MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 19 JUNE 1979
Mayor Breeze called the meeting to order at 7:30 P.M. and the meet~ng was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann.
5 JUNE 79 COMMISSION MEETING MINUTES
Comm. Whitehead moved to approve the minutes as presented, seconded Comm.
Crawford. Unanimous.
12 JUNE 79 ZONING BOARD MEETING MINUTES
Minutes of the Planning and Zoning Board meeting held 12 June 79 were read
into the record for information only.
ORDINANCE-ZONING CHANGE-CARDINAL/JAY STREETS-R1AAA TO RIA-PUBLIC HEARING-

ORDINANCE-ZONING CHANGE-3 LOTS ON WEST AVENUE OWNED BY STARKE LAKE BAPTIST

ORDINANCE-ZONING CHANGE-OLD ROCKLAND CORP. PROPERTY ON STORY ROAD-I3 TO C3-
PUBLIC HEARING-2ND READING
Comm. Crawford moved that the above ordinances be read by title only,
seconded Comm. Whitehead. Unanimous. City Manager read the ordinances by
title only. No one wished to speak for or against the enactment of the
ordinances. COfflm. Crawford moved to adopt the three (3) ordinances, seconded
Comm. Stinnett. Unanimous.
LAKE OLYMPIC PROJECT ON WHITE ROAD - ROBERT FERDINAND
Mr. Ferdinand proposed constructing condominiums with four (4) units per
building in the Lake Olympic project. Mr. Ferdinand further proposed
constructing a pressure water tank system to be given to the City at an
agreeable time. Council stated they were not in favor of a pressure water
tank system. Council agreed to hold a work session on 26 June 79 with
'Mr. Ferdinand and Walter Kuhrt, Engineer.
ANNEXATION REQUEST - ROBERT FERDINAND
Comm. Crawford moved to annex Lot 6, Block A of Burchart Park, and the
adjoining 30' right-of-way on the West, seconded Comm. Whitehead. Comm.
Crawford, Whitehead and Stinnett voted yea. Comm. Lyle voted nay. Motion
carried.
JACK GLATTING - PROPOSED ZONING ORDINANCE REVISION
Mr. Glatting and council discussed the changes to the proposed zoning
ordinance that the Zoning Board had recommended. Mr. Glatting stated he
would make all the requested changes and present a final draft to the
Zoning Board. The Zoning Board will then hold a public hearing for public
input, then if needed another final draft will be made and presented to
council for final approval.
Comm. Stinnett moved to delete the provision that requires places of business
that sell alcohol for on-premises consumption be 1000' from churches.Motion
died for lack of a second.

CHICAGO BRIDGE & IRON AGREEMENT - CITY MANAGER
City Manager stated that Chicago Bridge and Iron had agreed to make thE
necessary repairs to the w~ter tanks and paint them for $47,780.00.
Comm. Crawford moved to authorize the City Manager to have the work done
and from now on have the tanks inspected on a yearly alternate basis,
seconded Comm. Lyle. Unanimous.
ORANGE COUNTY SCHOOL BOARD REQUEST FOR SIDEWALK
City Manager explained that Orange County School Board has requested that
the City construct a sidewalk on Silver Star Road from Bluford Avenue to
Woodson Street. Council agreed to deny the request.

City Manager reported the following:
The title insurance and deed for the Remusat property are on file in City
Hall.

Crawford moved to pay Chicago Bridge & Iron for inspection of the
tanks $1,760. from Water Operation Maintenance acct.#533.64C,seconded
Whitehead. Unanimous.
Council agreed to a work session on 26 June 79 to discuss the Boating
Improvement Project.
City Manager explained that Mr. Wheeler of D.E.R. had indicated he would not
issue a permit for the Community Development drainage project. Comm.Crawford
suggested that the City Manager make an appointment with Governor Graham and
the City Manager, Mayor and Commissioners go to Tallahassee at their own
expense and explain the situation to the Governor. Council agreed. City
Manager was directed to inform D.E.R. that the city is going to appeal their
decision.
Comm. Crawford moved that the city hire Larry Goff to clear the area on
Security Circle and Mobile Lane for a thorough fare for a cost not to exceed
$300.00, seconded Comm. Lyle. Unanimous.
FRED HALLAUER - OWNER OF NORTH SPRINGDALE
Mr. Hallauer requested a letter stating that the City can supply water to
approximately 180 residents when North Springdale (Maguire Heights) is
developed. Council explained to Mr. Hallauer that he would have to pay for
the water line extension from the water tank to the project. City Manager
was instructed to write the letter.
