MINUTES OF THE CITY OF OCOEE FORUM FOR DIAMOND SKI TEAM
FEBRUARY 15, 1996
CALL TO ORDER
Mayor Vandergrift called the Forum to order at 7:08 p.m. in the City Hall Commission
Chambers. The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioners Johnson, Anderson and Gleason. Also
present were City Manager Shapiro and City Clerk Grafton.
ABSENT:
Commissioner Glass.
WELCOME
Mayor Vandergrift announced the names of those who would be speaking according to the
reservation forms. They were Darrell Spell, President, Diamond Water Ski Show Team, Diana
Randall, Tim Hawksville and Kim Lusk.

DISCUSSION - DIAMOND WATER SKI TEAM
Darrell Spell gave the history, description and purpose of the Diamond Water Ski Show Team.
He described the benefits of skiing to youth and named the professions of some of the team
leaders. He explained why they were asking to use Starke Lake and spoke of the benefits to the
City. The space they would use would not be roped off and ski jump would be left in the lake all
the time. He played a video of a Kissimmee show.
Kevin Hays, president of the Lakeland Water Ski Club, explained the relationship the City of
Lakeland has with his club.
A time of questions and answers followed with responses by Mayor Vandergrift, Mr. Spell,
Mr. Hays, and City Manager Shapiro.
Commissioner Johnson stated the lake needed to be kept quiet for the use of the citizens. He
expressed his hope that the team would find a place to practice saying he thought they were
doing a good thing. Commissioner Gleason concurred. Commissioner Anderson expressed
his reservations regarding the dock and ramp and confirmed that the team does and can use the
lake without the permission of the Commission without putting their dock and ramp in place.
Harold Switzer, 609 East Lakeshore Drive, commented on the increased activity on the lake and
expressed his desire that the Commission use good judgment in reaching a decision regarding the
ski team. Discussion followed.
Commissioner Gleason commented on the calls he had received regarding this issue and the
environmental concerns of citizens not on the lake. Commissioner Johnson remarked that the
lake is used by people other than Ocoee citizens, and Commissioner Anderson encouraged any
. club that will help give youth direction to use the lake.

Mr. Spell thanked the Commission for their time and asked permission to use the lake for six
months. He advised it would take two hours to get all their gear off the lake if they did not
continue using the lake.
Mayor Vandergrift thanked Mr. Spell and the group for their attendance. He asked for a citizen
volunteer group to care for the lake.
Adjournment
Commissioner Gleason. seconded by Commissioner Johnson. moved to adjourn. Motion
carried 4-0. Meeting adjourned at 8:40 p.m.
