Subject: Change Order No.2 with R.A. Scott Construction Company for Blackwood Avenue 16-Inch
Reclaimed Water Main Project
Background Summary:
The above project includes construction of a reclaimed water distribution system extension at Blackwood
Avenue and S.R.50. The project consists of the installation of 16-inch (16") ductile iron reclaimed water main
from north of Old Winter Garden Road and across S.R50 connecting to an existing 16" reclaimed water main
that was constructed as part of Ocoee Commons PUD. The S.R50 right-of-way crossing includes 16" reclaimed
pipe installation within a 30" steel casing pipe. The current S.R.50 widening project plans were taken into
account during design of this reclaimed water project.
Change Order No.2 in the amount of$40,616.00 adds 2 items:
1. An Air Release Valve (ARV) on the new 16" reclaimed main and
2. Forcemain work in the S.R.50 right-of-way at two locations.
The ARV modification was requested by the City's Utilities Department and is anticipated to cost $3,825.00.
The forcemain work in the amount of$36,791.00 allows for sewer utility work within the S.R.50 right-of-way in
two locations. The first location is just north of the hospital and east of the S.R.50 crossing for the 16"
reclaimed water project and the second location is south of the West Oaks Mall. The forcemain work north of
the hospital includes connecting the hospital's 6" forcemain to the Ocoee Commons PUD 6" forcemain. The
forcemain work south of the Mall includes connecting an existing 4" forcemain crossing originating from the
southern plaza lift station that serves both the West Oaks Square rnc plaza and the Centra Care and connecting it
to a 6" forcemain that resides on the West Oaks Mall property. Both forcemains are currently connected to a 12"
forcemain that is slated for removal from service.
Issue:
The change order is needed to accommodate the Utilities Department's request for an ARV and to allow the City
to realize a cost savings for the forcemain connection work that is needed to completely abandon the S.R50 12"
forcemain, which is subject to frequent line breaks.
Recommendations
The Utilities and Engineering Departments recommend that the City Commission approve Change Order No.2
with RA. Scott Construction Company in the amount of $40,616.00 and authorize the Mayor and City Clerk to
execute the Change Order.
Since the RA. Scott Construction Company is already working in the S.R50 right-of-way in the immediate

vicinity of the work described above, the City would realize a cost savings for contractor mobilization if the
forcemain work were to be timely awarded to RA. Scott.

Financial Impact:

CHANGES ORDERED:
I. GENERAL
This change order is necessary to cover changes in the work to be performed under this Contract.
The GENERAL CONDrTrONS, SUPPLEMENTARY CONDrTIONS, SPECrFrCATIONS and all
parts of the Project Manual listed in Article 1, Definitions, of the GENERAL CONDrTIONS apply to
and govern all work under this change order.
II. REQUrRED CHANGES
rtem 1 - ARV - rnstallation of2" Air Release Valve including a 4'x4' concrete vault with frame and
cover with the utility easement dedicated to the City of Ocoee located Ocoee Commons PUD
driveway which connects to SR 50.
Item 2 - rnstallation of a forcemain connection within the SR50 right-of-way. Item 2 forcemain work
is located on the northern portion of SR50 (northern shoulder) between Shoppes at Ocoee (Ocoee
Commons PUD) on the north and Health Central on the south. This new forcemain connection has
taken into account the future SR50 widening project plans generated to date.
Item 3 - Installation of a forcemain connection within the SR50 right-of-way. Item 3 forcemain work
is located on the northern portion of SR50 adjacent to the Mall. This new forcemain connection has
taken into account the future SR50 widening project plans generated to date.
III. JUSTrFrCA TION
Item 1 - Needed to satisfy request of Utilities Department.
Item 2 - Needed to completely abandon the 12" SR50 forcemain which is subject to frequent line
breaks.

VI. APPROVAL AND CHANGE AUTHORIZA TrON
This proposed change to the Contract is to be approved by the City of Ocoee Commission.
Acknowledgements:
The aforementioned change, and work affected thereby, is subject to all provisions of the original
contract not specifically changed by this Change Order; and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on
the original contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation and
satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a
result of this Change Order. No other claim for increased costs of performance or modifications of
time will be granted by the OWNER for the Work covered by this Change Order. The
CONTRACTOR hereby waives and releases any further claims for cost or time against the OWNER
arising from or relating to the matters or Work set forth or contemplated by this Change Order.
