Background Summary:
The City of Ocoee has awarded the engineering design work associated with the Pioneer Key I
Rehabilitation Project to the firm of Inwood Engineering, inc. The construction phase of the project
is funded by a combination of Orange County CDBG funds and City of Ocoee stormwater and
utility funds. The original project scope included reconstructing the sanitary sewer system,
improving stormwater facilities, reconstructing roads and sidewalks, and rebuilding Lift Station 22
at a new location. The project scope was recently amended to include replacement of the water
distribution system within Pioneer Key I and interconnecting that system with a new water main
running through the development from Ocoee-Apopka Road to Lakewood Avenue. The scope
change to include water system reconstruction has been endorsed by Orange County and requires
additional engineering design work.
The City has a continuing contract for engineering design services with the firm of Inwood
Engineering, Inc. Work under this contract is authorized by purchase order following the
specification of a scope of work by the City and negotiation of a price proposal. A task work order
was authorized by the City Commission in the amount of $95,101.05 for the design services
required by the original scope of work and a purchase order was issued to authorize the work. In
response to the City's request for the scope of work to be expanded to include the water
distribution system, Inwood Engineering has provided a supplemental proposal in the amount of
$22,102.20.
Issue:
The Engineering and Utilities Departments propose that the City Commission approve the price
proposal of October 9,2009, and award the supplemental Pioneer Key I water distribution system
design work to Inwood Engineering, Inc. under the terms of the existing continuing contract and the
project proposal.
Recommendations
The Engineering and Utilities Departments recommend that the City Commission approve the
revised project scope of work to now include the water distribution system, authorize the use of
$22,102.20 in capital budget funds previously allocated for Pioneer Key I in Fund 414, direct the
Finance Department to make any necessary budget transfer, and authorize the Finance
Department to increase the amount of the related purchase order by $22,102.20.

Attachments:
Task work order supplemental price proposal from Inwood Engineering, Inc. The total amount of the
proposal includes work by a surveying subcontractor. The identified subcontractor is presently under
continuing agreements with the City; however, direct employment of this firm by the design consultant
will make them collectively responsible for the finished product without a cost penalty to the City.
Financial Impact:
The Utilities Special Project Fund has an allocation of $250,000 for Pioneer Key I utilities. The
$22,102.20 funding for the related purchase order will be financed by a portion of that allocation.

EXHIBIT A - SUPPLEMENTAL SCOPE OF WORK
Pioneer Key I Mobile Home Park Retrofit
BACKGROUND
The Pioneer Key Mobile Home Park project area is located in the City of Ocoee in western Orange
County (Section 18, Township 225, Range 28E) north of Silver Star Road just to the east of Ocoee
Apopka Road. The project lies within the St. Johns River Water Management District (SJRWMD).
The Pioneer Key I project consists of retrofitting a mobile home park built in the early 1970s. At
present, drainage, roadway, and sanitary sewer infrastructure has deteriorated and warrant replacement.
There are numerous areas that flood frequently or exhibit chronic ponding. Much of the sanitary system
lies within private property including the lift station which serves Pioneer Key 1. The City would like to
proceed with upgrades utilizing CDBG funding from Orange County. The goal of the project will be to
provide upgraded infrastructure to enhance the Pioneer Key community.
Since the submittal of the original scope of work, the City has requested that design of a replacement
water system also be included in the engineering efforts. This would replace the existing system within
the subdivision, and provide for looping of the system to the west to Ocoee - Apopka Road (along
proposed drainage outfall easement along the north side of the Post Office property) and to the east to
Lyman Avenue (along Kissimmee Avenue and Lee Street) and connecting to the existing line along Silver
Star Road.
OBJECTIVES
The City of Ocoee Engineering Division desires Inwood to provide supplemental efforts to design the
aforementioned water system related improvements. Engineering services will be provided for the design
and preparation of construction drawings, cost estimates, and specifications to provide a complete bid
document package to retrofit and/or rebuild the infrastructure. The design goals are as follows:
);> Water System: provide a new water main and lateral system serving each home site with
main line piping within the road right-of-way. The gravity system shall be designed to loop to
existing service connection to the west at Ocoee Apopka Road and east at Lyman Avenue.
Hydraulic calculations for sizing the replacement water system shall be provided to Inwood by
the City and/or City's consultant.
PROFESSIONAL ENGINEERING SERVICES
The consultant shall perform the following scope of additional engineering services related to the
water service design:
1) Supplemental Project Management
. Supplemental Project Administration
. Coordination of Subconsultant Field Work - Surveying
2) Supplemental 60% Construction Plans and documents preparation including the following:
. Plans (24"x36" format)
. Plan and Profile - assume 11 sheets @ 1"=20' scale (integrated with drainage
and sanitary sewer sheets)
. Water Utility General Notes - 1 sheet
. Water Utility Miscellaneous Details - 1 sheet
. Utility Conflict Plans (assume 2 plan & profile)

SUBCONSUlTANT SERVICES

· Additional Detailed Utility Survey efforts focused on identifying existing water service
laterals and mains.
· Additional number of subsurface utility "soft digs" to confirm water utility locations
and depths.
The following assumptions and limitations will be adhered to during the contract:
1 , Note that it is assumed that any efforts coordinating with the FDEP for permitting of the water
line is covered under the previous scope of work.
2. Note that it is agreed that all submittals (60%, 90%, 100%, and Finals) will be in full size
24"x36" format. This is a modification to the original scope of work.
3, It is assumed that the City will provide Inwood with the hydraulic calculations for sizing the water
mains and laterals.
4, All other assumptions and limitation identified in the original scope of work are still valid.

Dear Mr. Ellard,
We are pleased to submit our Proposal for surveying services on the above referenced project.
SCOPE OF WORK:
Augment the previously completed Topographic Survey in accordance with Chapter 61 G I 7-6 F.A.C.
to include the following:
1. Map property lines based on ownership legal descriptions as they appear in the last deeds of
record or as described on the property appraisers web site (when last deed of record is not listed.
Illustrate all easements dedicated by the record plat or as furnished by City of Ocoee staff.
2. Locate all improvements and utilities, as evidenced by above ground features or as marked by the
designated utility company representative.
3. Obtain spot elevations on natural ground and existing improvements suitable for interpolation of
one foot contours to be shown on the final drawing.
4. Establish a minimum of (2) site benchmarks.
5. Establish & monument a baseline to be used for construction.
6. Topographic coverage will be limited to the right of way (plus 10 feet) of Lee Street from North
Kissimmee A venue to east of Lyman A venue; North Kissimmee A venue from south of Siesta Key
Court to Lee Street and the easterly extension of Siesta Key Court to North Kissimmee A venue.
7. Perform four (4) subsurface utility test holes at conflict locations as directed by designers.
