The Parks and Recreation Advisory Board at its November 17,2008 meeting discussed the status of the City owned tennis facilities. At this meeting it was noted by staff that several of the tennis facilities had deteriorated to a point that the courts had to either be demolished (Central Park) or closed (Vignette Park), leaving a total three courts, two at Tiger Minor Park and one at Parkside/Coventry Park, available for the public to use for recreational play. Staff also noted that the current configuration of the tennis facilities which provided one or two courts in a park limited the recreational opportunities for the public. Staff proposed developing a number of courts at one location which would allow the Parks and Recreation Department to provide an expanded lesson program, develop leagues and tournaments for youth and adults. The Park and Recreation Board felt that the community would be better served if additional tennis courts were constructed at one location rather than locating one or two courts in parks throughout the City has had been the past practice. The Parks and Recreation Advisory Board recommended expanding the tennis facilities at Tiger Minor Park to provide for a more competitive tennis program that would allow for lessons for youth and adults, a competitive league and tournaments. Staff was then directed by the City Manager's Office to develop a concept plan that would provide for the expansion of the tennis facilities at Tiger Minor Park. Staff has developed a plan for the expansion of the tennis facilities at Tiger Minor Park and presented the plan to the Park and Recreation Advisory Board at its meeting on May 18,2009. The Board approved the plan and has recommended the plan to the City Commission for its consideration. The plan includes demolishing the two existing tennis courts and constructing six new courts, relocating the basketball court, renovating and expanding parking facilities, renovating the picnic pavilion and restrooms, constructing additional pavilions for the tennis facilities and playground, improving the park walkways, constructing a boardwalk in the wooded wetland area, adding security lighting and fencing, and improving site amenities (picnic tables, grills, benches, trash receptacles, etc.), constructing storm water facilities, and developing a landscape buffer along the western property line. The total cost of all the improvements is estimated at approximately 1.6 million dollars; therefore the re- development of this park will need to be phased in over a period of years. Construction of the tennis facilities is estimated to cost approximately $400,000 and would need to be included in the initial phases of construction. The City currently has $98,500 allocated for tennis facility improvements in the Park Division Capital Improvement account ($23,500 for Tiger Minor Park and $75,000 for Vignette Park) which could be applied to this project with the City Commission approval. In addition to this the City also has $200,000 allocated for Rogers Property improvements that could be applied to this project with authorization of the City Commission. Issue: Should the Honorable Mayor and City Commission approve the plan for redevelopment of Tiger Minor Park as recommended by the Park and Recreation Advisory Board. Secondly, should the Honorable Mayor and City Commission re-allocate the $75,000 originally allocated for the replacement of tennis courts at Vignette Park. and re-allocate the $200,000 originally allocated for the development of the Rogers Property to the redevelopment of the tennis courts at Tiger Minor Park. Recommendations Staff recommends the Honorable Mayor and City Commission approve the plan for redevelopment of Tiger Minor Park as recommended by the Park and Recreation Advisory Board. Furthermore, staff recommends the Honorable Mayor and City Commission re-allocate the $75,000 originally allocated for the replacement of tennis courts at Vignette Park. and re-allocate the $200,000 originally allocated for the development of the Rogers Property to the redevelopment of the tennis courts at Tiger Minor Park. Attachments: Tiger Minor Park Master Plan Financial Impact: The City will need to re-allocate funds from two capital projects; these include $75,000 from the Vignette Park tennis courts replacement project and $200,000 from the Rogers Property development project.
