Present were Comm. Lyle, Stinnett, Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 19 DECEMBER 78 COMMISSION MEETING MINUTES Comm. Whitehead moved to accept the minutes as presented, seconded Comm. Crawford. Unanimous. 20 DECEMBER 78 SPECIAL MEETING MINUTES Comm. Whitehead moved to accept the minutes as presented, seconded Comm. Crawford. Unanimous. 19 DECEMBER 78 ZONING BOARD MEETING MINUTES Minutes of 19 December 78 Zoning Board meeting were read into the record for information only. ANNEXATION ORDINANCE-PUBLIC HEARING-2ND & FINAL READING-EMMETT & JACQUALINE HARPER PROPERTY ZONING ORDINANCE-PUBLIC HEARING-2ND&FINAL READING-EMMETT&JACQUALINE HARPER PROPERTY-PROPERTY TO BE ZONED Rl-A II ANNEXATION ORDINANCE-PUBLIC HEARING-2ND&FINAL READING-EMMETT&JACQUALINE HARPER PROPERTY ZONING ORDINANCE-PUBLIC HEARING-2ND&FINAL READING-EMMETT&JACQUALINE HARPER PROPERTY-PROPERTY TO BE ZONED C-l Comm. Whitehead moved that the City Manager read title only of the above ordinances, seconded Comm. Stinnett. Unanimous. City Manager read the four ordinances by title only. No one wished to speak for or against the adoption of the four ordinances. Comm. Whitehead moved to adopt the ordinances, seconded Comm. Stinnett. Unanimous. Whitehead moved that title only of the above ordinances be read, seconded comm. Stinnett. Unanimous. No one wished to speak for or against the adoption of the two ordinances. Comm. Whitehead moved to adopt the two ordinances, seconded Comm. Stinnett. Comm.Whitehead,Stinnett & Lyle voted yea. Due to a conflict of interest Comm. Crawford abstained from voting. Motion..!carried. Ordinances adopted. I "701" COMPREHENSIVE PLAN CONTRACT City Manager stated that the contract the City has with Briley, Wild & Associates calls for the completion of four elements. Comm. Lyle moved to authorize the City Manager to negotiate a cost with Briley,Wild & Assoc. to complete the additional four elements, seconded Comm.Crawford. Unanimous. I II I COMMISSION MEETING 2 JANUARY 79 PAGE TWO BID OPENING-POLICE VEHICLES The bids were asfollowsi A.P. CLARK Jack Pollock, Chrysler/Plymouth Harvey Pitts Ford Century Chevrolet $5,250. $4,903. $5,350. $6,220. Comm. Lyle moved to accept the low bidder (Jack Pollock) and to purchase the vehicle without tires if possible, seconded Comm. Whitehead. Unanimous. WORKMANS COMPENSATION - CORPORATE GROUP vs RISK MANAGEMENT City Manager explained that the present coverage with Corporate Group expires 15 January 79. City Manager stated that he has no objections to Corporate Group but Risk Management is a little cheaper and he feels that in the future it will be even cheaper if the accident experience remains low. Comm. Lyle moved to insure workmans compensation with Risk Management, seconded Comm. Whitehead. Unanimous. CETA PROGRAM - CHANGES EFFECTIVE 1 JANUARY 79 City Manager explained that effective 1 January 79 CETA will be paying all CETA personnel and they will provide vacation, sick leave, workmans comp., and unemployment compensation, but they will not provide health insurance or FICA. City Manager recommended continuing group health coverage on the CETA employees. Comm. Stinnett moved to accept the City Managers recommenda- tion, seconded Comm. Crawford. Unanimous. CENTER STREET PROGRESS REPORT City Manager stated the county had contacted him on the paving of Center Street and had stated they could not assess persons in the city for paving and they want the city to assess them. City Attorney will contact the county and report at next meeting. "ov 65 PROGRAM" - DISCUSSION City Manager stated the program calls for retirement on Social Security to be eligible for free benefits. City Manager questioned council about the eligibility of persons receiving pensions from other agencies than social security. Council stated the program was originated to help social security recipients and you must be receiving social security to be eligible, no other pensions apply. REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSION City Manager stated that the North Springdale land pruchase transaction was completed. Mr. Mims has stated that the deed has been recorded. On behalf of all city employees the City Manager thanked the Mayor and Council for the long holidays and the party. Comm.Lyle moved that the City Manager write a letter to the county requesting that they comply with their agreement to pave Bowness Road, seconded Comm. Crawford. Unanimous.
