I\ts111util1U Resolution No. 91-14 WHEREAS, the polluted condition of Lake Apopka is well-known and has existed for some time, and WHEREAS, innumerable studies and surveys have established that the input of high-nutrient discharges, primarily from muck farms on the north shore of the lake, are the primary cause of the pollution and deterioration of Lake Apopka; and WHEREAS, various proposals and ideas for cleanup of the lake and restoration of water quality have been advanced and some have been and are being tried, none has reversed nor promises to reverse the lake deterioration in the face of continued discharge from the muck farms; and WHEREAS, a new rule (40C-44FAC) approved by the St. Johns River Water Management District permits discharge of both stormwater and wastewater into Lake Apopka by the muck farms on a permanent basis; and WHEREAS, the economic interests of the muck farmers are understood, techniques for eliminating discharge pollution do exist, and could be enforced by the St. Johns River Water Management District; and WHEREAS, a balance between the economic prosperity of the muck farmers and a clear, non-polluted Lake Apopka is an attainable goal, and would enhance the quality of life in Central Florida - which is one of the purposes of the local governments; NOW, THEREfORE, BE IT RESOLVED BY THE OCOEE BOARD Of CITY COMMISSIONERS AS FOLLOWS: 1. The City of Ocoee urges the St. Johns River Water Management District to strengthen its rule on discharge into Lake Apopka and to work toward protection and restoration of water quality, which is its mission. ~. 2. The City of Ocoee urges governmental and regulatory authorities at all levels to abandon their "study it again" approach and to get on with the task of stopping pollution and the cleanup of Lake Apopka. . 3. The City of Ocoee calls upon and challenges all interested and involved governmental, technical, and economic interests, as well as individual citizens, to accept and strive toward a goal of Clean Water in Lake Apopka by the Year 2000. 4. That copies of this Resolution be sent to the Florida Congressional delegation in Washington, the Governor of the State of Florida, members of the Florida Cabinet, the state legislative delegation from Orange and Lake Counties, the Executive Director of the St. Johns River Water Management District and to each member of the governing board individually, the Boards of County Commissioners of Orange and Lake Counties, the cities of Winter Garden, Oakland and Apopka, the Zellwood Drainage and Water Control District, the Apopka and Lake County Chambers of Commerce, and to all newspapers in the affected areas.
