MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 15 AUGUST 1978

Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Clerk, Gann.
City Attorney Rhodes was absent.
1 AUGUST 78 COMMISSION MEETING MINUTES
The last paragraph of the minutes shoud read,"City Attorney stated a
letter had been received from the Fire Standards Board indicating that
Fire Chief Vandergrift was not certified for his position. City Attorney
stated he intended to answer the letter and he was requesting permission
to quote the council as not wanting to discharge Chief Vandergrift for lack
of qualifications or certification unless it is shown that the City is
required by law to do so. Comm. Whitehead moved to grant permission, seconded
Comm. Stinnett. Unanimous." Comm. Whitehead moved to accept the minutes as
corrected, seconded Comm. Stinnett. Unanimous.
ZONING DID NOT MEET
PUBLIC HEARING-PROPOSED USE FOR FEDERAL REVENUE SHARING FUNDS FY 78/79
The City Manager conducted a Proposed Use Hearing for the express purpose
of receiving input from citizens regarding possible uses of 10th Period
Entitlement Funds in the amount of $86,924.00 and G.R.S. unappropriated
funds in the amount of $28,215.00. No suggestions either oral or written
were received by the City Manager.
PUBLIC HEARING-2ND & FINAL READING-ORDINANCE-ABANDONMENT OF ALLEY RUNNING
EAST & WEST BOUNDED BY FLORAL, OHIO, KISSIMMEE AND CUMBERLAND STREETS
City Manager read ordinance in its entirety. No one present wished to speak
for or against the ordinance. Comm. Stinnett moved to adopt, seconded Comm.
Whitehead. Unanimous. Ordinance adopted.
PUBLIC HEARING-2ND & FINAL READING-ORDINANCE-ABANDONMENT OF ALLEY RUNNING
NORTH & SOUTH BOUNDED BY BLUFORD,OHIO, CUMBERLAND & FLORAL STREETS
Comm. Whitehead moved that City Manager read by title & legal description
only, seconded Comm.r'St;i.'.nrie.ttt.l.Unanimous. City Manager read title and legal
description only. No one present wished to speak for or against the
ordinance. Comm. Whitehead moved to adopt, seconded Comm.Stinnett. Comm.
Crawford stated he would go along with closing the alley with a written
understanding that the city could take an easement if one was ever needed.
Comm.Whitehead withdrew his motion. Comm. Stinnett withdrew his second.
Ordinance not adopted. Further action delayed until return of City Attorney.
"701" COMPREHENSIVE PLAN
~ representative of Briley, wild & Assoicates gave each Commissioner a
copy of the agreement between the City & Consultant (see attached). Final
"701" Comprehensive Plan approval will be retained by City Commission.
NORTH SPRINGDALE PRELIMINARY PLANS - WALTER KUHRT
Mr. Kuhrt gave each commissioner a copy of the proposed plans. Council
requested that Mr. Kuhrt change the plans to reflect a 2~ acre plot for

a playground in the middle of the project and sidewalks on Peters and
Adair Streets and then return to council for approval.
FLAGSHIP BANK - LETTER OF CREDIT- SOUTH SPRINGDALE SUB-DIVISION
City Manager stated that Flagship Bank had called and wanted to know if
council would agree to reducing Goodmans letter of credit as work is
completed. Council instructed City Manager to inform the bank that they
would not go along with this procedure and that the Bank needs to provide
the City of Ocoee with a letter of credit in the amount of $300,000.00.
WATER BOND DISCUSSION
Mr. Ben Benham stated that all owners of outstanding bonds had been
contacted and they had all agreed to turn in their bonds now for the call
price at maturity (103%). Comm. Crawford moved to authorize Southeastern
Municipal Bonds, Inc. to negotiate purchase of outstanding bonds at not
more than 103% plus accrued interest, seconded Comm. Stinnett. Unanimous.
ANNEXATION REQUEST-SIMMONS PROPERTY-SOUTH EAST TO GRAHAM PROPERTY
City Manager read annexation request from Mr. & Mrs. Simmons. Council
directed City Manager to proceed with necessary ordinance and advertising
to annex the property.
CITY MANAGER REPORTS/INFORMATION
City Manager stated he needed direction as to the next area to construct
sidewalks. Council instructed City Manager to construct sidewalks in the
following areas:
1. From Orlando Ave. south to Columbus Street on Bluford Avenue.
2. From Flewelling Street down Cardinal Street to Center Street.
3. From Flewelling Street down Jay Street to Center Street.
Fireworks for Labor Day have been ordered at a cost of $1,350.00.
Unfair Labor Practices Hearing will be held on 28 & 29 September.
Will start putting underground fuel tanks down on Thursday.
Last pipe of the Brentwood Improvement Project was put down today.
Work Session on 78/79 Budget Proposals after this meeting.
comm. Crawford stated that starting at 10:00 A.M., Labor Day the Lions Club
would hold a flea market, sell barbecue, have music and politicians from
the State,county and Municipal levels will speak. Mayor Breeze will be
the M.C. Fireworks at 9:00 P.M. Everyone invited.
