for $73,135.00 that has been made available for the Ocoee Police Department through the Recovery Act:

BACKGROUNDfDISCUSSION
$73,135.00 has been made available for the Ocoee Police Department through the Recovery Act: Edward Byrne
Memorial Justice Assistance Grant (JAG), which is based on VCR reports. With this money, staff recommends
the purchase of software and licenses to allow "paperless" reports to be completed by the officers.
Currently, the Ocoee Police Department utilizes a Computer Aided Dispatch (CAD) system that allows officers
located in the police department headquarters to access the data system. The current technology does not allow
officers to access this vital information from their computer laptops located in their vehicles. The officers must
rely on communications officers to look up this data and then transmit it to them via radio. An upgrade of the
current CAD system will not only allow the officers to receive this information on their laptop computers in their
vehicles, but it would allow them to complete their field reports and send them directly into the CAD system
from their laptop computers making the process more efficient. Officers and records staff would not have to
type redundant information in their respective computers. This would save time and reduce the chances of
incorrectly entered information.

Statement of Problem
Currently the Ocoee Police Department utilizes a Computer Aided Dispatch (CAD)
system which allows officers located in the police department headquarters to access the
data system. The current technology does not allow officers to access this vital .
information from their laptop computers located in their vehicles. They must rely on
Communications officers to look up this data and then transmit it to them via radio. An
upgrade through our current CAD system will not only allow the officers to get this
information in their vehicles, but it would allow them to complete their field reports and
send them directly into the CAD system from their laptop computers making the process
more efficient.
Two goals would be achieved by this process. Goal 1- The officers would be able to
access data and enter their reports from the field allowing them to spend more time on the
road assisting the citizens of Ocoee. Goal 2 - This upgrade would also improve our
current process of the Records Clerks retyping the officers' narratives into the CAD
system and would allow them more time to file reports and assist citizen requests. This
upgrade would make the entire report writing and management of files more efficient.
Training of this upgrade will be a very quick process. Most of the personnel already have
the knowledge of the uses of our current CAD provider and will only need training in the
upgraded software. The current CAD provider is willing to make our user licenses
concurrent which will be saving the City of Ocoee over $100,000 that was quoted from
other providers for a similar CAD system. The current provider is an American based
software company and all of the technology is supported by American workforce
technicians.

The Police Department currently utilizes a Computer Aided Dispatch (CAD) system that
communicates with the Communications section and the Records Management section.
The officers on the street can not access this CAD system from their laptop computers in
their vehicles. The current CAD system can be upgraded to not only allow the officers to
access the system on the street but also allows them to enter their reports into the CAD
system from their laptop computeres which would make the departments process more
efficient and allow the officers more time on the street serving the citizens of Ocoee.
Upgrading the system from our current provider will save the City of Ocoee over
$100,000 already quoted from other providers for a similar CAD system. The current
provider is a Florida! American based Software Company and all of the technology is
supported by American workforce technicians.

Project Title:
"Mobile-Data Laptop and CAD Upgrade"
Proeram Narrative:
Statement of Problem
Currently the Ocoee Police Department utilizes a Computer Aided Dispatch (CAD)
system which allows officers located in the police department headquarters to access the
data system. The current technology does not allow officers to access this vital
information from their laptop computers located in their vehicles. They must rely on
Communications officers to look up this data and then transmit it to them via radio. An
upgrade through our current CAD system will not only allow the officers to get this
information in their vehicles, but it would allow them to complete their field reports and
send them directly into the CAD system from their laptop computers making the process
more efficient.
Two goals would be achieved by this process. Goal 1- The officers would be able to
access data and enter their reports from the field allowing them to spend more time on the
road assisting the citizens of Ocoee. Goal 2 - This upgrade would also improve our
current process of the Records Clerks retyping the officers' narratives into the CAD
system and would allow them more time to file reports and assist citizen requests. This
upgrade would make the entire report writing and management of files more efficient.
Training of this upgrade will be a very quick process. Most ofthe personnel already have
the knowledge of the uses of our current CAD provider and will only need training in the
upgraded software. The current CAD provider is willing to make our user licenses
concurrent which will be saving the City of Ocoee over $100,000 that was quoted from
other providers for a similar CAD system. The current provider is an American based
software company and all of the technology is supported by American workforce
technicians.
The project directives of this project will be to improve the City ofOcoee's Police
Department's technology in respects to a Mobile-Data system upgrade of our CAD
system. This would improve the efficiency of the operations from the officer on the street
to the data entry conducted by the Records section. By allowing the officers to complete
reports in the field on laptops will improve the quality of service the Police Department
currently gives the citizens of this community. The Records section then can handle more
of the quality control issues and citizen requests.
The City of Ocoee utilizes a line item budget process which allows for this grant's
expenditures to be tracked separately from other federal grant expenditures.
The project of improving the technology of the City of Ocoee's Police Department
through upgrading our current CAD system and adding a Mobile-Data reporting system
will be able to take place immediately upon the approval of this grant. The City of Ocoee
is prepared to continue the costs of this technology upgrade and is utilizing this grant to
supplement our technology upgrades through our normal budgetary process.
Timeline:
After notification of the grant award the City of Ocoee is prepared to immediately start
the process of the upgrade by purchasing the Software and start training all of our
personnel in the new procedures. The software purchase is expected to take
approximately one month after receiving approval. The training of the officers will occur
in the following month. The entire program is expected to be up and running within a two
to three month time frame from approval.

The JAG application was presented to the City Commission during a Commission
meeting on Tuesday May 05, 2009. The City Commission is the governing board of the
City of Ocoee. During this process the JAG application was also presented to the public
allowing the citizens of Ocoee and any other community organization attending the
meeting the opportunity to comment. The agenda for all Commission meetings are posted
on the City ofOcoee's web site before and after each Commission meetings.
