MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 5 SEPTEMBER 78

Mayor Breeze called the meeting to order at 7:31 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford, Whitehead and Stinnett; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann.

Comm. Whitehead moved to approve minutes as presented, seconded Comm.Stinnett.
Unanimous.
22 AUGUST 78 ZONING BOARD MET BUT DID NOT HAVE A QUORUM.
ORDINANCE-ANNEXATION OF DAVID SIMPSON PROPERTY-1ST READING
ORDINANCE-ZONING OF DAVID SIMPSON PROPERTY-1ST READING(TO BE ZONED R1A)
ORDINANCE-FLOOD DAMAGE PREVENTION REGULATIONS - 1ST READING
Comm. Whitehead moved that the above ordinances be read by title only,
seconded Comm. Stinnett. Unanimous. City Manager read ordinances by title
only. Public Hearing and 2ND and final reading of all the above ordinances
will be held on 19 September 78.

ORDINANCE-ABANDONMENT OF ALLEY RUNNING NORTH & SOUTH BOUNDED BY BLUFORD,OHIO,
CUMBERLAND AND FLORAL STREETS-DISCUSSION
City Attorney stated that at the time the alley is abandoned easements from
the property owners should be obtained. City Attorney was directed to draw
up an ordinance abandoning the alley and obtaining the easements.
ZONING BOARD APPOINTMENTS - ED BROOKLYN & MARK HALL TERMS EXPIRE 16 SEPT.78
Comm. Lyle moved to reappoint Ed Brooklyn, seconded Comm. Stinnett. Unanimous.
Appointment of Mark Hall was delayed until next meeting. Mayor suggested
that at the next meeting council should be prepared to recommend two or three
alternates for this board.
VISITING NURSE ASSOCIATION
Mrs. Johnson and Mrs. Arnett explained how the VNA works.
RETIREMENT OF CITY OF OCOEE WATER REVENUE BONDS - BEN BENHAM
Mr. Benham stated that all bonds had been recalled and paid for. City Manager
stated that bond #'s 9 & 10 ;.are missing and due on 1 Feb. 79. Council
agreed to hold a "Bond Burning" on 15 September 78 at 3:00 P.M.
REQUEST FOR AUTHORITY TO PLACE TRAILER IN R-l DISTRICT - MR. DOSS
II Mr. Doss was not present. No action, request not formally presented.
OCOEE JR/SR FOOTBALL LEAGUE - MRS. LIZ COOK
Mrs. Cook requested that council donate $354. for transportation for the
boys & girls to play two games in Auburndale. Comm. Lyle moved to donate the
$354.00, seconded Comm. Whitehead. Unanimous.

REQUEST FOR CEMETERY SPACE - MR. SIMMONS

In the absence of Mr. Simmons the City Manager explained that the Simmons/
Minor family plot was separated by a 40" walkway and the family was requesting
that the City sell or give them the 40" walkway which is two grave spaces.
Comm. Whitehead moved to sell the spaces for $75.00 each, seconded Comm.
Crawford. Unanimous.
CITY MANAGER/MAYOR/COMMISSION REPORTS AND INFORMATION
City Manager requested authorization to pay the following:
Don Wood, Inc.
and
Joiner Tractor

$10,500. from Shop acct#10047 for underground fuel tanks.
& Equipment $6,000. from Federal Revenue Sharing for &'eractor
'Department.
Comm. Crawford moved to grant the requests, seconded Comm. Whitehead.Unanimous
Zoning Board meets with "701" Planners on 12 September 78.
Construction of sidewalk costs have gone up to .909 per square foot. Comm
Crawford moved to pay the increase, seconded Comm. Whitehead. Unanimous.
RECESS 8:30 P.M. - CALL BACK TO ORDER AT 8:40 P.M.

City Commission conducted a Budget Hearing on the 78/79 Proposed Use of
Federal Revenue Sharing funds and the relationship of such funds to the
entire City Budget. No persons appeared to comment on proposed use of funds.
City Commission tentatively approved the 78/79 Budget for formal adoption
on 19 September 78.
Comm. Lyle moved to delete the radar from the Police Budget, seconded Comm.
Crawford. Comm. Lyle & Crawford yea, Comm. Stinnett & Whitehead nay. Mayor
voted nay. Motion did not carry.
City Manager stated that $5,066. of Anti Recession Funds have to be obligated
by 8 September 78. Comm. Lyle moved to obligate the funds to pay this months
electric bill, seconded Comm. Whitehead. Unanimous.
