Subject: Award of the City Hall Campus Improvements Project. (District 2 - Wils'en
Background Summary:
The City identified a number of safety-related items for attention in the City Hall area in 2009, such as
the need to revise stairs at City Hall parking lot and the Gazebo, install handrails, add and repair
sidewalks, and improve parking areas. In addition, several other improvements were proposed as a
means of enhancing historic preservation and public use of the existing facilities, such as are required
to address stormwater issues on the property, better organize parking, and provide adequate signing.
These several components were combined into a single project in order to realize the benefits of
economies of scale in construction. A follow-up project will explore enhancements designed to
improve the utilization of remaining public assets in the area.
Issue:
The Finance and Engineering departments propose that the City Commission reject all bids received
in this public solicitation.
Recommendations
The Finance and Engineering departments recommend that the City Commission reject all bids
received. The lowest bid was rejected for being non-responsive in that the bidder did not have the
required State contractor license. The remaining bids are all much greater than the available budget.
In similar cases in the past, the City has frequently used the option to modify the scope of work in
order to reduce the project cost to an amount that is within budget. However, staff has recently
learned that new stormwater construction permitting requirements will delay a large portion of the
work for as much as 120 days. Rather than award part of the work now and part later, staff
recommends in this instance that the entire project be rebid at a later date, particularly given the price
range between bidders for individual bid items that could go forward at this time.

A bid tabulation is not provided. Under the terms of s. 119.71, Florida Statutes, bids are not public
records when all bids are rejected and the governmental agency plans to rebid.
Financial Impact:
The bids received suggest that the cost of the work will exceed the presently available budget. The
project budget will be increased by approximately $100,000 in funding from the Stormwater Utility to
cover the cost of project elements attributable to that function, such as stormwater structures and

piping, paving repairs resulting from stormwater-related improvements, and curbing used to direct
stormwater flows into catch basins. An FY 2011 "wish list" item has been created for $40,000 to
supplement the available project budget to pay the cost of other work, such as entrance modifications
and sidewalks.
