Present were Comm. Lyle, Crawford, Stinnett, and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 20 MARCH 79 COMMISSION MEETING MINUTES Comm. Whitehead moved to accept the minutes as presented, seconded Comm. Stinnett. Unanimous. 27 MARCH 79 ZONING BOARD MEETING MINUTES Minutes of the Planning & Zoning Board meeting held 27 March 79 were read into the record for information only. ANNEXATION ORDINANCE-2ND READING-PUBLIC HEARING-CHARLES & LILLIE BRAMLETT PROPERTY ZONING ORDINANCE-2ND READING-PUBLIC HEARING-BRAMLETT PROPERTY-TO BE ZONED RI-A Comm. Crawford moved that title only of the above ordinances be read, seconded Comm. Stinnett. Unanimous. City Manager read title only of the ordinances. No one wished to speak for or against the adoption of the ordinances. Comm. Whitehead moved to adopt the two ordinances, seconded Comm. Stinnett. Comm. Whitehead, Stinnett and Lyle voted yea. Due to a possible conflict of interest,Comm. Crawford abstained from voting. Motion carried. Ordinance adopted. ORDINANCE-CLEARING BOUNDARY BETWEEN OCOEE CHRISTIAN CHURCH AND OLD FIRE STATION-2ND READING-PUBLIC HEARING Comm. Crawford moved to read ordinance by title only, seconded Comm.Stinnett. Unanimous. City Manager read title only of the ordinance. No one wished to speak for or against the adoption of the ordinance. Comm. Whitehead moved to adopt the ordinance, seconded Comm.Crawford. Unanimous. Ordinance adopted. SALE OF OLD FIRE STATION - BID OPENING The following bids were submitted: Edith Holly and Jack Hawkins Don Tyndall Wesley B. Jones = = $23,300.00 $15,560.80 $21,100.00 Comm. Crawford moved to sell the old fire station for $23,300.00 to Edith Holly and Jack Hawkins, seconded Comm. Lyle. Unanimous. REQUEST TO KEEP MOBILE HOME ON PRESENT LOCATION - JAMES HARDY Mr. Hardy requested that he be allowed to continue to keep the mobile home on his property for his father to live in. Comm. Stinnett moved to grant the request for another year, seconded Comm. Crawford. Unanimous. City Manager read the ordinances by title only. Public Hearing and second reading will be held on all of the above ordinances 1 May 79. ZONING BOARD RECOMMENDS TO DENY PETITION #79-2 (TWIN LAKES AREA) Mr. Walter Kuhrt presented proposed plans for re-zoning as stated in Petition #79-2. Comm. Crawford recommended that the nine southeasternmost lots bordering the railroad tracks retain their Rl-A zoning. Comm.Stinnett moved to approve the re-zoning petition with the recommended change, seconded Comm. Crawford. Unanimous. Council directed the City Manager to prepare the necessary ordinance and begin the enactment procedures. WATER ANALYSIS REPORT - WALTER KUHRT I Mr. Kuhrt explained the Water Analysis Report to council and stated that the iron content in the water was excessive and suggested that the city hire someone to check the elevated tanks for rust and to improve upon the flushing program. Mr. Kuhrt also stated that the elevated tanks should be inspected once a year. REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSIONERS City Manager reported the following: The county has put out bids on the Center Street paving project and should begin construction within two months. Comm. Crawford moved to authorize payment of $9,806.06 from General Fund Account #521.64.3 for the purchase of two police vehicles, seconded Comm. Whitehead. Unanimous. Comm. Whitehead stated that some portable bleachers are needed for the soft- ball games held by the West Orange Girls Club on Story Road. City Manager will research the possibility of the city employees building the bleachers. Comm. Stinnett stated that the city needs to purchase some property to join Security Circle and Mobile Lane and also lot 8 that runs through the little league field. Mayor Breeze suggested that Comm.Crawford contact the owner of the property and arrange for the City Manager to meet with him and negotiate the purcha~e. Council agreed.
