Contractors, Inc. for the Reclaimed Water System Retrofit for Wedgewood Commons and Whitehill
Subdivisions.
Background Summary:
The Reclaimed Water System Retrofit for Wedgewood Commons and Whitehill Subdivisions is a retrofit
project which provides 156 residential homes with reuse water for irrigation. The system connects to the
existing system at White Road and Clarke Road. The project also provides a 16" reclaimed main to
facilitate future system expansion.
Due to conditions in the field during construction a portion of reclaimed water main had to be installed
using open-cut due to utility conflicts, MJ adaptors had to be used for valve and fitting connections due to
warranty issues, and electrofusion couplers where used for connections to eliminate the need for large
pits to be made. As with any construction contract that includes unit pricing and estimated quantities, the
actually installed quantities need to be reconciled with the contract.
Required Changes as part of this change order are as follows:
Item No.1-A: The 16" reclaimed water main which crosses Rachel's Ridge Loop at the intersection of
Robyn's Glenn Road was installed by open-cut method rather than the planned directional drill method.
The additional work items associated with installation method are: 1) Removal/disposal of materials, 2)
replacing the road base, and 3) replacing the asphalt. The existing sanitary forcemain was located in the
field under the roadway rather than under the sidewalk as determined during design. The location of the
forcemain made directional drill installation impossible. This item has an additional cost of $4,889.00.
Item No.2-A: Mechanical Joint adapters were required. At all locations where the new 16" reclaimed
water main is connected to a valve or fitting. The designed pressure restraints would not be guaranteed
and warranted by the manufacturer for any connections over 12" in diameter. The Mechanical Joint
Adaptor with accessory kits was needed to make the proper connections. This item has an additional
cost of $15,444.78.
Item No.3-A: Electrfusion couplers was used to connect the 16" reclaimed water main HOPE pipe
sections in locations where long runs of directional drilled pipe were not possible due to site limitations.
By using the Electrofusion Couplers the need to excavate large pits necessary to connect the 16" pipe
was eliminated which reduced the quantity of excavation, sidewalk, and asphalt which would have been
required. This item has an additional cost of $3,704.73.

Item No.4-A: This item is to adjust quantities of various pay items, up or down, based upon the actual
work completed. The attached table titled, Close Out Quantity Adjustment, specifically delineates the
line items that were overrun and underrun. The items listed as negative numbers are actually for work
not needed and is money left in the contract. The items listed as positive numbers are for overruns and is
additional money due the contractor. There were 25 items of work under this contract on this project.
There were 6 work items that were over the estimated contract quantity which had a value of $16,606.44
to the contractor and 6 work items that were under the estimated contract quantity which had a value of
$5,880.50 to the City. The net result is a addition to the contract amount of $10,725.94, with no
adjustments to contract time.
The total additional cost of this change order is $34,764.45.
Issue:
The Engineering Department has proposed a change order to add 3 additional items and reconcile the
installed and contract quantities for several bid items.
Recommendations
The Engineering and Utilities Departments recommend that the City Commission approve the proposed
Change Order No.1, authorize the Mayor and City Clerk to execute Change Order No.1.

CHANGES ORDERED:
I. GENERAL
This change order is necessary to cover changes in the work to be performed under this Contract.
The GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS and
all parts of the Project Manual listed in Article 1, Definitions, of the GENERAL CONDITIONS
apply to and govern all work under this change order.
II. REQUIRED CHANGES
Item No.1-A: Install the 16" reclaimed water main which crosses Rachel's Ridge Loop at the
intersection of Robyn's Glenn Road by open-cut method rather than the planned directional drill
method. The additional work items associated with the new installation method are: 1)

III. JUSTIFICATION
Item No.1-A: It was not possible to install the 16" reclaimed watermain across the road using
directional drill. The existing sanitary forcemain was located in the field under the roadway
rather than under the sidewalk as determined in the design locate. The location of the forcemain
made directional drill installation impossible.

Item No.2-A: Submitted shop drawings indicated that the pressure restraints intended for use in
the design to connect the 16" reclaimed water main HDPE pipe to valves and fittings would not
be guaranteed and warranted by the manufacturer for any size over 12". The MJ Adaptor with
accessory kits was needed to make the proper connections.
Item No.3-A: Electrofusion Couplers were added to allow for pipe to pipe connects where the
long runs of 16" reclaimed water main HDPE pipe had to be split into shorter runs limited by
the retrains of the project staging areas which did not allow for such long runs of pipe to be
constructed. By using the Electrofusion Couplers the need to excavate large pits necessary to
connect the 16" pipe was eliminated which reduced the quantity of excavation, sidewalk, and
asphalt which would have been required.
Item No.4-A: During the construction ofthe improvements, various work was either reduced in
scope because the work was not needed or their was excess quantities in the pay item or
increased because the work was needed or their was less quantities in the pay item to cover the
necessary work. This item of the change order is needed to adjust the quantities of the pay items
that were not installed at the bid quantities to the amount that was installed to show the job was
fully completed, the City approved the line item overruns, and accepted the line item underruns
as completed work

Acknowledgements:
The aforementioned change, and work affected thereby, is subject to all provisions of the original
contract not specifically changed by this Change Order; and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on
the original contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation and
satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a
result of this Change Order. No other claim for increased costs of performance or modifications of
time will be granted by the OWNER for the Work covered by this Change Order. The
CONTRACTOR hereby waives and releases any further claims for cost or time against the OWNER
arising from or relating to the matters or Work set forth or contemplated by this Change Order.
