Background Summary: The City of Ocoee was notified by Orange County on May 24 that the City will receive $1.2 million in federal Community Development Block Grant funds for rehabilitation of the Pioneer Key I mobile home park In FY 2010. It is a condition of this grant that the City provide the design documents, advertise the project for competitive bids, and supply construction management and inspection services. The overall project will reconstruct the sanitary sewer system, improve stormwater facilities, reconstruct roads and sidewalks, and replace Lift Station 22 at a new location. The City's Adopted FY 2009 Budget includes $135,000 for Pioneer Key I roadwork. The City has a continuing contract for engineering design services with the firm of Inwood Engineering, Inc. Work under this contract is authorized by purchase order following the specification of a scope of work by the City and negotiation of a price proposal. Under earlier agreements of this type, the City contracted with Professional Engineering Consultants (PEC) and Dyer, Riddle, Mills, and Precourt (DRMP) for portions of the design work. PEC is completing the design of a stormwater pipe that will transport water from Pioneer Key I to the Pioneer Key Regional Stormwater Pond constructed last year. DRMP has already completed the design of a relocated lift station to serve the subdivision. Inwood Engineering will integrate these various designs and complete the work by addressing streets, sidewalks, sanitary sewer, and internal stormwater management needs. Collectively, these three design projects will provide all the construction documents required to build the project in FY 2010. Issue: The Engineering Department proposes that the City Commission approve the price proposal of July 15, 2009, and award the Pioneer Key I rehabilitation project design work to Inwood Engineering, Inc. under the terms of the existing continuing contract and the project proposal. Recommendations The Engineering Department recommends that the City Commission approve the proposed project scope of work, allocate $95,101.05 from capital budget funds previously authorized for this project in Account No. 541-10-6300, and authorize the Finance Department to make the necessary budget transfer and issue the required purchase order. 1 Attachments: Task work order price proposal from Inwood Engineering, Inc. The total amount of the proposal includes work by subcontractors for surveying and geotechnical investigations. Both subcontractors are presently under continuing agreements with the City; however, direct employment of these firms by the design consultant will make them collectively responsible for the finished product without a cost penalty to the City. Financial Impact: The $95,101.05 funding for the related purchase order will be financed by the existing budget for the Pioneer Key I rehabilitation project. Because the current-year funds are appropriated in a construction account, the amount needed for engineering services must be transferred to a professional services account, 541-10-3128; the purchase order will be issued from that account. Staff recommends that the $39,898.95 remaining in Account 514-10-6300 for this project be rolled forward to FY 2010 and reserved for construction-related expenses, such as geotechnical inspection services. An additional $100,000 has been included in the FY 2010 budget request for Stormwater Operations to purchase utility easements and pay other construction-related costs associated with the stormwater pipeline portion of this project. Approximately $160,000 was budgeted in a prior fiscal year for relocating Lift Station 22. "'-"":+.)~~~~i~'~h~';{~:S'*';.,:-'~ Proposal for Pioneer Key I Mobil Home Park Retrofit (Rev 1) City of Ocoee, Florida Exhibit A - Page 1 of 4 July 15, 2009 EXHIBIT A - SCOPE OF WORK Pioneer Key I Mobile Home Park Retrofit BACKGROUND The Pioneer Key Mobile Home Park project area is located in the City of Ocoee in western Orange County (Section 18, Township 22S, Range 28E) north of Silver Star Road just to the east of Ocoee Apopka Road. The project lies within the St. Johns River Water Management District (SJRWMD). The Pioneer Key I project consists of retrofitting a mobile home park built in the early 1970s. At present, drainage, roadway, and sanitary sewer infrastructure has deteriorated and warrant replacement. There are numerous areas that flood frequently or exhibit chronic ponding. Much of the sanitary system lies within private property including the lift station which serves Pioneer Key 1. The City would like to proceed with upgrades utilizing CDBG funding from Orange County. The goal of the project will be to provide upgraded infrastructure to enhance the Pioneer Key community. OBJECTIVES The City of Ocoee Engineering Division desires Inwood to undertake an effort to design the aforementioned improvements. Engineering services will be provided for the conceptual design, permitting, design and preparation of construction drawings, cost estimates, and specifications to provide a complete bid document package to retrofit and/or rebuild the infrastructure. The design goals are as follows: )- Drainage: provide positive grading to additional drainage inlets to drain runoff towards the north of the subdivision where PEC is currently finishing design and permitting for the outfall to the regional pond to the west. This outfall includes two inlets on Shell Key Court which drain offsite to the west. )- Roadway: provide properly graded roadway with inverted crown section and sidewalk within the available right-of-way. Due to probable high groundwater table conditions, water resistant base materials will be considered as appropriate. The entrance road at Silver Star Road will be reconfigured to accommodate better traffic flow and accessibility at the mail box station. The City intends on acquiring a parcel adjacent to the east or west of the entrance to facilitate this mail box station access. )- Sanitary Sewer: provide a new gravity system serving each home site with main line piping within the road right-of-way. The gravity system shall be designed to flow to a new replacement pump station. The design for the replacement to the existing pump station currently located on private property is being conducted by DRMP for the City of Ocoee. The proposed pump station will be located to the proposed mail station parcel to be acquired by the City near the entrance (east or west side). Soil testing for the evaluation of existing soil and groundwater conditions that pertain to the construction of the improvements The following assumptions and limitations will be adhered to during the contract: 1. It is assumed that the design and permitting of the outfall from the Pioneer Key I site to the Regional Pond to the west will be completed by others in a timely manner to allow the drainage outfall from the subject site to be properly designed. It is assumed that the drainage modifications included under this design will not require additional SJRWMD permitting, and no efforts associated with SJRWMD permitting are included. 2. It is assumed that all permit fees will be paid for by the City. 3. It is assumed that a right-of-way utilization permit will be necessary from Orange County to accommodate roadway, drainage, and sanitary modifications at the project site entrance. 4. All calculations, design parameters, surveys, right-of-way plans and construction plans shall be submitted in English Standard Units. 5. For the 60%, 90%, and 100% plans submittal, three (3) sets of half-size 11"x17" black-line plans with cost estimate shall be given to City. Three (3) copies of the specifications documents will be provided at the 90% and 100% and Final submittals. 6. Upon final review and approval, four (4) full size format (24"x36") sioned/sealed copies of the FINAL CONSTRUCTION PLANS will be provided to the City. A PDF version of the final plans will also be provided. 7. One (1) Legal Sketch for the City's acquisition of 1 property near the entrance is included in this proposal (under subconsultant Southeastern Surveying's scope). If additional legal sketches are required for parcel acquisition or easements, this service can be provided under a separate scope authorization. 8. It is assumed that utility conflict sheets will be necessary for the plans. If the number or required adjustment locations exceed the assumptions of the proposal, additional adjustment design can be provided under a supplemental budget. 10. This scope of services has assumed that environmental services including the flagging of wetlands, mitigation services, etc. will not be necessary for design and permitting of the project. 11. The scope includes no construction support services. Full-time CEI services are not included. If needed, this service can be provided under a supplemental scope of work. 12. The scope does not include the preparation of an N.P.D.E.S. permit application for construction. 13. It is assumed that the selected contractor will be responsible for preparing and providing as-built drawings certified by a PLS to the City. Scope does not include review and/or certification of as- builts. 14. The scope does not include participation in any public meetings or meetings with individual property owners. Proiect Information The subject site is located in the Pioneer Key - Phase I subdivision in the City of Ocoee, Orange County, Florida. The project involves replacement of the existing pavement (total of approximately 4,500 lineal feet) and construction of new storm and sanitary sewer lines. Scone of Geotechnical Services Our fee proposal includes the following work items. 1. Review readily available published geologic and topographic information. This published information will be obtained from the appropriate quadrangle map published by the United States Geological Survey (USGS) and the "Soil Survey of Orange County, Florida" published by the United States Department of Agriculture (USDA) Soil Conservation Service (SCS). PSI will execute a program of subsurface sampling and field testing. As requested, we propose to perform a total thirteen (13) auger borings to depths of 7 feet within the proposed stonn/sewer line improvement areas. 3. Perform six (6) pavement cores within the existing pavement areas to determine pavement type and condition, potential for recycling, as well as recommendations for replacement/reconstruction of the roadways. 4. Visually classify and stratify representative soil samples in the laboratory using the AASHTO classification system. Conduct a limited laboratory testing program to aid in classification of soils. Identify soil conditions at each boring location and form an opinion of the site soil stratigraphy. 5. Collect groundwater level measurements and estimate normal wet seasonal high groundwater levels. 6. The results of the field exploration and laboratory tests will be used in the engineering analysis and in the formulation of our geotechnical recommendations for the planned roadway/utility design. The results of the subsurface exploration, including the recommendations and the data on which they are based, will be presented in a written report. Schedule We are in a position to start work on the assignment immediately upon receipt of authorization to proceed. The first task will be to complete a utility clearance of the site through Sunshine State One Call. The fieldwork, laboratory services and report preparation will take on the order of 3 to 4 weeks to complete. PSI can provide verbal results of our findings and analyses performed as it is completed prior to the issuance of our reports. Service Fee It is proposed the fee for performance of the above-outlined services be determined on a unit price basis, in accordance with our attached Schedule of Services and Fees, and the work be performed pursuant to our General Conditions. Copies of our Schedule of Services and Fees and General Conditions are enclosed herewith and incorporated by reference into this proposal.
