Mayor Breeze called the meeting to order at 7:31 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Stinnett, Crawford and Whitehead; City Manager, Vignetti, City Attorney,
Rhodes; and City Clerk, Gann.

Comm. Whitehead moved to accept the minutes as presented, seconded Comm.
Stinnett. Unanimous.
ZONING BOARD DID NOT MEET
ORDINANCE-2ND READING-PUBLIC HEARING-ZONING CHANGE-(R-3 TO C-3)ROPER PROPERTY
Comm. Crawford moved that the City Manager read the ordinance by title only,
seconded Comm. Lyle. Unanimous. City Manager read the ordinance by title only.
No one wished to speak for or against the adoption of the ordinance. Comm.
Crawford moved to adopt the ordinance, seconded Comm. Stinnett. Unanimous.
Mr. Lee Silverbach, representing the buyers of the property, displayed a
sketch of the proposed layout and explained that no public entrance or exit
to Wofford Road is planned. A gate on the Wofford Road (west) side of the
property will be used as an executive entrance only and will be kept locked.
ORDINANCE-PUBLIC HEARING-2ND READING-PROVIDING REGULATIONS TO CONTROL
BUILDING CONSTRUCTION IN RELATION TO ENERGY CONSERVATION
Comm. Crawford moved that the City Manager read the ordinance by title only,
seconded Comm. Lyle. Unanimous. City Manager read the ordinance by title only
No one wished to speak for or against the adoption of the ordinance. Comm.
Crawford moved to adopt the ordinance, seconded Comm. Stinnett. Unanimous.
ORDINANCE-PUBLIC HEARING-2ND READING-CLEARING BOUNDARY BETWEEN OCOEE
CHRISTIAN CHURCH AND THE OLD FIRE STATION BUILDING
City Manager read ordinance by title only. No one wished to speak for or
against the adoption of the ordinance. Comm. Whitehead moved to table until
the survey of the fire station property is received, seconded Comm. Stinnett.
Unanimous.
ZONING BOARD APPOINTMENT - ALTERNATE POSITION
No action was taken.
SALE OF OLD FIRE STATION - BID OPENING
Comm. Crawford moved to hold the bids until the survey is received and to
re-advertise and adjust the legal description according to the survey,
seconded Comm. Lyle. Unanimous.

RECOMMENDATIONS OF THE TRI-CITY AIRPORT AUTHORITY
Tri-City Airport Authority recommended the following:
(1) That no appeal be made to the recent ruling by the Orange County
Commission.
(2) That the Cities retain the land in joint ownership and keep the
Tri-City Airport Authority in existence pending further develop-
ments.
(3) That the Authority, on behalf of the sponsor cities, notify the
Orange County Commission and the Greater Orlando Aviation Authority
that, we are willing to cooperate in selecting a site and developing
an airport in West Orange County, but will bear none of the
administrative, legal or engineering expense, and provided a decision
is made to begin such cooperative effort within 90 days.
Comm. Lyle moved to accept recommendations #'s 1 and 2, seconded Comm.
Stinnett. Unanimous.
Comm. Lyle moved that the city of Ocoee recommend to the other sponsor
cities to liquidate all assets concerning the airport site, and to further
recommend that each city appoint one member from their elective body to
form a committee to oversee the liquidation of these assets, seconded
Comm. Crawford. Unanimous.
City Manager requested permission to pay our share of the Airport Attorney's
fee ($1,053.38=our share) from General Govt. account #512.56. Comm.Lyle
moved to grant the request, seconded Comm. Whitehead. Unanimous.
ANNEXATION AND ZONING REQUEST - CHARLES AND LILLIE BRAMLETT
Council directed the City Manager to proceed with the necessary advertising
to annex and zone the Bramlett property.
REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSIONERS
City Manager reported the following:
Paving of Lakewood Avenue should be completed by next week.
Complaint filed in Federal Court on 5 March 79 on the Dassdorf case.
County will proceed as rapidly as possible on the Center Street paving.
Council directed the City Manager to check the feasibility of a four-way
stop at the intersection of Bluford Avenue and Mckey Street.
Mayor Breeze asked about the progress on the following items:
(1) City Hall parking lot lights.
(2) Boating Improvements.
(3) Zoning Ordinance revision.
City Building Inspector stated that Palmer Electric had been contacted and
they have agreed to fix the parking lot lights.

City Manager stated he would contact Briley, Wild & Assoc. regarding the
progress of the improvements to the boat ramp.
City Attorney gave a brief report on the Zoning Ordinance revision.
Mayor Breeze asked the City Attorney to put his suggestions regarding the
zoning ordinance revision on paper for council.
Comm. Stinnett stated that there had to be some way of connecting Security
and Mobile Lane (which are dead end streets) to make a thru street.
City Manager is to contact owner of the property at the east end of these
streets regarding obtaining a right of way to connect the streets.
AUDIENCE
Jerry Weeks, member of the Citizens Advisory Committee to the Orlando
Area Transportation Study gave a report of a meeting recently held by this
committee.
