Background Summary: FY09-10 budget approved $50,000 for the purchase of a woods truck and $75,000 for the purchase of a transport capable vehicle. The funds were based on revenue of $125,000 coming in from the sale of the 1996 Pierce Dash 75' aerial. It is also desired to sell the two 1994 KME pumpers along with the 1996 Pierce Dash aerial. Accordingly all three trucks need to be declared surplus, Once declared surplus, the corresponding broker service agreement with Ten-8 needs to be approved to sell the vehicles, This is the preferred method of sale by both the FD and Finance. The transport capable vehicle will replace the current Rescue Squad 25 pickup truck as Rescue 25. It will respond to high level ALS calls, such as cardiac arrests, that traditionally require more assistance than can be provided by a lone ALS engine company. Rescue 25 will be available to respond to all areas of the city for patient transport when the on-scene arrival time for Health Central Ambulance is extended and the patient's condition requires immediate emergency transport. Rescue 25 will also respond on all auto accidents and structure fires, With the added capability or being transport capable, Rescue 25 will now be able to fill the position of "ready rescue" on structure fires. This will remove that unfunded responsibility from Health Central Ambulance allowing them to have one more ambulance available for EMS calls, The addition of becoming transport capable will also open up the automatic aid agreement with Orange County Fire Rescue and Winter Garden Fire Department to send Ocoee a transport capable rescue truck when our transport capable rescue is not available. This is not currently happening because the automatic aid agreement only requires the assisting agency to send units with the same capabilities as the one it is replacing. Issue: All three of the apparatus mentioned above have done their time and served the City well. However, the two KME pumpers are well worn with well over 100,000 miles. They have become more unreliable and a costly burden to maintain when used, The 75' Pierce Aerial has been out of service for well over two years, Due to current EPA emissions regulations, its motor is no longer manufactured. Repair parts for it are extremely scarce and rapidly diminishing. The value of all three apparatus is plummeting rapidly. It is recommended by Fleet Maintenance and Fire Administration to sell all three while they still have some value. Our current fleet of newer pumpers will meet our needs without these three trucks. The Fire Department has purchased all of its existing Pierce apparatus from Ten-8 Fire Equipment. Ten-8 is highly knowledgeable and respected in the fire service with a vast client base, We feel they will provide the best service to sell these units in a timely and profitable manner. The funds from the sale of these apparatus hopefully will exceed the $125,000 budgeted this year for the purchase of a woods truck and transport capable vehicle, However, the Fire Department's immediate priority and need is the transport capable vehicle which will cost approximately $135,000 - $150,000, A budget change needs to be made to allow the revenue generated from the sale of the apparatuses to fund only the transport capable vehicle purchase. The replacement of the woods truck will be addressed in the future as funds allow. Recommendations: Staff recommends that the City Commission 1) Declare the 1996 Pierce Dash Aerial # 355F and two 1994 KM E Pumpers # 351 F & # 353F surplus, 2) Approve the Exclusive Broker Service Agreements with Ten-8 Fire Equipment Inc. to sell the three surplus units. 3) Approve FY09-10 budget change to allocate revenue from sale to purchase only a transport capable vehicle rather than transport capable vehicle and woods truck, Attachments: Three (3) Ten-8 Fire Equipment Inc, Exclusive Broker Service Agreements Financial Impact: The sale of these three trucks and the purchase of the needed transport capable vehicle will have no negative impact on the budget. However, it will have a positive impact in the form of saving the maintenance and insurance cost on the three units being removed from the fleet. There is also the still unknown potential savings to the City in the future if the purchased transport capable vehicle is utilized to transport employees in Ocoee during medical emergencies. (hereinafter TEN-8), a Florida Corporation at 2904 59th Ave. Drive East, Bradenton, FL 34203, and the Ocoee Fire Department, 563 S. Bluford, Ocoee, FL 34761-2715. 1. WHEREAS, TEN-8 desires to provide a broker service and the Ocoee Fire Department desires to use that broker service to sell vehicle, as is, per attachment "A" and therefore the Ocoee Fire Department, agrees to work with TEN-8 for a term of six (6) months beginning July I, 2010 and terminating January 1, 2011 or until termination of the agreement by either party upon 30 days written notice. Ten-8 agrees to aggressively promote and advertise vehicle in attachment "A" to expedite the sale. 2. PRICE AND COMPENSATION. The Ocoee Fire Department agrees to pay a ten (10%) seller's fee (minimum of$2,500.00) to TEN-8 as compensation for services in marketing and selling of vehicle per attachment" A". The highest possible sale price shall be obtained. Unit shall be marketed at a selling price of $200,000.00. A fair and equitable price will be sought from any prospective buyer. All offers shall be presented to the Ocoee Fire Department for consideration. If the Ocoee Fire Department completes a sale of the vehicle directly with any buyer or agent of buyer during the term of this agreement, the Ocoee Fire Department shall pay TEN-8 the 10% seller's fee (minimum of $2,500.00). 3. SALES LEADS, A representative ofTEN-8 will coordinate with prospective buyers to inspect the vehicle and will present all offers in writing.
