Background Summary: The City of Ocoee awarded the inspection services work associated with the reconstruction and relocation of Lift Station No. 7 and the SR 50 force main to the firm of Dyer, Riddle, Miller, and Precourt, inc. (DRMP). Full-time inspection services were a necessary part of the project due to the complexity of the work and the need for absolute quality control. City staff were not available for the inspection work due to the number of projects underway. The inspection services task work order was issued under the terms of the City's continuing contract for engineering services with DRMP and was established as a maximum not-to-exceed fee of $91,280.00 based on an anticipated number of hours. The construction phase of the project during which DRMP is to provide inspection services is nearing completion. Due to changes to the scope of the project, the construction phase has extended longer than expected and additional inspection hours are required to complete the work. In response to the City's request for the period of inspection to be expanded, DRMP has provided a supplemental proposal in the amount of $12,400.00 for 200 additional hours of work. Issue: The Engineering and Utilities Departments propose that the City Commission approve the price proposal of November 6, 2009, and award the supplemental inspection services work to DRMP under the terms of the existing continuing contract and the project proposal. Recommendations The Engineering and Utilities Departments recommend that the City Commission approve the supplemental scope of work, authorize the use of $12,400.00 in capital budget funds previously allocated for the project (City Job No. 14103), and direct the Finance Department to increase the amount of Purchase Order No. 1419587 by $12,400.00. 1 Attachments: Task work order supplemental price proposal from DRMP. Financial Impact: The allocated project budget has remaining funds of approximately $100,000. The $12,400.00 funding for the related purchase order increase will be financed by a portion of that allocation. Manager Engineering Department City of Ocoee 150 North Lakeshore Drive Ocoee, Florida 34761 Subject: Requisition No. ENOO0139 Dear Mr. Butler: As per your request DRMP has prepared a change order to the City's original authorization for CEI Services on the LS #7 and Forcemain Replacement Project due to additional work authorized for the contractor by the city. This specifically is a result of work for inspection of the completed wiring of the lift station; re- videoing a portion of sanitary gravity line; coordination with Progress Energy, Electrician and City; review of as-builts; start-up; and some minor punch list items. It is estimated that the additional services will be for 200 hours at $62.00 per/hour for a not-to-exceed amount of $12,400.00.
