HomeMy WebLinkAboutPZ 07-13-10 MINUTES OF THE PLANNING AND ZONING COMMISSION ACTING AS THE LOCAL PLANNING AGENCY MEETING HELD TUESDAY, JULY 13, 2010 CALL TO ORDER Chairman Campbell called the meeting to order at 7:04 p.m. Following a moment of silent meditation and the Pledge of Allegiance to the Flag, a quorum was declared present. PRESENT: Chairman Campbell, Members De La Portilla, McKey, Sills, and West. Also present were Assistant City Attorney Watson, Deputy Development Services Director Wagner, and Deputy City Clerk Sibbitt. ABSENT: Vice Chair Golden and Member Morris were absent excused. Members Conkling and Dillard were absent unexcused. CONSENT AGENDA Minutes of the Planning and Zoning Commission Meeting held on Tuesday, June 8,2010. Member West. seconded bv Member Sills. moved to acceot the Minutes of the June 8. 2010. Plannina and Zonina Commission meetina. Motion carried unanimouslv. OLD BUSINESS - None NEW BUSINESS HEALTH CENTRAL-ANNEXATION AND REZONING Deputy Development Services Director Wagner gave a brief overview of the proposed annexation & rezoning further adding that he has also personally been able to work diligently with Health Central because it is in the CRA Overlay. The annexation of these parcels will give the City the chance to work with the hospital on looking at their entire piece of property. Deputy Development Services Director Wagner further explained how the Overlay works and how the zonings could be mixed and matched giving everyone a tremendous amount of flexibility. DISCUSSION Member McKey stated the only concern he had was regarding the Conservation portion by Hwy 50 but he does understand how it dovetails now with the overall scheme. Deputy Development Services Director Wagner stated it is not very likely that anybody will be able to mitigate those wetlands and actually develop them. He further stated that the 100-year floodplain also comes across Hwy 50 but the advantage is that all that land area around there that is not water can be Planning and Zoning Commission Meeting July 13, 2010 used in the calculation of floor area ratio. Chairman Campbell inquired if there may also be an opportunity for recreation to be passed on to that piece so that there may be a walking corridor or something recreational. Deputy Development Services Director Wagner stated it just depends on the topography. Member de la Portilla inquired if the property to the north was owned by the hospital as well and if they had plans to develop that land into some sort of workforce housing. Deputy Development Services Director Wagner stated that it is a possibility and gave several examples of housing types they could possibly build in that location. The Public Hearing was opened. Todd Duncan, Administrator of Facilities, Health Central, briefly spoke in favor of the CRA Overlay process and how they are excited about the upcoming opportunities. The Public Hearing was closed. Member McKey stated in an effort to conserve as many trees on that property as they can, he would like to see their design and conceptual plan show parking spaces at every building like the Seventh Day Adventist Florida Hospital is doing. He further stated he would like to also see more green space to help absorb some of the water run off. Member West commented on how beautiful the crape myrtle trees are out at Health Central. Member Sills. seconded bv Member West. moved to recommend approval of the Annexation and Rezonina for Health Central Ax-06-10-22 & RZ-10-06-05. Motion carried unanimouslv. MISCELLANEOUS Deputy Development Services Director Wagner stated in their packet they can find the upcoming project updates and calendar. He further announced the CRA is also working with the hospital on a streetscape project on Blackwood Avenue. He further stated it would entail additional landscaping and adding some trees along the road by the hospital. He further presented a draft of the new city LED icon that the City is considering to put at some of their entrance points into the City. Deputy Development Services Director Wagner also announced that the City is supporting the Central Florida Film Festival which will take place over Labor Day weekend. He stated that he encourages everyone to go since they use the local theater on Maguire Road. They will use this event to help the City get some exposure by handing out material or giveaways. 2 Planning and Zoning Commission Meeting July 13, 2010 Chairman Campbell further expressed some concerns with the lighting at the Wal-mart since they have had several muggings. Deputy Development Services Director Wagner stated that lighting fixtures over time will lower in intensity but he can look into it. ADJOURNMENT The meeting adjourned at 7:30 p.m. i Attest: . . .
