MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 21 NOVEMBER 78
Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
was opened with the Pledge of Allegiance to the Flag. Present were Comm.
Lyle, Stinnett, Crawford and Whitehead; City Manager, Vignetti; and City
Clerk, Gann. City Attorney Rhodes was absent.
7 NOVEMBER 78 COMMISSION MEETING MINUTES
Comm. Lyle moved to accept minutes as presented, seconded Comm. Stinnett.
Unanimous.
8 NOVEMBER 78 CANVASSING BOARD MEETING MINUTES
Comm. Crawford moved to accept minutes as presented, seconded Comm. Lyle.
Unanimous.
14 NOVEMBER 78 ZONING BOARD MEETING MINUTES
Zoning Board minutes of 14 November 78 meeting were read for information only.
RESOLUTION-PARTICIPATION WITH ORANGE COUNTY IN FY 79/80 COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM
City Manager read resolution in its entirety. Comm.Crawford moved to adopt
the resolution, seconded Comm. Whitehead. Unanimous. Resolution adopted.
COOPERATION AGREEMENT-ORANGE COUNTY/CITY OF OCOEE
A Cooperation Agreement between the City of Ocoee and Orange County is needed
for the undertaking of Community Development and Housing Assistance activities
Comm. Crawford moved to approve agreement, seconded Comm.Whitehead. Unanimous.
FLORIDA BOATING IMPROVEMENT PROGRAM AGREEMENT-$25,OOO.OO GRANT TO IMPROVE
BOAT DOCKS
City Manager read Agreement in its entirety. Comm.Crawford moved to approve
Agreement, seconded Comm. Whitehead. Unanimous.
MAIL DELIVERY TO PIONEER KEY PARK
City Manager stated that arrangements are being made by the U.S. Post Office
to deliver mail to individual homes in Pioneer Key Park.
PAVING OF LAKEWOOD AVE. BY ORANGE COUNTY SCHOOL SYSTEM
City Manager stated a letter has been sent to Dr. Deck, Superintendent of
Orange County Schools, requesting action in paving 600' of Lakewood Avenue
at the School Boards expense. No answer to date.
ZONING BOARD RECOMMENDS DENYING ZONING CHANGE REQUESTED IN PETITION 78-7
Comm. Lyle moved to accept the Zoning Boards recommendation to deny zoning
change in Petition 78-7, seconded Comm. Stinnett. Unanimous. Subject
property is S.E. corner, Orlando Ave. & S. Bluford Ave; petitioner requested
change from Rl-AA to C-3.

ANNEXATION & ZONING REQUEST-HARPER FAMILY-PARCELS LOCATED ON N.W. CORNER OF
OCOEE HILLS ROAD/SILVER STAR RD-PARCEL #1 REQUEST C-l ZONING-PARCEL #2

Comm. Crawford moved to direct the City Manager to proceed with the necessary
ordinances and advertising to annex the property, seconded Comm. Whitehead.
Unanimous.
ANNEXATION REQUEST-GARY CRAWFORD-PROPERTY LOCATED ADJACENT TO VICTORY BAPTIST
CHURCH
Comm. Lyle moved to direct the City Manager to proceed with the necessary
ordinances and advertising to annex the property, seconded Comm. Whitehead.
Comm. Lyle, Whitehead and Stinnett voted yea. Due to a conflict of interest
Comm. Crawford abstained from voting. Motion carried.
PLAT APPROVAL - PIONEER KEY #2 - CLIFF FREEMAN
Comm. Crawford moved to table until Mr. Freeman could be present, seconded
Comm. Whitehead. Unanimous.
CLOSING OF ORLANDO AVENUE TO THRU TRUCK TRAFFIC-BLUFORD STREET TO EASTERN
CITY LIMITS
comm. Whitehead moved to erect a "No Thru Truck" traffic sign, motion died
for lack of a second. Comm. Lyle moved to erect a "-No-rh-r-uTruck" traffic
sign with weight limit to be added, seconded Comm. Crawford. Unanimous.
STREET DECORATIONS - CHRISTMAS - 1ST WEEK DECEMBER
Comm. Lyle moved to put up street decorations and light them, seconded Comm.
Whitehead. Unanimous.
OLD OCOEE ELEMENTARY SCHOOL BUILDING - MISS KINNEY
Miss Kinney, school teacher for Ocoee Elementary came asking for help in
obtaining the old school building for a library or some other community
project. The Mayor suggested that she form a citizens group to investigate
the possibility of obtaining the building. Commissioners indicated a lack of
interest in City ownership of the building.
REPORTS/INFORMATION - MAYOR/COMMISSION/CITY MANAGER
City Manager reported the following:
300' of sidewalk has been completed on Silver Star Rd., with completion ex-
pected in ten days. City will have between $13,000 and $14,000 sidewalk
funds left after this project.
Center Street paving held up due to right-of-way acquisition problems
involving the Nazarene Church.
Workmens Compensation premium will be increased 25% effective January 79.
Recommend giving empolyees Thursday & Friday off for Thanksgiving with Shop,
Sanitation, Fire & Police operating as usual. Comm Lyle moved to accept the
City Managers recommendation, seconded Comm. Crawford. Unanimous.

Jerry Kennedy has resigned from Planning and Zoning Board. comm. Lyle moved
to appoint Ralph Rodgds to replace Jerry Kennedy, seconded Comm. Crawford.
Unanimous.
CARNIVAL REQUEST
Mr. Fred Smith requested permission to hold a carnival in Ocoee. Council
suggested that Mr. Smith obtain a sponsor and a location and then come back
before Commission.
