Mayor Breeze called the meeting to order at 7:31 P.M. and the meeting was
opened with the Pledge of Allegiance to the flag. Present were Comm.
Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes;
and City Clerk, Gann. Comm. Crawford and Lyle were absent.

Comm. Whitehead moved to accept the minutes as presented, seconded Comm.
Stinnett. Unanimous.
MINUTES OF PLANNING & ZONING BOARD - "701" COMPREHENSIVE PLAN BRIEFING
HELD 16TH & 30TH JANUARY 79!
Minutes of the "701" Comprehensive Plan Briefings held the 16th and
30th of January 79 were read into the record for information only.
ORDINANCE-PUBLIC HEARING-2ND & FINAL READING-VACATING, CLOSING AND ABANDON-
ING AN ALLEY BOUNDED ON THE NORTH BY FLORAL STREET & ON THE SOUTH BY
OHIO STREET
The City Manager read the ordinance in its entirety. No one wished to
speak for or against the adoption of the ordinance. Comm. Whitehead moved
to approve the ordinance as read, seconded Comm. Stinnett. Unanimous.
Ordinance adopted.
ZONING ORDINANCE-1ST READING-CHANGE ZONING FROM Rl TO C2-PETITION #78-8-
PROPERTY OWNED BY CHURCH OF GOD OF PROPHECY
Comm. Whitehead moved that the City Manager read title only of the
ordinance. City Manager read ordinance by title only. Second reading and
Public Hearing will be held on 6th March 79.
"701" COMPREHENSIVE PLAN - DAVID REVER
Mr. Rever stated that Briley, Wild and Associates had agreed to do the re-
ffi3ining four elements of the Comprehensive Plan for $3,250.00. City
Manager agreed that $3,250 was a fair price. Comm. Whitehead moved to
enter into an agreement with Briley, Wild and Associates to do the remain-
ing four elements of the "701" Comprehensive Plan for $3,250.00, seconded
Comm. Stinnett. Unanimous.
CENTER STREET PAVING PROGRESS REPORT - CITY ATTORNEY RHODES
City Attorney Rhodes stated that the county had found a local law that
would allow them to establish a tax district within a municipality. The
first step is for the county to pass a resolution establishing a tax
district within the City of Ocoee, then they will request that the city
approve the County Resolution. If the city approves the resolution, the
county will proceed with the pavin7. Property owners on each side of
Center Street will be assessed 30~ of paving cost to a maximum of $6.50
per front foot; the County will pay the remainder.

II SOUTH SPRINGDALE - JEFF FUQUA
Mr. Fuqua stated that there were four driveways on Wurst Road that do not
comply with the plans approved by the commission. Mr" Fuqua proposed
that the three driveways on the far west end be torn out and re-poured,
the other driveway will drain properly when the other three are re-poured.
Mr. Fuqua further proposed that he be allowed to seed and mulch the strip
between the houses and Wurst Road instead of the sodding the plans call
for. Comm. Stinnett moved that Mr. Fuqua stabilize an 8' strip on the
edge of Wurst Road and seed and mulch the balance, seconded Comm.Whitehead.
Unanimous.
City Building Inspector, Cecil Hurst asked if 17th Street was to be left
barricaded or would it be opened. Mr. Fuqua agreed to put a pipe in the
ditch at 17th Street and Peters Avenuer and to open the 17th Street access.
REPORTS/INFORMATION- CITY MANAGER/MAYOR/COMMISSION
City Manager stated that there was approximately $7,000. left in the
sidewalk fund.
Comm. Stinnett moved to pay Briley,Wild & Associates $3,500. from General
Government account#5l5.ll, seconded Comm. Whitehead. Unanimous.

Comm. Stinnett moved to authorize the City Manager to advertise for bids
to sell the old fire station building, seconded Comm. Whitehead. Unanimous.
Mayor Breeze stated he had received a proclamation from the National
Societ~ of Professional Engineers requesting that the city declare the
week of February 18-24, 1979 as Engineer's Week. Comm. Stinnett moved
to adopt the proclamation, seconded Comm. Whitehead. Unanimous.
Mayor Breeze asked the City Manager what had happened to the zoning
ordinance that over a year ago the city contracted to be revised. City
Manager stated that the City Attorney had the draft. city Attorney stated
he would proceed with his study of the draft.
AUDIENCE
Mr. Linebarier thanked the Commissioners and Building Inspector for their
quick action on the Harper property.
