Present were Comm.Lyle, Crawford, and Whitehead; City Manager, Vignetti; City Attorney, Rhodes and City Clerk, Gann. Comm. Stinnett was absent. 6 FEBRUARY 79 COMMISSION MEETING MINUTES Comm. Whitehead moved to accept the minutes as presented, seconded Comm. Crawford. Unanimous. 13 FEBRUARY 79 ZONING BOARD MEETING MINUTES Minutes of the Zoning Board meeting held 13 February 79 were read into the record for information only. ORDINANCE-ZONING CHANGE-PUBLIC HEARING-2ND & FINAL READING-Rl TO C2-PETITION #78-8 City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Crawford moved to adopt the ordinance, seconded Comm. Whitehead. Unanimous. Ordinance adopted. RESOLUTION OF BOARD OF COUNTY COMMISSIONERS ESTABLISHING A SPECIAL PURPOSE TAXING DISTRICT FOR ROAD IMPROVEMENTS TO CENTER STREET FROM FIRST STREET TO STORY ROAD (OCOEE HILLS ROAD). Comm. Lyle moved to approve the resolution as presented, seconded Comm. Crawford. Unanimous. ORDINANCE-1ST READING-ZONING CHANGE R3 TO C3-PETITION #79-l-ROPER PROPERTY City Manager read ordinance in its entirety. Second reading and public hearing will be held on 6 March 79. The Pastor of the SBventhDay Adventist Church on Wofford Road stated that if Wofford Roadwere going to be paved and the church assessed for the paving, they would rather the road be left as it is. Mr. Lee Silverbach, Realtor, representing the buyer of the property described in petition #79-1 questioned council as to what the city expected of his client in regard to the paving of Wofford Road. Mayor Breeze stated that in a development of this magnitude the developer is expected to pave adjoining roads. Comm. Crawford suggested that Mr. Silverbach obtain a survey of Wofford Road and notify the City Manager of his findings in order that a work session might be scheduled before the final reading of the ordinance. Mr. Silverbach agreed to Comm. Crawfords suggestion. ORDINANCE-CLEARING BOUNDARY BETWEEN OCOEE CHRISTIAN CHURCH AND OLD FIRE STATION PROPERTY-1ST READING City Manager read ordinance by title only. City Attorney stated he felt a survey should be made of the property. Comm. Crawford moved to hire Mr.Hart to do the survey, seconded Comm. Lyle. Unanimous. APPROVAL OF SOUTH SPRINGDALE REPLAT-PHASE II Comm. Crawford moved to approve the South Springdale Replat Phase II, seconded Comm. Whitehead. UEanimous. I I I COMMISSION MINUTES 20 FEB. 79 PAGE TWO PLANNING AND ZONING BOARD APPOINTMENT-MARK HALL RESIGNED Comm. Crawford moved to appoint Vard Hager to replace Mark Hall, seconded Comm. Lyle. Unanimous. COUNTY REQUEST UPDATE OF "5-YEAR ROAD PROGRAM" PRIORITIES Council agreed to submit the following as the citys' priorities: (1) Bowness Road, (2) Kissimmee Avenue, (3) SR439 (from intersection of SR50 to Sr437), and (4) Marshall Farms Road. ORDINANCE-1ST READING-PROVIDING REGULATIONS TO CONTROL BUILDING CONSTRUCTION IN RELATION TO ENERGY CONSERVATION City Building Inspector explained that the new code required by the state requires the municipalities to adopt an ordinance of this type by 15 March 79. Building Inspector recommended the council adopt the ordinance as presented. Comm. Crawford moved to accept the Building Inspector!srrecommendatiop, seconded Comm. Lyle. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading of the ordinance will be held on March 6th. REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSIONERS City Manager reported the following: The last day to file for property tax exemptions at the branch courthouse will be 22 Feb. 79 between 1:00 and 4:00 P.M. Silver Dollar Boat Regatta will be held March 10th and 11th. Comm. Crawford moved to have the City Engineer check the water in the old well and make a recommendation to council, seconded Comm. Lyle. Unanimous. Mayor Breeze reported on the Florida League of Cities Pre-Legislative Conference he recently attended in Tallahassee. Mayor stated he was now a member of the Legislative Committee. Whitehead stated that there was a broken limb on a tree at 7th Street that needed to be removed. Comm.
