MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 16 OCTOBER 79

Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Stinnett, Hager and Whitehead; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann.

Comm. Whitehead moved to approve the minutes as presented, seconded Comm.
Stinnett. Unanimous.
THE PLANNING & ZONING BOARD DID NOT MEET
ORDINANCE-FINAL READING-PUBLIC HEARING-ZONING ORDINANCE REVISION
Comm. Whitehead moved that title only of the ordinance be read, seconded
Comm. Lyle. Unanimous. City Manager read title only of the ordinance.
No one in the audience wished to speak for or against the adoption of the
ordinance.
Mayor Breeze stated that the height of fences allowed in front of the
front building line should be resolved. Comm. Stinnett moved to change
the height requirement from 3' to 4', seconded Comm. Whitehead. Comm. Hager,
Stinnett and Whitehead voted yea. Comm. Lyle voted nay. Motion carried.
Comm. Whitehead moved to adopt the Zoning Ordinance as presented with
corrections as discussed and with the elimination of Section 2A (RCE
zoning), seconded Comm. Lyle. Unanimous. Ordinance adopted.
ORDINANCE-ANNEXATION OF OCOEE ELEMENTARY SCHOOL-1ST READING
Comm. Whitehead moved that title only of the ordinance be read, seconded
Comm. Stinnett. Unanimous. City Manager read ordinance by title only.
Final reading and public hearing of the ordinance will be held at the
20 November 79 meeting.
ORANGE COUNTY COMPREHENSIVE PLAN - HAROLD HILL
Harold Hill of the Orange County Planning Department briefed council on the
County's comprehensive land plan use and requested that council show their
support of the plan in resolution form. Mayor Breeze suggested that
when the County plan is received that the Zoning Board review it and make
recommendations to council. Council agreed.
REPORTS/INFORMATION
City Manager stated that Walter Kuhrt and Jeff Fuqua were unable to attend
this meeting and they had requested a work session next week to discuss
the drainage at South Springdale, the new water improvement plans and
the Lake Olympia project. Council agreed to hold a work session next
Tuesday night and to invite the candidates that have qualified to run for
the City Commission Seat #4 and the Mayor's position on 6 Nov. 79.

FY 78/79 FOURTH QUARTER BUDGET BRIEFING-CITY MANAGER
City Manager briefed council on the FY 78/79 4th quarter budget.
City Manager stated that there is $3,082 remaining in the Sidewalk Fund.
Comm. Lyle moved to construct sidewalks on the north side of Silver Star
Road, West of Bluford Avenue to the present sidewalk with the remaining
sidewalk funds and to take any additional money needed to complete the
sidewalk from the current Street Department budget, seconded Comm. Stinnett.
Unanimous.
