RESOLUTION NO. 91-06
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
ADOPTING AND APPROVING JOB DESCRIPTIONS SETTING
FORTH THE DUTIES AND RESPONSIBILITIES OF EACH
EMPLOYMENT POSITION IN THE CITY PUBLIC WORKS
DEPARTMENT; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
.
WHEREAS, the City Commission of the City of Ocoee
desires to adopt and approve job descriptions for all of the
employment positions in the City of Ocoee Public Works Department;
and
WHEREAS, job descriptions setting forth the duties and
responsibilities of each employment position in the City of Ocoee
Public Works Department have been reviewed and approved by the
City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OCOEE, FLORIDA, as follows:
Section 1. Authority. The City Commission of the City
of Ocoee, Florida has the authority to adopt this Resolution
pursuant to Article VIII of the Constitutiion of the State of
Florida and Chapter 166, Florida Statutes.
Section 2. Adoption of Job Descriptions for the City of
Ocoee Public Works Department. The City Commission of the City
of Ocoee, Florida hereby adopts and approves the job descriptions
for the CITY OF OCOEE PUBLIC WORKS DEPARTMENT as set forth in Exhibit
"A" attached hereto and by this reference made a part hereof.
Section 3. Severability. If any section, subsection,
sentence, clause, phrase or portion of this Resolution is for any
reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct
and independent provision and such holding shall not affect the
validity of the remaining portion hereto.
Section 4. Effective Date. This Resolution shall become
effective immediately upon passage and adoption.

ADMINISTRATIVE SECRETARY
MAJOR FUNCTION
This is varied and highly responsible secretarial and
administrative work to the department head. The Administrative
Secretary performs a variety of secretarial, clerical, and
administrative duties requiring an extensive working knowledge of
the organization and programs under the Director's jurisdiction.
Work involves performing functions that are varied in subject
matter and level of diff icul ty and range from performance of
standardized clerical assignments to performance of administrative
duties which would otherwise require the Director's personal
attention. Work also includes relieving the Director of
administrative details and office management functions. Work is
performed under the general supervision of the department Director.
ILLUSTRATIVE DUTIES
Serves as a personal assistant to the Department Head by planning,
initiating, and carrying to completion clerical, secretarial, and
administrative activities. May take and transcribe dictation or
may transcribe from dictating equipment subject matter that may
vary from simple correspondence to legal, engineering, minutes, or
other technical subj ect matter. Makes arrangements for
conferences. Assists in and coordinates the preparation of
budgets. Examines budget documents to insure that they comply with
City regulations. Receives and routes telephone calls; answering
questions which may involve the interpretation of policies and
procedures. Maintains complex filing system and handles
confidential information. Is responsible for Department
timekeeping.
Performs related work as required.
MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and skills
Thorough knowledge of the organization, operations, governing laws,
and regulations of the city. Thorough knowledge of modern business
English. Considerable knowledge of modern business practices,
procedures, and equipment. Ability to analyze facts and exercise
judgment to arrive at valid conclusions. Ability to understand and
interpret complex oral and written instructions. Abili ty to
maintain confidentiality when processing documents of a sensitive
nature. Ability to operate standard office equipment including
word processor jcomputer. Ability to express ideas clearly and
concisely, both orally and in writing.

Minimum Trainina and EXDerience - continued
Graduation from high school or a GED and three years of secretarial
experience. Possession of a certified Professional Secretary
Certificate may be substituted for the required experience.
Ability to type 50 wpm accurately. Ability to take and transcribe
dictations of 80 wpm required.

CREW LEADER
MAJOR FUNCTION
.
This skilled work with limited supervision, assisting the
Supervisor in the performance of supervisory work, directing an
assigned project, maintenance, construction, and/or repair programs.
Work is performed under the direct supervision of the
Parks ,Parkways , Trees and Drainage Supervisor.
ILLUSTRATIVE DUTIES
Assists the Supervisor in supervising the construction of streets,
walks, parking areas. Assists in coordinating the work of
equipment, such as bulldozers, draglines, graders, mowers; the work
of workers to complete the assigned tasks. Gives workers
instructions and advice on difficult problems and personally works
along with crews and operates various equipment. Coordinates the
workers in carpentry, masonry and on how to use equipment and
workers in the absence of the Supervisor. Instructs workers in
safety practices and proper procedures for work. May keep
operating records and makes reports.
Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
Considerable knowledge of the sub-professional construction and
maintenance work involved in a comprehensive municipal
construction, repair and maintenance programs. Considerable
knowledge of materials, equipment and supplies used in this work.
Ability to plan, assign and lead the work of unskilled and semi-
skilled personnel. Abili ty to understand, interpret, and
effectively carry out complex oral and written instructions.
Abili ty to read simple blueprints and plans. Ability to keep
operating records and prepare reports. Abili ty to perform work
out-of-doors, under adverse weather conditions. Skills in the
application of sub-professional maintenance repair and construction
techniques. Skills in the care and use of pertinent tools and
equipment.
MINIMUM TRAINING AND EXPERIENCE
Ability to follow either oral or written instructions, and twelve
months of experience in a field related to position assignment.

CUSTODIAL WORKER I
MAJOR FUNCTION
. This is entry level manual work performing housekeeping and
custodial assignments in city buildings and premises. Duties
involve performing manual duties such as sweeping, cleaning,
mopping, waxing, scrubbing, polishing lavatory fixtures and
mirrors, and replenishing lavatory supplies. Work may involve the
moving or lifting of heavy objects or equipment. Instructions from
supervisor are specific in nature and work is subject to close
inspection during progress or upon completion for attainment of
established standards of cleanliness. Work is performed under the
supervision of the Facilities Maintenance Supervisor.
ILLUSTRATIVE DUTIES
Sweeps and mops floors; cleans, waxes, and buffs vinyl tile floors;
washes windows; polishes furniture, dusts woodwork, furniture, and
other articles; collects paper and rubbish. Sets up rooms for
meetings and special events. May provide routine security for
assigned building in evenings or on week-ends. May run routine
errands as required.
Performs other assigned duties as required.

Some knowledge of building cleaning practices, supplies, and
equipment; ability to use them economically and efficiently.
Ability to be flexible and establish effective working
relationships with peers and management. Physical strength and

CUSTODIAL WORKER II
MAJOR FUNCTION
~his is routine manual work performing housekeeping and custodial

EOUIPMENT OPERATOR I
MAJOR FUNCTION
.
This is semi-skilled work in operation of light automotive
equipment. Work is under close supervision except fo~ the more
routine repeti ti ve assignments. Work is performed under the
supervision of the Parks, Parkways, Trees, and Drainage Supervisor.
ILLUSTRATIVE DUTIES
Operates a dump truck, hauls sand, gravel, tools, or equipment;
operates dump body in the placement of sand, gravel, and other
materials when truck is standing or moving. Operates modified
trucks containing spraying machinery and apparatus; drives vehicle
and operates pumping and spraying equipment; operates tractor
mowers, spreaders, road tillers, small rollers, and rotary hoes.
Occasionally operates small gasoline or other powered machinery
such as cement mixers, air hammers, compressors, pumping equipment,
and saws. Washes, cleans, and performs routine on-site emergency
maintenance to the vehicles. Assists in routine construction and
maintenance acti vi ties as necessary. May occasionally operate
heavy equipment on a relief basis as part of on-the-job training.

Knowledge and skill in the operation, maintenance, and use of light
automotive equipment and small motor driven tools. Knowledge of
traffic and other regulations governing the use of equipment
throughout the area and the occupational hazards involved in the
safety precautions necessary in the operation of equipment. Makes
some minor emergency repairs to motor driven equipment. Physical
strength and agility sufficient to operate equipment and work under
adverse weather conditions.

EQUIPMENT OPERATOR II
MAJOR FUNCTION
.
This is skilled work in the operation of moderately (medium)
complex public works equipment. Work of this class is different
from the class of Equipment Operator I in that these employees
operate more complex and specialized equipment and are required to
exercise considerably more skill and care in the operation of their
equipment. On specific assignments, workers are closely
supervised. Work is performed under the supervision of the Parks,
Parkways, Trees, and Drainage supervisor. However, on routine
assignments, supervision is general in nature.
ILLUSTRATIVE DUTIES
operation of one or more of the following listed equipment and
machines: Ten wheel dump trucks, semi-tractors/trailers, back-hoe
(medium), tank truck, tandem roller (heavy), by-hoe, low boys,
portable draglines, and traffic roller. May operate a small
distributor applying oils, asphalts, or tars to highway surfaces
and loads distributor from supply tank. Supervises the work of
loading or unloading equipment and may occasionally operate
equipment to load or unload; occasionally operate flat beds and
light dump trucks and related minor equipment as work load demands;
checks working condition and gives routine service and maintenance
to equipment. May occasionally operate other heavy equipment.

Considerable knowledge of the operating and repair characteristics
of medium automotive and similar public works equipment; the
component parts, operating principles, and maintenance needs of
medium equipment; the occupational hazards and necessary safety
precautions in the operation of medium equipment; knowledge of
traff ic laws and other regulations governing the operation of
equipment on construction activities. Ability to service various
types of relatively heavy equipment and to make minor maintenance
repairs. Skills in the operation of moderately complex
construction and transportation equipment. Physical strength and
agility sufficient to operate heavy equipment over rough terrain
and work under adverse weather conditions.

FACILITIES MAINTENANCE SUPERVISOR
MAJOR FUNCTION
.
This is responsible technical work coordinating the repairs,
alterations, and minor new construction of all municipal building
facilities. Work is performed in accordance with established
policies and procedures under the direct and general supervision of
the Public Works Director; however, the individual also
demonstrates independent judgment and initiative in keeping the
entire city's facilities needs satisfied with overall priorities.
Work is reviewed through conferences, inspections, and by results
obtained.
ILLUSTRATIVE DUTIES
Analyzes reported problems of city building facilities (structures,
electrical, plumbing, etc.) to determine necessary maintenance and
repairs; prioritizes these needs on a City-wide basis and
recommends schedules and budgets. Prepares plans, specifications
for minor building facilities repair, alterations, and maintenance
activities. Prepares new cost estimates for all types of repairs
to, alterations of, and minor new construction of building
facilities. Reviews plans and specifications developed by other__
departments to help expedite their needs and repairs. Conducts
periodic surveys of city building facilities and prepares reports
on their condition to the Public Works Director. Works with
construction inspectors when necessary. Recommends hiring,
transfer, lay-off, recall, promotion, and discharge of employees to
the Public Works Director. Conducts performance evaluations and
recommends approval or disapproval of merit increases. Lays out,
cuts, fits, and joins lumber to construct the wooden framework for
structures, including sills, walls, roofs, and floors. Lay sub-
flooring and finish flooring. Covers sheeting with building paper.
Nails on shingles or siding. Installs door and window frames.
Hangs doors and installs wooden window sashes. Lays, fits, nails,
or glues interior trim. Installs interior fittings such as
cabinets, shelving, and bookcases. Maintains and repairs furniture
and wooden parts of buildings such as screens, doors, frames, steps,
and stairways. Lays and repairs roofs, including wood, composition
shingles, galvanized, tarred, and protected metal roofs.

problems, identify solutions, and estimate costs of repairs.
Ability to communicate effectively both orally and in writing.
Ability to prepare reports and maintain records. Ability to
maintain effective working relationships as necessitated by the
work. Knowledge of building cleaning practices, supplies,
equipment, and ability to determine if they are being used
economically and efficiently. Ability to operate power saws,
planers, .sanders, cement mixers, welding equipment, and other
construction related equipment. Physical strength and agility
sufficient to do strenuous laboring tasks under varying weather
conditions.

progressively responsible experience in the building construction
and maintenance trade; or an equivalent combination of training and

FACILITIES MAINTENANCE WORRER I
MAJOR FUNCTION
This is semi-skilled work in the performance of a variety of
maintenance and repair tasks in one or more craft areas. The work
performed by the Maintenance Worker I approaches the level of that
done by Maintenance Worker II in that it covers as wide a variety
of maintenance and installation work but is usually below that. q
level in that it is not done as fine or finish as basis and does
not require as high a degree of skill. Employees are frequently
called upon to perform rough maintenance and repair work covering
several building and mechanical trade areas. Assignments are
usually received verbally and may be accompanied by sketches.
Instructions are usually very specific as to the nature of work to
be done. Employees at this level may devise their own methods for
accomplishing assigned tasks and may work with some independence,
but all work is subject to inspection in process and upon
completion by craftsmen or other supervisory personnel. Work is
performed under the general direction of the Facilities Maintenance
Supervisor.
ILLUSTRATIVE DUTIES
Makes general minor repairs to wood fixtures and frames; assists in
the installation of door locks, hinges, and other hardware. Mixes
plaster, mortar, and cement. Acts as mason engaged in building or
repairing brick, stone, or tile walls and structures. Lays blocks
and performs cement finishing and plastering. Does rough painting,
independently or under direction of supervisor; sands down
furniture or other items to be painted. Applies primer and
finished coat using brush or roller. Cuts glass to size and shape
and inserts in window using putty. Assists in basic welding.
Assists plumbers by unstopping sinks, toilets, and similar systems
and facilities. Repairs and maintains roofs for leaks. Replaces
broken window panes. Physical strength and agility sufficient to
do strenuous labor under varying weather conditions.

Knowledge of standard tools, materials, methods, and practices of
the trade. Knowledge of occupational hazards and safety

the performance of carpentry and construction work of average
difficulty.

completion of the eighth school grade and two years of experience
in performing a variety of semi-skilled maintenance and repair
tasks as a helper to a journeyman or as a handyman in at least one
of the major trades; or directly related experience may be
substituted on a year-for-year basis for the required education.

FACILITIES MAINTENANCE WORKER II
MAJOR FUNCTION
.
This is skilled work at the journeyman level involving both rough
and finished carpentry work. Work is performed with considerable
independence and is inspected for compliance with instructions by
the supervisor. Work is performed under the general direction of
the Facilities Maintenance Supervisor.
ILLUSTRATIVE DUTIES
Lays out, cuts, fits, and joins lumber to construct the wooden
framework for structures, including sills, walls, roofs, and
floors. Nails plaster grounds in place. Lays sub-flooring and
finish flooring. Covers sheathing with building paper. Nails on
shingles or siding. Installs door and window frames. Saws, fits,
and erects exterior trim. Hangs doors and installs wooden window
sashes. Lays, fits, nails, or glues interior trim. Installs
interior fittings such as cabinets, shelving, and bookcases.
Erects temporary structures such as concrete forms, scaffolding,
runways, and concrete pouring chutes. Builds and repairs wooden
c~bs on trucks and repairs wooden beds on trailers. Builds and
repairs picnic tables and benches, basketball backstops and
basketball goals, slides, and other park and playground equipment.
Installs handles in hammers, shovels, rakes, axes, and other tools.
Maintains and repairs furniture and wooden parts of buildings such
as screens, doors, frames, steps, and stairways. Operates sanders,
planers, lathes, joiners, power saws, boring, and mortising
machines as a part of general carpentry work. Sharpens and files
power and hand saws and other cutting and scraping tools. Lays and
repairs roofs, including wood, composition shingles, galvanized,
tarred, and protected metal roofs. Estimates time and materials
needed. May coordinate the work of laborers on buildings,
structures, and wooden furnishings. Physical strength and agility
sufficient to do strenuous labor under varying weather conditions.

HORTICULTURIST
MAJOR FUNCTION
.
This is responsible work developing and maintaining high
maintenance landscaped facilities, i.e., flowers, shrubs, and trees
located in city owned and controlled areas. The work may involve
providing supervision of workers and participating in the planting,
removal, cutting, propagation, fertilization, irrigation, pruning,
and staking of trees, shrubs, annual and perennial flowers for
proper appearance, health, density, and growth. Work is under the
general supervision of the Parks, Parkways, Trees, and Drainage
Supervisor and under wide latitude for independent judgment as to
details. Work is reviewed through conferences, observation, and
results obtained.
ILLUSTRATIVE DUTIES
Participates with employees engaged in landscaping and maintenance
activities such as planting, removing, transplanting, cultivating,
trimming, spraying, fertilizing, pruning, and irrigation necessary
for the healthy growth of trees, shrubs, plants, and flowers.
Makes inspections to detect evidence of diseases, insects, or other
conditions endangering or inhibiting the proper growth of trees,
shrubs, plants, or flowers and takes corrective measures when
conditions exist by mixing and applying fertilizer, pesticides,
herbicides, and fungicides. Provides direction to maintenance
personnel in the proper horticultural maintenance of flowers,
trees, and plants. Researches and determines plant material that
is best suited for the area to be installed. Prepares cost
estimates for landscape design proj ects. Prepares bids for
landscape materials and minor landscape construction projects.
Designs and prepares plans for needed improvements and renovations
of existing areas, such as roadways, rights-of-way, playgrounds,
athletic fields, sprinkler systems, and landscape beautification.
Provides tree/landscape consultation and urban greenspace planning
to other city departments and the public. Advises immediate
supervisor of trees that should be treated for disease or pest
control.

REFUSE COLLECTOR
MAJOR FUNCTION
This is heavy manual work in the collection and disposition of
refuse materials. Employees in this class work as a member of a
collection crew performing routine and unskilled heavy manual work.
Work is coordinated under the general operation of the route
drivers who inspect work while in progress. The collector also
reports to the Solid Waste/Fleet Maintenance Supervisor.
ILLUSTRATIVE DUTIES
carries refuse and/or garbage in containers from roadsi~e curb and
disposes it into vehicle. Assures that roadside is clear of refuse
from containers. Walks continuously during completion of assigned
route. Carries out instructions of the driver. Serves as flagger
in directing traffic. Assists the route driver in routine
maintenance of vehicles to prolong life and service of the vehicle.
Uses pitchfork, shovel, or similar hand tools to pick general
refuse and trash from curb areas. Reports violations of refuse
ordinances to the department supervisor.
Performs other assigned duties as required.
MINIMUM QUALIFICATIONS

Ability to work during adverse weather conditions. Ability to
perform heavy manual labor. Physical strength and agility
sufficient for lifting heavy objects. Knowledge of the geography
of the city and general sanitation practices.

Possession of an acceptable Florida CDL license or ability to
obtain same within six months of employment.

SANITATION DRIVER I
MAJOR FUNCTION
.
This is skilled driving work operating an automated rear-loading
waste compacting truck on an assigned waste collection route and
the individual directs the work of subordinate employees. Duties
are performed with independence, with work reviewed by the Solid
Waste/Fleet Maintenance Supervisor through inspection and
observation for compliance with established route schedules,
safety, economy of operation, and the proper utilization of
assigned sanitation vehicle.
ILLUSTRATIVE DUTIES
Drives an automated rear-loading compacting truck for the
collection of waste on assigned route. Activates controls to pick
up and compact waste in vehicles. Checks conditions of vehicles---
and makes minor field repairs and adjustments. Reports needed
repairs and service to the department supervisor. Reports
violations to the department supervisor. Directs the work of
subordinates in the proper methods of collection. Prepares daily
truck reports and keeps a record of collection activity. Reports
violations of refuse ordinances to the department supervisor.
Performs routine but heavy manual labor in the collections and
disposal of residential solid waste and recyclable materials. Uses
pitchfork, shovel, or similar hand tools to pick general refuse and
trash from curb areas. Inspects and supervises the work of
sanitation employees functioning in small crews in assigned
geographic areas. Reviews collection routes and helps layout and
direct working schedules. Inspects refuse collection routes.
Answers and resolves complaints from and against clients of the
refuse collection service. Checks for illegal disposition of
refuse. Investigates and prepares reports on accidents. Maintains
records and prepares regular reports on accidents. Ensures that
vehicles and equipment are maintained in safe operating condition.
Responsible for coordination of scheduling vehicle maintenance.
Performs other assigned duties as required.

operations and use of a variety of automotive equipment used for
pick-up and dumping purposes. Ability to plan, layout, schedule,
and inspect the work of a large number of truck drivers and workers
engaged in refuse collection. Ability to establish and maintain
effective working relationships with other employees, departments,
and the public.

Ability to follow oral and written instructions. Graduation from
high school, or a GED and three years of experience in collection
activities, schedule-making, and dispatching.

off in the collection of a commercial garbage collection route.
The individual may direct the work of subordinate employees.
Duties are performed with independence, with work reviewed by the
Solid Waste/Fleet Maintenance supervisor through inspection and
observation for compliance with established route schedules,
safety, economy of operation, and the proper utilization of
assigned sanitation vehicle.

SOLID WASTE/FLEET MAINTENANCE SUPERVISOR
MAJOR FUNCTION
.
This is highly responsible administrative and supervisory work
planning, directing, and supervising administration and operations
of the Solid Waste Division, Recycling, and City-wide Fleet
Maintenance Division. Work involves responsibility for planning,
directing, and supervising the city's programs of solid refuse
collection and disposal activities. Work also involves directly
and participating in methods and technique studies and development
projects leading to improved procedures, equipment, techniques,
equipment, and labor force utilization. Work is performed under
the general direction of the Director of Public Works and is
reviewed through conferences, reports, and by results obtained.
ILLUSTRATIVE DUTIES

Completes bi-weekly payroll time sheets for both departments.
Monitors the maintenance cost of existing fleet vehicles and
equipment. Performs cost analysis studies to determine various
operating costs on vehicles. Analyzes excessive equipment
maintenance and servicing costs and reports findings to departments
to effect changes that will bring costs into line. Evaluates the
condition of all existing vehicles and equipment and recommends to
the Public Works Director the acquisition of new and the disposal
of old vehicles and equipment. Is responsible for maintaining
vehicle records. Oversees operations to completion of assigned
workloads. Hires, trains, directs, supervises, and evaluates
subordinate personnel. Prepares correspondence. Maintains
effective public relations. Plans, assigns, directs, and exercises
general supervision over employees engaged in collection of garbage
and trash. Designs, establishes, and maintains routes and systems
of garbage and trash collection. Establishes schedules and
procedures for the disposal of garbage and trash. Prepares and
executes Division work performance and safety standards, policies,
regulations, and procedures. Participates in the preparation of
specifications for new equipment and recommends purchase. Prepares
annual division budget estimates and is responsible for the
administrative control of the budget. Plans and participates in
studies and analyses of operational methods, procedures, labor
force, and equipment utilization. Keeps abreast of developments in
municipal sanitation practices, techniques, and equipment. Attends
and conducts meetings and conferences. Requires the use and
exercise of independent judgment. Recommends hiring, transfer,
lay-off, recall, promotion, and discharge of employees to the
Public Works Director. Conducts performance evaluations and
recommends approval or disapproval of merit increases.

Considerable knowledge of the types of tasks performed on city-wide
basis and the ability to match proper equipment to the job.
Considerable knowledge of the type of vehicles and equipment and
their performance characteristics. Considerable knowledge of
modern record keeping and recording methods. Considerable
knowledge of rules, regulations, and policies involved in the
administration of assigned tasks. Ability to establish and
maintain vehicle operating and maintenance cost records and to
analyze the data for the purpose of recommending equipment disposal
and replacement. Ability to perform heavy manual tasks and skills
in the operation and maintenance of heavy-duty equipment. Thorough
knowledge of effective and efficient methods and procedures of
scheduling and collecting trash, garbage, and other refuse.
Thorough knowledge of automotive equipment used for pick-up and
dumping purposes. Thorough knowledge of the geography of the City.
Thorough knowledge of administrative management practices and
procedures as related to sanitation programs and activities.
Ability to plan and maintain effective working relationships with
subordinates, peers, administrative personnel, and the general
public. Ability to communicate effectively clearly and concisely,

reports. Knowledge of traffic law and ordinances governing the
transporting of solid waste on public streets.
Minimum Trainina and EXDerience
Graduation from an accredited community college with an AA or an AS
degree and three years of progressively responsible administrative
experience in a large-scale fleet operation business, or a large-
scale automotive repair and maintenance business, municipal solid
waste collection, and disposal systems.
Necessarv SDecial Requirements
A minimum of five years in a responsible supervisory capacity.
Possession of an acceptable Florida CDL license.
