MINUTES OF THE CITY OF OCOEE
CODE ENFORCEMENT BOARD MEETING
FEBRUARY 23,2010
CALL TO ORDER
Chairman Godek called the regular meeting of the Ocoee Code Enforcement Board to order
at 7:00 p.m. in the Commission Chambers at City Hall. Member Hopper led the Invocation
and Member Lowery led the Pledge of Allegiance to the Flag. The roll was called and a
quorum was declared present.
PRESENT: Chairman Godek, Vice Chair M. Godek, Members Hopper, Lowery, and Sais.
Also present were Code Enforcement Officer Loeffler, Code Enforcement
Officer Delgado, Deputy Fire Chief Stanley, Administrative Assistant Ballard,
Attorney Sneed, and Deputy City Clerk Sibbitt.
ABSENT: Member Alexander and Alternate Member Osborne were absent excused.
GUESTS: None.
Administrative Assistant Ballard administered the oath to Code Enforcement Officer
Loeffler, Code Enforcement Officer Delgado, Deputy Fire Chief Stanley, and anyone
intending to speak regarding a case.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED ROUTINE BY THE CODE ENFORCEMENT BOARD AND WILL BE
ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A
MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK TO REMOVE THE ITEM FROM THE
CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

Officer Loeffler gave a brief history of the case providing exhibits and further stated, as of
today, the property is in non-compliance.
George Laman, respondent and contractor, stated this is a fairly new home and upon getting
a complaint from his tenant he did go to the property. He further stated he did notice the
problem and further contacted his septic tank contractor who noticed a steady flow of water.
It seems there was a toilet in the home that was constantly flowing water. Mr. Laman stated
that the tenants were not at the home when he discovered the problem so he wrote them a
letter. He further explained how the constant flowing of water caused the septic tank drain
field to overflow. Mr. Laman stated he went to the property twice this week and observed no
standing water or odor. He is not sure how the officer testified that today there was still a
problem. He further advised that it was not raw sewage that was flowing. Vice Chair M.
Godek inquired if Mr. Laman had the septic tank pumped. Mr. Laman stated it is a newer
home only being occupied for less than 6 months so he did not have the septic tank pumped.
He further stated the only problem with the septic tank was the constant flowing of clean
water from the toilet. He has since been into the home and has corrected the toilet problem.
Officer Loeffler stated that on all three visits he has observed standing water and an odor.
Member Hopper suggested that the contractor schedule an appointment to meet the Officer
at the property. Officer Loeffler stated he thinks it would be a good idea to schedule an
appointment in which they can also have the Orange County Health Department present.

Officer Loeffler gave a brief history of the case and further stated, as of today, the property is
in non-compliance. Member Hopper clarified that this code is not saying that we can not
pitch a tent in a backyard. Officer Loeffler stated that this code identifies an admitted camper

as residing in a tent in the backyard, which is not allowed in residential zoning. Vice Chair
M. Godek inquired if the Officer actually witnessed anyone sleeping in the tent. Officer
Loeffler stated he did not see anyone sleeping in the tent but based his testimony on what he
was told.

Officer Loeffler provided before/after photos of properties that came into compliance.
Vice Chair M. Godek announced that March 9th is our City Municipal Election. He also
announced Little League Parade is this Saturday and Opening Day will be at Central Park
with a Carnival.
Member Lowery announced Political Forum is tomorrow evening at 7 p.m. Candidates will
debate on issues and it would be nice to see residents participate.
Member Hopper announced his grandsons Sebastian and Jayden are playing Little League
tomorrow at 10 a.m and he would like to recognize them this evening.
Chairman Godek announced that two of our Code Enforcement Board Members resigned
due to personal conflicts. Mike Elliot and Jim Morton will be missed. If anyone is interested
in volunteering they can stop by City Hall or go online to get an application.
