnett. Unanimous.
