Subject: Reassignment of Performance Efficiency Evaluation for Pioneer Key (Palm Park) Pond.
Background Summary:
The EPA grant which funded the construction of the Pioneer Key Regional Stormwater Pond required the
City to monitor the pond performance in reducing pollutant loadings discharging through the Northwest
Ditch into Lake Apopka. The Commission approved issuing the performance efficiency evaluation work
to PEC, the City's continuing services Stormwater Engineering consultant in February 2009. PEC has
recently notified the City that they will not be able to perform the remainder of the work on this project. A
sub consultant, Environmental Research & Design, Inc. (ERDI) was performing the majority of this
specialized efficiency evaluation for PEC.
Public Works recommends canceling the remainder of the purchase order with PEC for the subject work
and reassigning the completion of the work directly with ERDI. $57,974.31 remains on the PEC
purchase order, and ERDI only requires $49,572.06 to complete the work. Any reporting previously done
by PEC would be completed by the Public Works Team.
Issue:
Request the City Commission to reassign the Pioneer Key Pond performance efficiency evaluation for
the EPA to Environmental Research & Design, Inc.
Recommendations
Recommend the City Commission do the following:
1. Cancel the remainder of purchase order 1419591 with PEC for the performance efficiency
evaluation of Pioneer Key Pond with a remaining value of $57,974.31.
2. Reassign the remaining EPA required work on the Pioneer Key Pond performance efficiency
evaluation to Environmental Research & Design, Inc., for $49,572.06.

Financial Impact:
The $49,572.06 is adequately funded in the Stormwater Division budget through the remaining
$57,974.31 from cancelled purchase order 1419591.

Proiect Backeround
The Pioneer Key regional stormwater project was constructed as a regional wet detention pond to
provide retrofit water quality treatment and flood attenuation. This facility will provide
treatment for the Pioneer Key I and Pioneer Key 11 mobile home communities as well as other
developed and undeveloped areas along the Northwest Ditch (123-acre drainage basin) in the
City of Ocoee prior to discharge into Lake Apopka. Design criteria for the stormwater facility
are summarized below (PEC, 2007):

Introduction
This document outlines work efforts to be performed by Environmental Research & Design, Inc.
(ERD) for the City of Ocoee (City) to complete the performance efficiency evaluation of the
Pioneer Key Regional Stormwater Facility. This facility has been recently constructed by the
City to reduce pollutant loadings discharging through the Northwest Ditch into Lake Apopka.
Work efforts for this project were initiated by ERD during April 2009 as a subconsultant to
Professional Engineering Consultants (PEC) which was the City drainage consultant for the
project. However, PEC became dissolved approximately half-way through the field monitoring
program. This proposal outlines the remaining tasks necessary to complete the field monitoring
program, data analysis, and preparation for Draft and Final Reports.

Scope of Services
ERD proposes to perform the specific work efforts outlined below to complete the performance
efficiency evaluation for the Pioneer Key Regional Stormwater Facility. Details of specific work
efforts proposed for this project are summarized below. This proposal maintains the original
task numbering used in the proposal to PEC to assist in comparing the original and revised
proposals.
4. Perform Routine Monitorine:: ERD field personnel will visit the site once each week to
retrieve stored hydrologic data and collect composite inflow and outflow samples. The
operation of all on-site equipment will be evaluated during each visit. Activities
performed at the site will be recorded on field notes. The monitoring program will last
for a period of 3 months, with a minimum of 12 weekly monitoring visits conducted
during this study.
Continuous flow-weighted composite samples will be collected at each of the four
monitoring locations. Each of the composite inflow, outflow, and runoff samples will be
returned to the ERD Laboratory and analyzed for the following parameters:

The original budget included a total of 144 stormwater and baseflow samples. A total of
39 samples were billed under the PEC contract, with the remaining 105 samples included
in this proposal.
In addition, a bulk precipitation collector will be installed adjacent to the pond, and wet/
dry fallout bulk precipitation will be collected on a continuous basis. A total of 18
samples was included under the original proposal. Seven samples were billed under the
PEC contract, with the remaining II samples included in this proposal.
5. Routine/Final Data Compilation: All data retrieved during the weekly site visits will
be compiled into a common database on a continuing basis. The weekly field data will
be reviewed and evaluated with respect to accuracy and precision of the data. At the end
of the monitoring program, all of the compiled data will be summarized in both tabular
and graphic formats for use in the Final Report. This task was billed at a 30% completion
through the PEC contract, with the remaining 70% included under this proposal.
6. Prepare Draft Final Report: A Draft Final Report will be prepared by ERD which
summarizes all field and laboratory activities and provides an analysis of the performance
efficiency of the system. Two copies of the Draft Final Report will be provided to the
City for review and comments.

7. Attend Review Meetin!! with City: The ERD Project Director will attend a reVIew
meeting with the City to discuss comments on the Draft Final Report.
8. Preoare Final Reoort: A Final Report will be prepared for this project which
incorporates the review comments provided by the City. Two hard copies and one digital
copy of the Final Report will be provided to the City.
