Mayor Breeze called the meeting to order at 7:33 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Stinnett, Crawford and Whitehead; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann.
17 APRIL 79 COMMISSION MEETING MINUTES
Comm. Whitehead moved to accept the minutes as presented, seconded Comm.
Stinnett. Unanimous.
23 APRIL 79 SPECIAL COMMISSION MEETING MINUTES
Minutes of the Special Commission Meeting held 23 April 79 were read.
Mayor Breeze stated that in the first legal description the second "of"
should be changed to "lying". Comm. Whitehead moved to accept the minutes
as corrected, seconded Comm. Stinnett. Unanimous.
24 APRIL 79 ZONING BOARD MEETING MINUTES
Minutes of the Planning and Zoning Board meeting held 24 April 79 were read
into the record for information only.

Comm. Crawford moved that the title only of the above ordinances be read,
seconded Comm. Stinnett. Unanimous. City Manager read ordinances by title
only. No one wished to speak for or against the adoption of the ordinances.
Comm. Crawford moved to approve and enact the four ordinances, seconded
Comm. Stinnett. Unanimous. Ordinances adopted.

Comm. Crawford moved that ordinance be read by title only, seconded Comm.
Stinnett. Unanimous. City Manager read ordinance by title only. No one
wished to speak for or against the enactment of the ordinance. Comm.Crawford
moved to adopt the ordinance, seconded Comm. Stinnett. Unanimous. Ordinance
adopted.

ANNEXATION ORDINANCE-1ST READING-ll ACRES TWIN LAKES MANOR(RIVERSIDE GROUP,
INC. OWNERS)
Comm Crawford moved that ordinance be read by title only, seconded Comm.
Stinnett. Unanimous. City Manager read ordinance by title only. Public Hearing
and second reading of the ordinance will be held on 5 June 79.
"911" PARTICIPATION AGREEMENT - ROGER RICHARDSON
Mr. Richardson briefed council on the "911" Participation Agreement.
Mr. Richardson stated that the only cost to the city would be approximately
$26.85 to Florida Telephone for the installation of a push button phone to
replace the present rotary dial phone in the dispatch section, all other
costs. will .be~borne py2theccounty.Comm. Stinnett moved to proceed with the
agreement, seconded Comm. Crawford. Unanimous.
ZONING ORDINANCE REVIEW - JACK GLATTING
Mr. Glatting reviewed the zoning ordinance revision with council. Mr.
Glatting stated he would make the changes council had recommended and hold
a Public Hearing before the Planning and Zoning Board and then come back to
council with a final draft.
TWIN LAKES MANOR AGREEMENT - JEFF FUQUA
Mr. Fuqua stated that the owner had agreed to donate the seven lots on
Peach Lake as a portion of the required park area and in addition recreation
space adjacent to the existing Community Center recreational area.Mr. Fuqua
and council agreed not to pursue the railroad crossing at this time.
Mr. Fuqua stated he would be back at the next council meeting with partial
plat plans of the first stage of the development.
ANNEXATION REQUEST-MRS. BEATRICE MILLER-N.E. CORNER OF 1ST, AVE./SILVER STAR
Comm Lyle moved to table until the City Manager could negotiate with the
County Engineer regarding crossing First Avenue (which is a county road)
with a water line, seconded Comm. Crawford. Unanimous.
REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSIONERS
City Manager reported the following:
Chicago Bridge and Iron will inspect the water tanks on 8 May 79.
Mayor and City Manager mAt with Briley, Wild & Assoc. engineer on the

City Manager instructed the engineer to proceed with the plans.
Paving of Center Street is to begin a week from Monday.
City Manager stated he had been ~ed to sign an agreement adding maternity
benefits to the Group Health policy. He refused to sign the agreement
because the coverage would include men and women, single and married
regardless of age. Council agreed City Manager should not sign agreement.
City Manager returned letter of credit to Mr. Goodman and received a
Maintenance Warranty Bond on South Springdale in the amount of $40,000.00.

Comm Lyle moved to pay Dodge World $4,689.09 from Shop Dept. account#549.64B,
seconded Comm. Stinnett. Unanimous.

City Manager stated he had written Mr. Mims of the W.O. Fire Control
District regarding re-negotiating the present fire contract. To date,he has
not received an answer.
TelePrompter is installing cable in South Springdale, Foxfire and Prima
vista.
Comm. Crawford moved to refund water deposits to residents residing here
for five years as of 1 May 79 (commercial excluded) with good paying records,
beginning with the May water billing, seconded Comm. Lyle. Unanimous.
Comm. Crawford moved to connect the 8" line in South Springdale from Peters
Avenue down 17th Street ( with county permission) to Ocoee/Clarcona Rd.
and tie into the 6" line and install a fire plug, seconded Comm. Whitehead.
Unanimous.
Comm. Lyle stated he had several requests to install street lights on Rewis
Street. City Manager will check into the possibility of this request.
City Attorney stated the title binder on the Remusat property has been
prepared. If all is in orde~ closing can be held on Thursday.

City Building Official Cecil Hurst informed council of a zoning violation
on Ocoee Hills Road concerning a fence installed without a permit
and.. '~exceeding the maximum allowed height. Council instructed Mr. Hurst
to take any action necessary to enforce the ordinance.
