MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 18 SEPTEMBER 79
Mayor Breeze called the meeting to order at 7:32 P.M. and the meeting
was opened with the Pledge of Allegiance to the Flag. Present were Comm.
Lyle, Hager, Stinnett and Whitehead; City Manager, Vignetti, City Attorney,
Rhodes; and City Clerk, Gann.

Comm. Whitehead moved to approve minutes as presented, seconded Comm.
Stinnett. Unanimous.
11 SEPTEMBER 79 PLANNING & ZONING BOARD MEETING MINUTES
Minutes of the Planning & Zoning Board meeting held 11 September 79 were
read into the record for information only.
ABANDONMENT OF A PORTION OF PENNSYLVANIA AVENUE - DISCUSSION
City Attorney stated he had written a letter to the County requesting
information regarding the status of Pennsylvania Avenue but has received
no answer. Council agreed not to take any action at this time.
ORDINANCE-CHANGE OF ZONING-WEST ORANGE INDUSTRIAL PARK-1ST READING-
LOTS A-2 AND A-3 - FROM I-l TO C-3
Comm. Whitehead moved that title only of the ordinance be read, seconded
Comm. Stinnett. Unanimous. City Manager read ordinance by title only.
Public Hearing and second reading of the ordinance will be held on October
2, 1979.
APPOINTMENT TO OCOEE JUNIOR HIGH SCHOOL ADVISORY COMMITTEE
Comm. Hager agreed to volunteer to serve on the Committee. Comm.Whitehead
moved to accept Comm. Hagers offer, seconded Comm. Stinnett. Unanimous.
REQUEST FOR INCREASE OF RETURNED CHECKS AND CUT-ON FEES
City Manager requested that Council raise the Returned Check charge
from $5.00 to $10.00 and the Cut-on fee from $3.00 to $10.00. Comm. Lyle
moved to grant the request effective 1 October 79, seconded Comm.Stinnett.
Unanimous.
REPORTS/INFORMATION/CITY MANAGER/MAYOR/COMMISSIONERS
City Manager requested permission to pay for the Kissimmee Avenue and Lyman
Street paving $47,000.00 and to pay Chicago Bridge & Iron $47,780 for water
tank cleaning, repairs and painting.
Comm. Lyle moved to pay $37,000 for Kissimmee Ave. paving from Street Dept.
acct. #54l.63B and $10,000 for the Lyman Street paving from Street Dept.
acct.#54l.63C, seconded Comm. Whitehead. Unanimous.
Comm. Whitehead moved to pay Chicago Bridge & Iron $47,780 from Water
Dept. acct.#533.64C, seconded Comm. Stinnett. Unanimous.

REPORTS/INFORMATION CONTINUED
Mayor Breeze reported that he had received a letter from the City of
Winter Garden suggesting that the three cities (Ocoee, Apopka and Winter
Garden) get together and do something about the real estate (Tri City
Airport property) they own.
Mayor Breeze recommended that the three cities simultaneously abolish
the ordinance created by each city that established the Tri City Airport
Authority.
Comm. Lyle moved that the City of Ocoee take action to abolish the Tri
City Airport Authority subject to the same action by the City of Winter
Garden and the City of Apopka, seconded Comm. Whitehead. Unanimous.
