Mayor Breeze called the meeting to order at 7:31 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Stinnett, and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Crawford was absent.

Comm. Whitehead moved that City Manager read the ordinances by title only,
seconded comm. Stinnett. Unanimous. City Manager read ordinances by title
only. Second reading and Public Hearing will be held on all of the above
ordinances on 2 January 79.

ommendation, seconded Comm. Whitehead. Comm Lyle & Whitehead voted yea,
Comm. Stinnett voted nay. Motion carried. City Attorney stated he would
consult with the State Attorneys office to see if an ordinance is needed
to enforce the restriction.

Comm. Whitehead moved to direct the City Manager to proceed with the
necessary ordinances and advertising to annex and zone both parcels of
property, seconded Comm. Lyle. Unanimous.

RESOLUTION ESTABLISHING THE HOURS OF SALE OF ALCOHOLIC BEVERAGES ON 31 DEC 78
AND 1 JANUARY 79
City Manager read resolution in its entirety. Comm. Lyle moved to adopt
the resolution, seconded Comm. Stinnett. Unanimous. Resolution adopted.
LETTER FROM OCOEE ELEMENTARY SCHOOL ADVISORY COMMITTEE REQUESTING THAT CITY
CONSTRUCT SIDEWALKS ON 7TH STREET AND DELAWARE AVENUE
Mayor stated he was to attend a meeting of the School Advisory Committee on
14 December 78 and he would report to them that the City is waiting for a
decision from the School Board as to whether or not they intend to pave
Lakewood Avenue.After this information is received, the city will consider
construction of sidewalks in the requested area.
RESOLUTION-INACTIVE YOUTH CENTER RECREATIONAL FUND
city Manager explained that during an audit at the Bank of West Orange
$614.87 was found in an account entitled City of Ocoee Recreation Fund,
there has been no activity on the account since 1968. If the City adopts a
resolution it will be turned over to them (the City) if not the money goes
to the state. The City Manager further explained that when the city receives
the money it will be put in a special account. City Manager read resolution
in its entirety. Comm. Whitehead moved to adopt the resolution, seconded
Comm. Stinnett. Unanimous.
REPORTS INFORMATION/CITY MANAGER/COMMISSION/MAYOR
City Manager reported the following:
Quarterly Review of "701" Comprehensive Plan will be held in City Hall on
13 December 78 at 1:30 P.M.
Sidewalk project on Hwy 438 is completed.
Water line extension will be completed by Wednesday.
Christmas Parade to be held December 8, 1978 at 4:30 P.M.,Mayor and Comm.
invited to ride in parade.
Audit report has been completed.
Recommend giving the city employees the 22nd & 25th Dec. off for Christmas
and 29th December and 1st January off for New Years. comm. Whitehead moved
to accept the City Managers recommendation, seconded comm.Stinnett.Unanirnous.
Council agreed on December 29th as date for employees party.
Comm. Stinnett moved to give the full time employees a $10.00 Christmas
bonus, seconded Comm. Whitehead. Unanimous.
Comm. Lyle moved to grant permission for a Little League sponsored carnival
and waive the permit fee, seconded Comm.Whitehead. Unanimous.
Mayor stated the Tri City Airport Authority Public Hearing had been changed
until sometime in January 1979.

SOUTH SPRINGDALE REPORT
City Building Inspector, Cecil Hurst stated that the drainage structure"
in South Springdale is not the type of drainage the city approved and
in his opinion the type drainage being constructed is rendering the
land dedicated to the city useless. City Manager suggested having a
Special Meetin~ next Tuesday at 7:00 P.M., with the engineer, Walter Kuhrt
and Jeff Fuqua present. Council agreed.
AUDIENCE
Mr. Beier representing the Little League stated constuction was taking the
leagues practise fields and they needed some suggestions as to where they
might obtain some more. City Manager stated he would contact Mr.Duppenthaler
about the possible use of part of the Roper property for this purpose.
