A RESOLUTION REJECTING THE DRAFT COMPREHENSIVE
REGIONAL POLICY PLAN OF THE EAST CENTRAL FLORIDA
REGIONAL PLANNING COUNCIL DATED NOVEMBER 1986.
WHEREAS, a Comprehensive Regional Policy Plan shall contain
regional policies and goals, specifically including growth manage-
_ ment policies;
Slw WHEREAS, a "goal" means the long -term end towards which programs
and activities are ultimately directed;
WHEREAS, a "policy" means the way in which programs and activi-
ties are conducted to achieve and indentify the goal;
WHEREAS, a Comprehensive Regional Policy Plan shall be consis-
tent with, and shall further, the State Comprehensive Plan;
WHEREAS, a Comprehensive Regional Policy Plan shall implement
and accurately reflect the goals and policies of the State Compre-
hensive Plan;
WHEREAS, a Comprehensive Regional Plan shall address significant
regional resources, infrastructure needs, or other issues of impor-
tance within the region;
WHEREAS, in preparing a Comprehensive Regional Policy Plan,
a Regional Planning Council is to seek the full cooperation and
assistance of local governments to identify key regional issues;
WHEREAS, the Regional Planning Council shall give consideration
to existing local comprehensive plans;
WHEREAS, Rule 27E -4, Florida Administration Code, sets forth
minimum criteria to be addressed in each Comprehensive Regional
Policy Plan and a uniform format for each plan;
WHEREAS, such minimum criteria emphasize the need for each
Regional Planning Council, when preparing and adopting a Comprehen-
sive Regional Policy Plan, to focus on regional rather than local
issues;
WHEREAS, the City of Ocoee, Orange County, Florida is situated
within the East Central Florida Comprehensive Planning District;
WHEREAS, the East Central Florida Regional Planning Council
(the "Council ") has presented a draft Comprehensive Regional Policy
Plan (the "Plan ") dated November 1986 to the City of Ocoee for
review; and
WHEREAS, the City staff has reviewed and evaluated the Plan,
and has addressed the Plan in a February 9, 1987 compilation enti-
tled "The City of Ocoee Staff Comments on Draft Comprehensive Re-
gional Policy Plan Dated November 1986" (the "Comments ").
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE BOARD OF
COMMISSIONERS OF THE CITY OF OCOEE, ORANGE COUNTY, FLORIDA:
1. As set forth in the Comments, certain "regional issues"
set forth in the Plan are not identified by the City, and cannot
be identified by the City, as key or significant regional issues.
2. As set forth in the Comments, certain "regional policies"
conflict with the City's comprehensive plan.
3. As set forth in the Comments, it would not be economically
feasible for the City to incorporate into the City's comprehensive
plan, and subsequently implement, certain "regional policies ".
4. As set forth in the Comments, the Plan contains certain
regional issues and associated policies which exceed the scope
of the Council's authority, or intrude into the domain of local
government.
5. As set forth in the Comments, the Plan contains a multitude
of growth management requirements which would have an unwarranted
detrimental impact on new growth.
6. As set forth in the Comments, the Plan lacks internal
consistency.
7. As set forth in the Comments, the background analysis
for the Plan does not provide an adequate technical basis for the
far - reaching requirements contained in the document.
8. Accordingly, the City submits that the Plan should be
redrafted by the Council in a manner not inconsistent with the
Comments.
9. This Resolution shall become effective on the date of
its adoption. rd ,
