MINUTES OF THE CITY OF OCOEE
CODE ENFORCEMENT BOARD MEETING
MARCH 23, 2010
CALL TO ORDER
Chairman Godek called the regular meeting of the Ocoee Code Enforcement Board to order
at 7:00 p.m. in the Commission Chambers at City Hall. Member Lowery led the Invocation
and Member Alexander led the Pledge of Allegiance to the Flag. The roll was called and a
quorum was declared present.
PRESENT: Chairman Godek, Members Alexander, Hopper, Lowery, Osborne, and
Alternate Member Kelley. Also present were Code Enforcement Officer
Loeffler, Code Enforcement Officer Delgado, Code Enforcement Officer
Siegrist, Deputy Fire Chief Stanley, Administrative Assistant Ballard, Attorney
Sneed, and Deputy City Clerk Sibbitt.
ABSENT: Vice Chair M. Godek and Member Sais were absent excused.
GUESTS: None.
Administrative Assistant Ballard administered the oath to Code Enforcement Officer
Loeffler, Code Enforcement Officer Delgado, Code Enforcement Officer Siegrist, Deputy Fire
Chief Stanley, and anyone intending to speak regarding a case.
CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED ROUTINE BY THE CODE ENFORCEMENT BOARD AND WILL BE
ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A
MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK TO REMOVE THE ITEM FROM THE
CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.

Officer Siegrist gave a brief history of the case and stated the property was/is vacant and the
fine amount due is $27,750. He furthered advised the City has approx. $700.00 invested in
this case.
Mary Kranz with Keller Williams Realty stated that this property is a foreclosure and the
sale date of the foreclosure was October 30, 2009. She further explained the steps their
company takes once they acquire access to the foreclosure property. Ms. Kranz further stated
the reason it took several months to get the pool cleaned was because they were required to
get bids for everything that was needed to be repaired in the home and those bids had to be
approved. She further stated she first found out about the lien when the title company did a
lien search and sent her an e-mail on February 12th regarding the violations. She then
immediately called the Code Enforcement Officer. Ms. Kranz stated she wanted to corne
before the board to let everyone know that the bank is doing what they can to bring the
property back up to compliance so they can sell it. Member Osborne inquired if it would be
fair to say that the fine amount would be passed on to the prospective buyer. Ms. Kranz
stated she is not sure, but she believes it will not be passed on to the buyer because it would
not be fair to them.

Member Lowerv. seconded bv Member Osborne. moved in Case No. 09-195 to recommend to
the City Commission to reduce the fine to $2500. Motion carried unanimouslv.

Officer Loeffier stated this is still an unusual case. On March 8th he met with the owner out at
the property. He had contacted the Health Dept. to meet with them, as well; however, they
did not make it out to the scheduled appointment date. Officer Loeffler stated the homeowner
advised him that the Health Dept. did make it out and obtained a water sample of the standing
water. They are awaiting results of that water sample, so the city would like for the
compliance date to be extended so they can meet with the Health Dept.
Member Osborne. seconded bv Member Kellev. moved in Case No. 10-027 to extend the
compliance date to April 6, 2010. Motion carried unanimouslv.

COMMENTS
Attorney Sneed announced that there will be someone taking her place for the next few
meetings and she will see everyone in June.
Deputy Chief Stanley announced that he wanted to personally thank the officers. As the
board can see the case loads have diminished considerably over the past few months.
Officer Loeffier shared before/after photos of properties that came into compliance.

Officer Delgado thanked the citizens.
Chairman Godek welcomed the newest board member Mr. Owen Kelley. He also
announced the Spring Fling is Saturday at the Bill Breeze Park.
Member Alexander stated the Code Enforcement Dept. does a great job and they usually get
a lot of grief and negative comments. She wanted to share that the officers also do a lot of
good and helped her church find a family that they could help who was unable to afford their
fine. She further thanked the officers.
Member Hopper welcomed newest alternate member Kelly and congratulated new regular
member Osborne.
