Background Summary:
Ordinance No. 89-19, creating the Planning and Zoning Board, as amended by Ordinance No. 99-09, requires the selection
of nine (9) members that must be City residents; an attempt must be made to select persons from different geographical
districts and with experience or interest in fields relating to Planning and Zoning (including architect, engineer, general
building, contractor, real estate agent, lay person). There are currently eight (8) members on the board.
The term of Member Frank Morris has expired, and he has indicated an interest in being considered for reappointment. Mr.
Morris has been a member of the Planning & Zoning Commission since June 2004, and in the last year has attended 9 of 11
meetings. Additionally, due to the resignation of Darlene Rhodus there is one (I) open seat for this board, Currently, four
(4) applications are on file from Ocoee Residents Carolyn Alexander, Glenda Dunn, Owen Kelley, and William Maxwell
who have all indicated their interest in being a member of the Planning & Zoning Commission,

Recommendations
Staff respectfully recommends that the Honorable Mayor and City Commissioners consider reappointing Member Frank
Morris, as well as making an appointment of one of the following applicants to fill the seat vacated by Darlene Rhodus OR
select two new members from the list of applicants if Member Morris is not reappointed, Both members shall serve on the
Planning & Zoning Commission for a three-year term ending February 2013. APPLICANTS: Carolyn Alexander, Glenda
Dunn, Owen Kelley, or William Maxwell

I recently retired after a long and productive career in various professions and I am very
interested in serving on a board for the City of Ocoee.
I attended West Virginia University and have taken numerous classes over the years to
further my education. My husband and I have been active members of the community
since the middle 1960's and raised our family here. I was a substitute teacher for
Orange County public schools and did the majority of my teaching in the Ocoee schools.
I had a high level professional job as Executive Secretary to the Regional Vice President
and Managing Director of the Hyatt Regency Grand Cypress. In this position, I definitely
used and perfected my "people" skills.
One of my most rewarding jobs of my career was as the Development Review
Coordinator in the Planning Division of the Community Development Department for the
City of Ocoee. I definitely know the inner workings of the City and feel that my
knowledge and expertise would be an asset on any of the boards,

Family medical responsibilities will necessitate my being out of state on several occasions in the coming
year. Because of this I feel it best that I submit my resignation as a member of the City of Ocoee
Planning & Zoning board effective immediately.
I have seen a lot of change in our city since being appointed to the board 20 years ago. It has been an
