Subject: Approval of and authorization for the Mayor to execute Change Order NO.2 for the Lift Station
7 and Force Main Relocation Project, and to authorize the funds required to implement the change order.
Background Summary:
Lift Station 7 handles 60% of the sanitary sewer flows in the City system. The existing force main on SR
50 that receives the output from Lift Station 7 is subject to frequent breaks due to pipe wall fatigue, and
the wet well of the lift station is seriously damaged by spalling caused by the corrosive atmosphere in the
structure. A project was initiated last year to replace the existing 12-inch force main located along the
northern SR 50 right of way with a 16-inch line located further north that would connect a rehabilitated Lift
Station 7 to an existing force main on Clarke Road.
The decision was made in November 2008 to relocate Lift Station 7 rather than rehabilitate the existing
facility. Relocation meant that a new Lift Station 7 would be built north of the current location so as to
more readily facilitate development of the surrounding property. The initial design for the new lift station
was based on 8-inch stand piping; however, due to the facility's high flows, the station's internal piping
needs to be increased to 10-inch. In addition, it is desired to increase emergency by-pass pumping pipe
size from 4 inches to 10 inches. Pricing for Change Order No. 1 was based on the 8- and 4-inch
combination of pipe and fittings. Collectively, all revisions included in this change order total less than
3% of overall project costs.
Due to size of the lift station, standby generation is required and the City Commission previously
approved the purchase of a new generator. The configuration of the selected generator is larger than
previously considered, thus the generator slab (future building foundation) requires upsizing. Upon
development of the site, a building will be constructed to enclose the generator and control panel. Also,
subsurface conditions encountered at the new lift station location mandated that mechanical dewatering
be accomplished prior to and during construction of the wet well. Finally, tying in the new lift station
gravity system to the SR 50 collection system will result in a period of time when the contractor will need
to pump effluent around the old lift station as the gravity sewer line from SR 50 is connected to the
gravity line installed from the new lift station.
Issue:
The Engineering Department has proposed a change order to implement the project modifications
identified in cooperation with the Utilities Department. Both involved City departments have reviewed the
proposed prices for new bid items and believe them to be reasonable and comparable; other prices were
established in the contract bid or previous change order.

Two subsequent change orders should be expected for this project. The first will add a short extension
to the new force main so as to connect it to the output of the Health Central complex on Blackwood
Avenue at SR 50. Once that is accomplished, a subsequent change order will be required to take the old
force main along the north side of SR 50 out of service and put it into a stable condition.
Recommendations
The Engineering and Utilities Departments recommend that the City Commission approve the proposed
Change Order No.2, authorize the Mayor and City Clerk to execute the required legal documents, and
direct the Finance Department to make the related fund allocations to the project budget and to revise
the purchase order issued to the Contractor to reflect the increase in project budget. Implicit in these
actions is approval of the related revisions to the "2003 Issue Bond Project Schedule."

The $35,632.38 in funding for this action will be derived from a reallocation of funds from the Utility Bond

CHANGES ORDERED:
I. REQUIRED CHANGES
Three events have occurred to impose higher project costs. Piping and fittings are being upsized
from 8-inch to lO-inch diameter in order to provide sufficient flow capacity. The deep wet-well
required dewatering. A larger concrete slab is required to support the standby generator. Bypass
pumping is necessary in order to divert flows around the old lift station as the inflow pipe is
redirected to the new lift station without interruption of service.
II. JUSTIFICA nON

however, more recent modeling of facility flows indicated that 10-inch piping was required.
Pricing for Change Order No.1 was based on the 8-inch pipe and fittings. With a concurrent

III. NARRATIVE OF NEGOTIATIONS
Change order is based on mutual agreement by the parties and actual contractor costs. The
Engineering and Utilities departments were involved in the negotiations.

V. APPROVAL AND CHANGE AUTHORIZATION
This proposed change to the Contract is to be approved by the City of Ocoee Commission. The
aforementioned changes, and work affected thereby, are subject to all provisions of the original
contract not specifically changed by this Change Order. It is expressly understood and agreed
that the approval of the Change Order shall have no effect on the original contract other than
matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation
and satisfaction for all costs and modifications of performance time incurred by the
CONTRACTOR as a result of this Change Order. No other claim for increased costs of
performance or modifications oftime will be granted by the OWNER for the Work covered by
this Change Order. The CONTRACTOR hereby waives and releases any further claims for cost
or time against the OWNER arising from or relating to the matters or Work set forth or
contemplated by this Change Order.
