Scott Construction Company for Blackwood Avenue 16-Inch Reclaimed Water Main and Approval of associated Health Central Utility Easements (Temporary and Perpetual) Background Summary: The above project includes construction of a reclaimed water distribution system extension at Blackwood Avenue and S.R.50. The project consists of the installation of approximately 1,375 feet of 16-inch (16") ductile , iron reclaimed water main from north of Old Winter Garden Road and across S.R.50. The S.R.50 crossing includes 160 linear feet of 16" reclaimed pipe installation within a 30" steel casing pipe across S.R.50 and tying into an existing 16" reclaimed water main that was constructed as part of Ocoee Commons PUD. The S.R.50 Widening project plans to date were taken into account during design of the above mentioned Blackwood Avenue reclaimed extension project. In order to have the proposed reclaimed water main extension to remain outside of the future S.R.50 right-of- way and planned improvements, City staff has approached Health Central for a 10- foot perpetual easement parallel to the S.R.50 right-of-way and a temporary construction easement adjacent to the perpetual easement. City staff has been in the process of obtaining the easements within the Health Central property. Work within the hospital property cannot begin until the easements are received. On June 2, 2009 City Commission approved the Award of the Blackwood Avenue 16-Inch Reclaimed Water Main Extension to R.A. Scott Construction Company. Easement negotiations between Health Central and City staff have resulted in a recOlllinended exchange as valuable consideration in lieu of monetary compensation for the easements, both temporary and perpetual/permanent. Details of the terms of the negotiations are outlined in the two attached letters and are as follows: . The City to take over the monthly power costs and maintenance of the Blackwood Avenue right-of-way street lights. . The City to make arrangements to take over the irrigation and landscape maintenance within the right-of- way. . City to install 2-12" potable water shut off valves on the existing 12" City owned water main that run north/south across the hospital property. Health Central has agreed to share one-half the cost for installation of the 2 valves and will provide reimbursement to the City. To implement installation of the valves, Change Order No. 1 in the amount of $22,800.00 to the R.A. Scott Construction Company contract is attached for approval. Both valves are needed to allow better isolation of the hospital's and City's system in anticipation of the upcoming F.D.O.T. S.R.50 Widening Project and associated City utility relocations and unforeseen interruptions in the future. 1 . City to provide a 6" reclaimed stub-out and associated valve to Health Central, to be located near the Health Central sign that fronts Colonial Drive, as part of the Blackwood Avenue 16" reclaimed main extension. Issue: The City needs the easement dedication from Health Central Hospital for the installation of the 16-inch reuse main and the change order is required to cover the additional expense. Recommendations The Engineering Department recommends that the City Commission accept the easement dedication by Heath Central and approve Change Order No. 1 with R.A. Scott Construction Company in the amount of $22,800.00 and authorize the Mayor and City Clerk to execute the Change Order and easement documentation. 1. City staff to proceed in accomplishing the listed tasks in exchange for the easements. 2. Authorize the Mayor and City Clerk to execute both Health Central easement documents. 3. Approve and authorize the Mayor to execute Change Order No. 1 documentation to allow R.A. Scott to accommodate one of the terms of the Health Central easement negotiations. The utility alignment will require both a permanent 10 foot wide utility easement and a temporary 50 foot by 50 foot construction easement. WEST ORANGE HEAL THCARE DISTRICT, c/o Health Central, is agreeable to the City's request to allow the reclaim main and easements within the hospital property and respectfully asks that in exchange for these considerations, that the City will assume from Health Central the operation and maintenance responsibilities for those utilities, both irrigation & electrical, located within the Blackwood Avenue right-of- way. Additionally, it is requested that the City install at its cost two shut off valves to the hospital's 12 inch water main as was identified to be a concern for the City. This acceptance of this request would constitute the end of an additional operating expense and provide a minor reimbursement for the hospital's upkeep of public right-of-way over the past few years. In addition, this request would benefit the City by addressing the City's ongoing concern regarding inadequate valving control over the potable water distribution system on the Health Central property. Health Central believes this to be a mutually beneficial agreement for both parties. We appreciate your consideration of this matter and look forward to your favorable response. As discussed, in exchange for the easements, both temporary and permanent, City. staff is prepared to recommend to and request that Commission approve the following: · City taking over the monthly power costs and maintenance of the Blackwood Avenue right-of- way street lights. In an effort to reveal what would be involved in taking over the street lights, City staff has already made contact with Progress Energy and Health Central Maintenance staff. · As part of the up coming Blackwood Avenue street scaping project the City can make arrangements to take over the irrigation and landscape maintenance within the right-of-way. · City installation of one 12" potable water shut off valve on the existing 12" water main. Health Central is to pay for the other valve. Initial cost estimates for one 12" cut-in valve with two line stops ranges between $15,000 and $20,000. . City to provide a 6" reclaimed stub-out and associated valve to Health Central, to be located near the Health Central sign that fronts Colonial Drive, as part of the Blackwood Avenue 16" reclaimed main extension. It is believed that the above arrangement is mutually beneficial for both parties.
