(District 3 - Commissioner Johnson) Background Summary: The City Commission budgeted funds in FY 2009 to repair the two tennis courts at Tiger Minor Park and subsequently accepted the conceptual plan developed by Bellomo-Herbert for various improvements to that park. One of the more significant elements of those improvements was the construction of a six-court tennis complex for the city. Price proposals have been received that suggest project funds are adequate to construct at least half of the six-court facility. The planned tennis center consists of two sets of three courts with a central pavilion. The two existing tennis courts are located near the approximate center of the larger planned facility. Recently completed evaluations of the existing courts indicated that complete replacement is necessary due to failure of the base under the asphalt pavement. Reconstructing them in the same location, which is the lowest cost option at $30,000, will mean that they must be rebuilt at a different location when the larger facility is constructed. The next option is to rebuild the two courts at a location that will allow them to be incorporated into the larger facility at a future date. This option adds the $12,000 cost of relocating the lighting fixtures, some of which will need to be moved again to construct the additional courts, resulting in a total cost estimate of $42,000. The final option is to build the entire three-court assembly proposed as the northern portion of the future tennis center for an estimated cost of $65,000. This option adds the cost of a third tennis court ($15,000) and the extra cost of light fixtures that will reduce the level of lighting to which neighboring subdivisions may be exposed ($20,000). The adopted FY 2009 City budget included $32,500 for repairing the Tiger Minor tennis courts and $75,000 for rebuilding the tennis courts at Vignetti Park. The adopted FY 2010 budget includes $30,000 for repairs to the tennis and basketball courts at Parkside Coventry Park. Economies of scale suggest that these projects should be combined into one procurement. Given that it now appears the Vignetti Park courts can be rebuilt for $30,000, approximately $45,000 could be reallocated to the tennis court work at Tiger Minor Park, thereby providing more options for improving that facility. Issue: Should the City select one of the following options to replace the two existing tennis courts at Tiger Minor Park? 1. Rebuild the two courts at their current location, making no changes to the lights, at a cost of $30,000. 2, Rebuild the two courts at a location that will allow them to be incorporated into the proposed six-court tennis center and relocate the existing lights to the new location at a cost of $45,000. 3. Build the complete northern three-court portion of the tennis center and change the lighting fixtures to a type that reduces off-site impacts at a cost of $65,000. Recommendations Staff recommends that the three-court option be adopted by the City Commission and that the existing construction plans be modified accordingly so that bids may be solicited for the work, with all three court repair/replacement projects currently funded across the city being combined into a single package for bidding purposes, The two tennis courts located at Vignetti Park would also be reconstructed at their currently location, while the courts at Parkside Coventry Park would be resurfaced. Financial Impact: The funding for this procurement is included in the overall project budget for tennis court replacements and repairs at Tiger Minor Park, Vignetti Park, and Parkside Coventry Park.
