RESOLUTION NO. 92-1Q A RESOLUTION BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, IN OPPOSITION TO REDUCTION OF MUNICIPAL MEMBERS OF THE ORLANDO URBAN AREA METROPOLITAN PLANNING ORGANIZATION (M.P.O.) AND RECOMMENDING THAT THE CURRENTLY EXISTING SIXTEEN MEMBER ORGANIZATION BE CONTINUED. WHEREAS, the Florida Legislature created the Metropolitan Planning Organizations (M.P.O.) for the purpose of planning transportation for urbanized areas; and WHEREAS, the welfare and economy of the residents of the Ocoee area are dependent upon transportation systems which are under review by the M.P.O.; and WHEREAS, the city of Ocoee, located on the western boundary of Orange County, is one of Florida's fastest growing municipalities and is affected by the actions taken by the M.P.O.; and WHEREAS, the State of Florida, Department of Transportation and the M.P.O. serving Orange, Seminole and Osceola Counties are actively addressing transportation needs on an area-wide basis as assigned to them in accordance with Florida Statute 339.175; and WHEREAS, the actions taken by the local M.P.O. will have a dramatic impact on individual counties and ci ties wi thin this urbanized metropolitan area and on their respective Comprehensive Plans prepared under Florida Statute 163; and WHEREAS, the City of Ocoee favors the current 16 member M.P.O. structure as opposed to the 9 member M.P.O. reapportionment plan. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the Ci ty of Ocoee, Florida , that it full y supports the goal sand objectives of the Orlando Urban Area M.P.O. in providing quality planning of transportation in this area. . BE IT FURTHER RESOLVED that the Ci ty of Ocoee opposes the proposed reapportionment plan of only 9 members and favors the presently constituted makup of 16 members on the M.P.O. . . BE IT FURTHER RESOLVED that the City of Ocoee requests and supports a representation makeup on the M.P.O. which reflects a fair distribution of members based on geographic and population considerations; and that the representation makeup take into account all impacted general governmental uni ts in each county affected and be based on criteria outlined in the Federal Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).
