RESOLUTION NO. 91- 03
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
ADOPTING AND APPROVING JOB DESCRIPTIONS SETTING
FORTH THE DUTIES AND RESPONSIBILITIES OF EACH
EMPLOYMENT POSITION IN THE CITY UTILITY
DEPARTMENT; PROVIDING FOR SEVERABILITY; PROVIDING
AN EFFECTIVE DATE.
.
WHEREAS, the City commission of the city of Ocoee
desires to adopt and approve job descriptions for all of the
employment positions in the City of Ocoee utility Department;
and
WHEREAS, job descriptions setting forth the duties and
responsibilities of each employment position in the city of Ocoee
utility Department have been reviewed and approved by the City
commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OCOEE, FLORIDA, as follows:
section 1. Authoritv. The city commission of the City
of Ocoee, Florida has the authority to adopt this Resolution
pursuant to Article VIII of the Constitution of the state of
Florida and Chapter 166, Florida statutes.
section 2. Adoption of Job Descriptions for the City of
Ocoee utility Department. The City commission of the City of
Ocoee, Florida hereby adopts and approves the job descriptions
for the CITY OF OCOEE UTILITY DEPARTMENT as set forth in Exhibit
"A" attached hereto and by this reference made a part hereof.
section 3. Severability. If any section, subsection,
sentence, clause, phrase or portion of this Resolution is for any
reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct
and independent provision and such holding shall not affect the
validity of the remaining portion hereto.
section 4. Effective Date. This Resolution shall become
effective immediately upon passage and adoption.

CITY ENGINEER/UTILITIES DIRECTOR
MAJOR FUNCTION
This is highly responsible profe~sional level civil engineering
office and field work in design and administration of technical and
engineering projects; highly 'responsible professional and
administrative work in directing all the operations of the utility
Department. Requires management' of a considerable variety and
volume of professional work concerned with the city's water
production, water distribution, water quality lab, and wastewater
collection and treatment utilities, system. Work is performed under
the administrative direction of the City Manager and considerable
independent judgment, discretion,! and initiative is exercised in
carrying out the daily operations qf the department with efficiency
and effectiveness. !

ILLUSTRATIVE DUTIES, I

Conducts preliminary studies and ~repares designs for a variety of
public works or underground utilities facilities including street
construction, parking facilities,1 stormwater and sanitary sewer,
water distribution systems, and r~lated projects. Prepares plans,
specifications, estimates, report~, and standards pertaining to the
construction, maintenance and operation of a variety of public
works or underground utilities pr~jects. Supervises and schedules
drafting and design technicians and lower level engineers in design
activities. Confers with contract:ors, subdivision developers, and
consulting engineers regarding !street and utility plans and
developments. Reviews street and liltility plans for compliance with
ci ty requirements. May supervise inspection on construction
projects. Performs or supervises lothers in the performance of all
types of traffic engineering studies and investigations. Monitors
all types of activities on or adjacent to the street system that
will have an effect on the street isystem and implements actions to
preserve the maximum efficiency of the street system. Directs,
plans, coordinates, and instructs all divisions and personnel
within the Water and Sewer Department. Directs the preparation of
the budget of the divisions of the department. Makes procedural
and operational recommendations to the City Manager. Coordinates
work activities and programs of !the department with other City
programs and projects. Maintains and promulgates necessary
departmental rules and regulations in accordance with personnel
rules, regulations, and City policy. Investigates and adjusts
personnel problems that may arise. Attends and participates in
conferences and meetings of department heads, the City commission,
and others. Prepares reports, correspondence, and agenda items.
Investigates and resolves public/consumer complaints. Reviews
hiring recommendations and evaluates employee performance. The
work is reviewed through reports, conferences, observations,
analyses of reports, recommendations, and by results achieved.

ASSISTANT CITY ENGINEER/UTILITIES DIRECTOR. PROJECT COORDINATOR
MAJOR FUNCTION
This is a responsible professional engineering position involving
technical, administrative, and supervisory work assisting the
Director in the operation of I the utilities and Engineering
Departments. The work involves I coordination of the planning,
design, and construction of i utilities Department capital
Improvement projects as well ias responsibility for office
management and a variety of moderately difficult staff details.
Work is performed under the gener~l direction of the Director and
requires the exercise of conside~able initiative and independent
judgment. Work is reviewed through observation, conferences, and
analysis of reports. !
ILLUSTRATIVE DUTIES
Supervises, directs, and assists $mployees in the survey, design,
contract administration, and insp$ction of all types of utilities
Department Capital Improvement proj ects and other public works
projects, including street construction, stormwater drainage and
management systems, and related projects. Develops specifications,
cost estimates, and standards. i Provides assistance to private
builders , subdivision developets, and consulting engineers
regarding capital Improvement projects and other development
projects. Reviews and approves plans and specifications for
streets, stormwater drainage and ~anagement, sidewalks, water and
wastewater systems, and othel:] municipal improvements for
conformance to City pOlicies,: city ordinances, and sound
engineering practices. Provides advice on technical questions to
developers, engineers, and the pub~ic. Serves as liaison resolving
conflicts between contractors and the city. Recommends hiring,
transfer, layoff, recall, promotion, or discharge of subordinate
personnel. Conducts performance ~valuations. Provides budgetary
requirements to Director and monitors expenditures. Assumes
responsibility of Director in hisYher absence.

ENGINEERING TECHNICIAN
MAJOR FUNCTIONS
.
This is technical work in civil engineering, drafting, or traffic
control performed in the field I or office. Assignments are
performed with independence and un~er general supervision; subject
to review by the Director of utilities/Engineering during progress
and upon completion through ora,l and written reports and by
observation.
ILLUSTRATIVE DUTIES
Reduces survey notes and plots; checks cross sections, center
lines, and grade. Computes excavation and fill, percentage of
grade, and elevations. Transfers proposed grades to cross section
sheets and plots proposed templates. Makes and corrects
topographic maps and transfers parts or entire topographic drawings
to the same or different scale. . Prepares sketches and finished
drawings in connection with the construction of new buildings and
the repair and alteration of existing structures. Prepares working
drawings of mechanical, electrical, and structural systems; of
equipment, topographic, and hydrographic surveys. Uses
microcomputers to perform CADD drafting. Draws maps showing
location of City water and wastewater facilities. Obtains utility
and other information necessary for roadway improvement. Maintains
as-built drawings. Reviews engineering construction plans or
designs and drafts to determine conformance with city requirements
for permitting. Prepares designs for minor roadway drainage and
underground utility projects. Prepares title, plan, profile, and
detail sheets for roadway, underground utility, and small building
construction on vellum or film using ink, pencil, or CADD. Plots,
drafts, and inks rights-of-way and easements from legal
descriptions. Participates in sewer and water system design and
communicates design interests of property owners.

ADMINISTRATIVE SECRETARY
MAJOR FUNCTION
This is varied and highly responsible secretarial and
administrative work to the department head. The Administrative
Secretary performs a variety qf secretarial, clerical, and
administrative duties requiring aD extensive working knowledge of
the organization and programs und~r the Director's jurisdiction.
Work involves performing functiohs that are varied in subject
matter and level of difficulty land range from performance of
standardized clerical assignments to performance of administrative
duties which would otherwise require the Director's personal
attention. Work also includes relieving the Director of
administrative details and office; management functions. Work is
performed under the general superv~sion of the department Director.
ILLUSTRATIVE DUTIES
Serves as a personal assistant to ~he Department Head by planning,
initiating, and carrying to compl~tion clerical, secretarial, and
administrative activities. May take and transcribe dictation or
may transcribe from dictating equipment subject matter that may
vary from simple correspondence to legal, engineering, minutes, or
other technical subj ect matter. Makes arrangements for
conferences. Assists in and coordinates the preparation of
budgets. Examines budget document~ to insure that they comply with
City regulations. Receives and routes telephone calls; answering
questions which may involve the i interpretation of policies and
procedures. Maintains complex filing system and handles
confidential information. Is. responsible for Department
timekeeping.

MAJOR FUNCTION

This is diversified secretarial work supporting a Director in the
performance of his/her administrative duties. The secretary
participates intensely in the man~gement of the office by applying
a working knowledge of substantive program(s) under the Director's
control to the solution of the prbcedural and management problems
which arise.
ILLUSTRATIVE DUTIES

Greets visitors, answers telephohe calls; when the Director is
busy, screens those who can be t.ransferred, in the secretary's
judgment, to subordinates and/or takes appropriate messages.
Handles various matters and questions including answering
substantive questions not requiring research or technical
knowledge. Keeps the Director's calendar; schedules appointments
and conferences without prior ctearance. Makes all necessary
arrangements for meetings and qonferences. Ensures that the
Director is fully briefed on mat~ers to be considered. Receives
requests for statistical or ihformative material concerning
Director's programs. Advises wh~n material can be furnished and
types/prepares it personally or m~kes arrangements to ensure that
it is prepared by the Director'd staff within a specific time.
Maintains extensive records and complex files. Assembles
background materials which may include budgetary information for
Director. May attend meetings and prepare reports of proceedings.
Operates computer/word processor. Maintains index card files and
control files with coding system. Initiates, coordinates,
compiles, proofs, and keeps records of requisitions and purchase

CHIEF WATER PLANT OPERATOR
MAJOR FUNCTION
. This is responsible supervisory 'and specialized work over the
entire operation of water treatment plants. Work involves the
effective and eff icient operation of water treatment plants in
accordance with city and regulatory agency guidelines. The
individual has primary responsibility for the operational control
and maintenance of treatment plants and responsibility for the
maintenance of plant equipment. Work is reviewed through reports,
observation, and results attained. Work is performed under the
supervision of the utilities superintendent.
ILLUSTRATIVE DUTIES
Compiles daily readings of wate~ pumped and chemicals used to
disinfect water. Assigns special ~ork assignments to empl~yees as
required. Prepares list of repair parts and equipment needed to
maintain proper operation of fac~lities. Makes sure operators
cover daily operations of wells.! Insures that the water plant
operators operate and maintain all water production facilities at
a level that meets or exceeds applicable state and local standards.
Submi ts monthly reports to the i regulatory agencies. Changes
chlorine cylinders and maintains' chlorination and fluoridation
equipment as needed to provide adequate chlorine and fluoride
residuals to meet state requirements. Maintains water pressure and
water levels in storage tanks by operating pumps and valves in
emergency situations. Informs: utilities Superintendent of
machinery and equipment defects antl performs necessary maintenance
and repairs. Reads and records; a variety of charts, meters,
gauges, records, log sheets, and operating reports. Collects
samples for laboratory analysis ! and assists in handling water
quality complaints. Supervises the work of Water Plant Operators.
Evaluates performance of employees. Trains employees to operate
new equipment installed. Participates with preparation of
specifications for the procuremfnt of equipment necessary to
improve or maintain the integrity of water production facilities.
Trains new operators in safety precautions and safe water well
operations. Recommends hirini, transfer, lay-off, recall,
promotion, and discharge of! employees to the utilities
Superintendent. Conducts perfordance evaluations and recommends
approval or disapproval of merit increases.

include the processes involved in purification and treatment.
Considerable skills in the application of principles and practices
used in the operation and maintenance of water production
facilities. Ability to inspect machinery and mechanical equipment
to detect flaws and defects in operation. Ability to read meters
and charts accurately and maintain records of well performance and
other pertinent information. Ability to supervise, train, and
direct the activities of subordinates in an effective manner.
Ability to analyze plant problems and make decisions. Ability to
establish and maintain effective working relationships with
subordinates, peers, and management. Considerable knowledge of
hazards involved in water treatment and the safety requirements for
handling chlorine gas and hydrofluorosilicic acid. Considerable
knowledge of the rules, regulations, and public laws pertaining to
water treatment.
Minimum Traininq and Experience
Graduation from high'school or a GED and four years experience in
water plant operations.
Necessary Special Requirements
Possession of a valid Class "B" I Florida Water Plant Operator's
Certificate at "c" or "B" plants. Possession of a valid Class "A"
Florida Water Plant Operator's certificate at "A" plants.
Possession of a Class "C" Wastewater Plant Operator's certificate.

MAJOR FUNCTION
This is specialized manual and mechanical work in operating the
water treatment plants and faci:l:-i ties assigned. Al though the
operator has some maintena*ce responsibilities, those
responsibilities are secondary to the theoretical operational
control of the plant. Duties are performed on an assigned shift.
Although the Chief Water Plant Operator is responsible for
establishing operational guidelin~s, the operator is responsible
for gathering and recording the information upon which operational
procedures are based. Once procedures are established, the
operator performs the operational duties. Work is reviewed through
inspection and by observing the effectiveness of plant operations
through the review of shift reports and chemical laboratory tests.
Work is performed under the supervision of the Chief Water
Treatment Plant Operator.
ILLUSTRATIVE DUTIES
Changes chlorine cylinders and maintains chlorination equipment as
needed to provide adequate chlorine residual to meet state
requirements. Maintains water pressure and water levels in storage
tanks by operating pumps and valves in emergency situations.
Checks and lubricates pumps, motors, and other water production
equipment found at pumping facilities. Checks electrical controls,
resets tripped electrical circuits, and monitors for electrical
motor malfunctions. Informs Chief Operator of machinery and
equipment defects and performs necessary maintenance and repairs.
Submits material and parts list for maintenance of equipment to
Chief Operator. Keeps productio~ facilities clean and orderly.
Reads and records a variety of cha~ts, meters, gauges, records, log
sheets, and operating reports. ~ollects samples for laboratory
analysis and assists in handling water quality complaints and
environmental spills. i

CHIEF WASTEWATER TREATMENT PLANT OPERATOR
MAJOR FUNCTION

This is responsible supervisory land specialized work over the
entire operation of wastewater trea'tment plants. Work involves the
effective and efficient operation qf wastewater treatment plants in
accordance with city and regul~tory agency guidelines. The
individual has primary responsibility for the operational control
and maintenance of treatment plants and responsibility for the
maintenance of plant equipment. Work is reviewed through reports,
observation, and results attained!. Work is performed under the
supervision of the utilities Supe~intendent.
ILLUSTRATIVE DUTIES

Supervises the operation of a~l wastewater treatment plant
processes. Plans, organizes, and isupervises the operation of all
treatment plant equipment. Schedules and coordinates maintenance
and repairs of the equipment. Evaluates lab results and processes
control tests to determine if the proper operation of processes is
being maintained. Keeps records of all treatment plant operational
parameters. Maintains records pertaining to the treatment plant
operation. Prepares monthly reports and summary sheets that are
sent to regulatory agencies regarding the operation of the
treatment plants. Involved in employee training in the correct
operation and maintenance procedures of the various plant processes
and equipment. Insures that the operation of the treatment plant
is in compliance with established guidelines and regulations.
Manages and oversees the operatiop and maintenance of irrigation
and other systems for effluent i disposal. Manages wastewater
treatment plant sludge disposal by'land spreading and land filling.
Maintains and keeps for ready I use, data on the wastewater
treatment, effluent, and sludge Idisposal programs. Recommends
hiring, transfer, lay-off, recall, promotion, and discharge of
employees to the utilities Superintendent. Conducts performance
evaluations and recommends app~oval or disapproval of merit

etc., and keeps accurate records 'of these and other operational
parameters. Removes sludge, alters flow rates, and adjusts
aeration volume, chemical feed rdtes, scum removal rates, etc.,
according to established routine~ and as necessary to achieve
optimum treatment efficiency. : Performs minor and emergency
maintenance and repairs to plant equipment such as, but not limited
to, backflushing clogged lines, .removing stoppages from pumps,
resetting tripped electrical circuits, repairing chlorine leaks,
cleaning bar screen, etc. Collect~ samples for laboratory analysis
and performs simple chemical analyses for plant process control.
May coordinate the work of trainees.

LIFT STATION OPERATOR
MAJOR FUNCTION
.
This is routine inspection and mecHanical work in the operation and
preventive maintenance of sewage lift stations. Assignments may
vary as a result of operating conditions. Work is performed
independently and coordinated by. the Lift station Mechanic and
supervised by the Chief Wastewate~ Plant Operator.
ILLUSTRATIVE DUTIES
Trouble-shoots pump problems. :Conducts a regular preventive
maintenance program by servicing lift stations and equipment.
Makes visual inspections of stations to determine if they are in a
proper state of repair. Performs routine maintenance work on
mechanical apparatus such as pumps, motors, and compressors.
Removes foreign objects as necessary. Dismantles and cleans gate
and check valves. Operates and maintains emergency generators.
Performs general tasks such as painting stations, rebuilding pumps,
lawn maintenance, and inspection :of alarm systems. Repairs and
maintains float control systems' and replaces mechanical seal
filters. Maintains stations in,a clean and orderly condition.
Keeps records necessary to the sp$cific assignment.

This is skilled work in the operation of equipment. Work of this
class involves responsibility for the safe and effective operation
of equipment. Employees in this class receive general supervision
from superiors who layout general work requirements. Employees
are expected to use considerable judgment and skills in carrying
out general instructions and in performing work. Work is reviewed
through inspections and observations. Work is performed under the
supervision of the Chief Wastewat~r Plant Operator.
ILLUSTRATIVE DUTIES
Operates sludge truck; provides maintenance including daily
greasing, maintaining fluid levels, belts, and safety equipment for
said truck. Operates ground maintenance equipment such as
tractors, mowers, tillers, backhoes, and front end loaders. Hauls
sludge and maintains grounds at the wastewater plants including,
but not limited to, mowing grass,i tilling sludge fields, tilling
percolation pond bottoms, genetal painting, maintenance of
equipment, maintenance of buildings, and all related repairs.

Maintains and repairs a variety qf wastewater pumping equipment,
machinery, and electrical control systems; overhauls pumps, motors,
and other equipment when possible; services equipment and
machinery. Installs or replaces equipment and machinery; performs
electrical and plumbing tasks in r,epairing equipment. Coordinates
and participates in major lift station installations and
renovations. Inspects lift stations to insure efficient operation.
Diagnoses problems and either makes necessary repairs or reports to
Chief Wastewater Plant Operatpr . Gives instructions to
electricians, welders, mechanics,1 and maintenance crews. Checks
and adjusts equipment. Records I readings. Assists in training

UTILITY CONSTRUCTION INSPECTOR
MAJOR FUNCTION
. This is highly technical work ,in the field of construction
inspection. Work in this clas:s includes responsibility for
inspection of a variety of const~uction projects for conformance
with engineering plans and speci~ications and other regulations.
Work is performed independently pn field inspections, involving
decisions requiring the use of j personal initiative, technical
judgment, discretion, and hum~n relations skills, however,
consultations are held with the Director of utilities/Engineering
on the more difficult or unusual cases. Work is reviewed through
periodic inspections, conferences~ and analysis of reports. Work
is performed under the administratiive direction of the Director of
utilities and Engineering. '

This is work in learning the fundJmentals of wastewater treatment
plant operations. After instructibn and orientation, the employee
will be expected to carry out rqutine duties as performed by a
Wastewater Plant Operator. The purpose of this position is to help
prepare the employee for certification as a Wastewater Plant
Operator "C". Work is performed u~der the supervision of the Chief
Wastewater Treatment Plant Operator.

Under the d rect on of a Cert1f1ed Treatment Plant Operator or the
Chief Operator, the trainee services pumps, motors, controls, and
related equipment. The job enta!ls the reading of a variety of
charts and meters, keeping log sh~ets, and preparing reports. The
trainee must become proficient in ~onitoring flow rates, dissolved
oxygen, chlorine residual, pH, turbidity, temperature, mixed liquor
suspended solids (MLSS), and otherlplant conditions. While closely
observing the flow under treatm~nt, the trainee will learn to
adjust pumps, aerators , valves,! and other equipment so as to
maintain the highest degree of treatment. other duties include
adjusting chlorinators, changing Imeter charts, collecting sewage
samples for chemical analysis, performing simple chemical analysis,
and other related work. Traineei is expected to attend training
courses when available during offrduty hours. May be required to
work varying shifts, hours, and, locations in order to become

water distribution and wastewater collection systems. Work is

utilities superintendent. Considerable latitude is afforded for
the use of independent judgment and selection of work methods and
procedures. Work is reviewed th~ough results, inspections, and
conferences. Performs outdoor labor tasks along with crews.
