Mayor Breeze called the meeting to order at 7:33 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Stinnett was absent.

Zoning Board minutes of 13 December 78 meeting were read into the record
for information only.

Comm. Whitehead moved that the City Manager read ordinances by title only,
seconded Comm. Crawford. Unanimous. City Manager read ordinances by title
only. Public Hearing and second and final reading will be held on all of
the above ordinances on 16 January 79.
REQUEST PERMISSION TO SELL BEER AT CARSE GASOLINE STATION - MR. CARSE
Wayne Carse requested council permission to sell beer for off premise
consumption. Comm. Lyle moved to grant request, Comm. Crawford seconded
the motion based on the condition that the 1,000 foot requirement from
churches and schools is met or does not apply. Unanimous.
WORKMANS COMPENSATION INSURANCE - DISCUSSION
A representative from Risk Management Insurance Company (self-insurance
manager for Florida League of Cities) and Mr. Shewmaker of Corporate Group
Insurance Company presented proposals and answered questions from council.
Comm. Crawford moved to table, seconded Comm. Whitehead. Unanimous.
77/78 AUDIT REPORT
A presentation of the FY 77/78 Audit Report was given by Al Sampey of
Wells,Meyer,Decker and Sampey, C.P.A. firm. Mayor Breeze complimented the
City Manager and his staff on the condition of city finances and records.

"701" COMPREHENSIVE PLAN PROPOSAL - DAVID REVER
Mr. Rever of Briley, wild and Associates proposed to council that they
expend funds to complete the total comprehensive plan, the additional cost
involved would be approximately $4,000.00. Mr. Rever stated that the
contract the City and Briley, Wild & Associates has is for four elements of
an eight element project with the grant paying 2/3 and the City 1/3.
The Mayor stated he felt the contract and tapes of prior meetings should be
reviewed before a decision is made because he felt the city agreed to a
completed plan. Council agreed.
PURCHASE OF 20 ACRES FOR RECREATIONAL PURPOSES-PROPERTY ABUTS NORTH SPRING -
DALE SUB-DIVISION
City Manager expalined that 20 acres of land located adjacent to North
Springdale Sub-division was for'sale for an asking price of $65,000.00.
Comm. Lyle moved that the City Manager negotiate for the land purchase,
seconded Comm. Whitehead. Comm.Lyle withdrew his motion. Comm.Whitehead
withdrew his second. Comm. Crawford moved to authorize the City Manager
to offer as much as $65,000.00 for the land, seconded Comm'. Whitehead.
Unanimous. Special Meeting to be held 12:00 Noon, Wednesday, 20 December
for report on land purchase effort.
.cITY'S INVESTMENT POLICY
Mayor reminded council that there are two savings establishments in the
City and he feels the city should patronize both banks. Comm. Crawford and
Lyle stated they were both happy with the Bank of West Orange and were not
ready to change the existing policy. No motion was offered.
REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSION
City Manager reported the following:
He has been in touch with County Engineer, Tom Hastings, and had been in-
formed by Mr. Hastings that there was not $75,000.00 in this years budget
to pave Bowness Road.
Orlando Avenue traffic signs are up.
comm Lyle moved to pay the Auditors $3,200. from General Fund Acct#5l3.32
and $1,500. from Water Acct#533.32, seconded Comm. Whitehead. Unaimous.
City Hall will be closed 22,25 December and 29 December and 1st Jan.79.
Sanitation will operate as usual except for 25 December and they will
observe Christmas Day.
