Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Stinnett,
Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Lyle was absent.

Comm. Whitehead moved to accept the minutes as presented, seconded Comm.
Crawford. Unanimous.
13 MARCH 79 ZONING BOARD MEETING MINUTES
Minutes of the Planning & Zoning Board meeting held 13 March 79 were read
into the record for information only.

Comm. Crawford moved that title only of the above ordinances be read,
seconded Comm. Stinnett. Unanimous. City Manager read title only of the
ordinances. Public Hearing and second and final reading will be held on
the ordinances 3 April 79.

Comm. Crawford moved that title only of the above ordinances be read,
seconded Comro. Stinnett. Unanimous. City Manager read ordinances by title
only. Public Hearing and second and final reading will be held on the
ordinances 17 April 79.
ANNEXATION & ZONING REQUEST-MR.&MRS. RODNEY DANN,SR.-925 LAKESHORE DR.
ANNEXATION & ZONING REQUEST-MR.&MRS.RODNEY DANN,JR.-923 SILVER STAR RD.
City Manager stated he had written requests for annexation and zoning from
Mr.&Mrs.Rodney Dann, Sr. and Mr.& Mrs.Rodney Dann, Jr.. City Manager further
stated that it would cost the Dann's a total of $793.25 to run a water line
to their properties and $250.00 each for a water connection. Both parties
were in the audience and agreed to pay the stated amount. City Manager was
directed to proceed with annexation action and water line installation.
FIRE STATION SURVEY
City Manager stated the survey of the old fire station property was complete.
City Attorney Rhodes stated that the City Manager could now advertise the
property for sale and requested that the ordinance clearing the boundary
between the Ocoee Christian Church and the Old Fire Station remain tabled.
Comm. Whitehead moved to grant the request of the City Attorney, seconded
Comm. Stinnett. Unanimous.

BOAT RAMP IMPROVEMENTS - DAN REVER
Mr. Rever of Briley, Wild & Associates presented a preliminary site plan
for a new boat ramp. Comm. Stinnett moved to approve the basic concept
of the preliminary site paln with the deletion of the gazebos, seconded
Comm. Whitehead. Unanimous. Mr. Rever stated he would be back on 17 April
with a complete drawing and some cost factors for the improvements. He
presented an agreement to be signed by the Mayor, showing a fee of $1,005.00
for Briley, Wild & Associates design services.
RETIREMENT PROGRAM - ANTHONY GRECO
Anthony Greco, Prudential Insurance Representative gave a brief presentation
of a new optional retirement program for city employees. The program is
called a Flexible Retirement Annunity, which pays 8.45% interest. It has
no life insurance benefits. Comm. Crawford moved to offer the optional
retirement program to the city employees, seconded Comm. Whitehead. Unanimous
Council requested that Mr. Greco research the possibility of the retirement
program being manadantory for future employees.
REPORTS/INFORMATION/CITY MANAGER/MAYOR/CITY COMMISSION
City Manager reported the following:
The well anaylsis has been completed and the City Engineer is to make a
complete study of the anaylsis and report his findings to council.
William Goodman has purchased the Prima vista Sewage Plant.
Council instructed the City Manager to contact Mr. Hardy and remind him
that the one year agreement he has with the city to park his mobile home
on his son's property has expired.
