CITY COMMISSION SPECIAL SESSION
OCOEE CITY COMMISSION
September 9, 2009, at 7:15 P.M.
I I. CALL TO ORDER
Mayor Vandergrift called the special session to order at 7:00 p.m. in the Commission Chambers of
City Hall. City Clerk Eikenberry called roll and declared a quorum present.
Roll Call: Commissioner Hood, Commissioner Wilsen, Mayor Vandergrift, Commissioner Keller,
and Commissioner Johnson.
Also Present: City Manager Frank, Assistant City Manager Croteau, City Clerk Eikenberry,
Police Chief Brown
II. 2009-2010 ORANGE COUNTY PUBLIC SCHOOLS, SCHOOL RESOURCE
OFFICER CONTRACT
Chief Brown advised that this is the same contract we have signed with the County for many
years. The only difference is the reimbursement amount is $5000 greater because we added a
school. The contract pays approximately 1/3 of the officers' salary. Discussion followed with
regarding who determines the number of officers needed at the schools, gang training, etc.
Commissioner Hood asked if the service road at the High School can have foliage added. Chief
Brown said he has been talking to Public Works Director Krug and they are working something
out. Mayor Vandergrift said there is a metal gate on the left side of Clarke Road, just before
Hackney Prairie, it is a parking/dumping site; he asked if we placed that fence there or the
property owner. Chief Brown said that is our property and the city installed it. Mayor
Vandergrift stated that we should send them a letter increasing the amount of reimbursement
because it has not increased in many years.
Mavor Vanderarift, seconded bv Commissioner Hood, moved to approve the
School Resource Officer ProQram AQreement between the City of Ocoee and The
School Board of OranQe County.
III. EMERGENCY ITEM- RELEASE OF SEWAGE PUMPING STATION
EASEMENT AGREEMENT, GOOD HOMES PLAZA, INC.
Mayor Vandergrift declared this an emergency item.
Mayor Vandergrift stated that he was asked to sign this agreement last week but needed more
information.
City Attorney Rosenthal stated that packet distributed on the dais is in reference to a Sewage
Pumping Station Easement Agreement that was signed in 1991. He added that Section 6.2 of
that agreement states that the city shall record a document releasing buyer and Goodman from all
the provisions from Section 6 of the agreement on April 30, 1995 or prior to that date. This date
has obviously passed, but the city is obligated to provide a release. The Shoppes of West Oakes
is creating a condominium and they will be selling a condominium parcel to Aldi for the new
Aldi Grocery Store. Aldi raised this agreement as a title objection which has prevented them
from closing and moving forward with their store, so they are requesting that the City execute a
release. He stated that Staff recommends the release is executed by the Mayor and City Clerk.
Mayor VanderQrift, seconded by Commissioner Keller, moved to approve the
Release of SewaQe Pumpintl Station Easement AQreement and authorize the
Mayor and City Clerk to execute same. Motion carried 5-0.
IV. ADJOURNMENT
The meeting was adjourned at 6:59 p.m.
