MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 2 OCTOBER 79
Mayor Breeze called the meeting to order at 7:31 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Whitehead and Hager; City Manager, Vignetti; City Attorney, Rhodes and
City Clerk, Gann. Comm. Stinnett was absent.

Whitehead moved to approve the minutes as presented, seconded Comm.
Unanimous.
25 SEPTEMBER 79 PLANNING & ZONING BOARD MEETING MINUTES
Minutes of the 25 September 79 Planning & Zoning Board meeting were read
into the record for information only.
ORDINANCE-CHANGE OF ZONING-LOTS A2 & A3-WEST ORANGE IND.PARK-2ND READING-
PUBLIC HEARING- FROM I-l TO C-3
Comm. Whitehead moved that title only of the ordinance be read, seconded
Comm. Lyle. Unanimous. City Manager read ordinance by title only. No one
in the audience wished to speak for or against the adoption of the ordinance.
Comm. Lyle stated he was against the adoption of the ordinance because if
adopted the 03 zoning would require no front or side set-backs. Comm. Lyle
moved to deny the rezoning petition, seconded Comm. Hager. Unanimous.
The Petitioner was not present.
ORDINANCE-ZONING ORDINANCE REVISION-1ST READING-PUBLIC HEARING
Comm. Whitehead moved that ordinance be read by title only, seconded
Comm. Lyle. Unanimous. City Manager read ordinance by title only. No one
in the audience wished to speak for or against the adoption of the
ordinance. City Manager recommended that everything pertaining to the Rural
Country Estate (RCE) zoning of the proposed zoning ordinance revision be
deleted, all of Section 2A. Comm. Whitehead moved to delete the RCE zoning
(all of Section 2A), seconded Comm. Lyle. Unanimous.
Second reading and second public hearing will be held on the ordinance at
the 16 October 79 Commission Meeting.
COMMUNITY DEVELOPMENT DRAINAGE PROJECT - DISCUSSION
City Manager reminded council that D.E.R. had denied the city a permit to
pipe the drainage ditch, and now Community Development wants a letter from
the City stating whether or not we wish to pursue the project.
Comm. Whitehead moved to authorize the City Manager to notify Community
Development that the city wishes to continue with the drainage ditch project
under D.E.R. terms, seconded Comm. Hager. Unanimous.
The County has agreed to divert $20,000 from Community Development Funds
for the looping of the water line on 17th Avenue.

REPORTS/INFORMATION
City Manager reported that both water tanks have been cleaned and repaired
and that the Kissimmee Ave./Lyman Street re-surfacing project is completed.
